Airport “Security Overview”
PRE-BID/PRE-CON RUBRIC
If you are going to work in the SIDAi, Secured Area, or Sterile Area, you are going to need a BWI
Marshall identification badge. This is a TSAii requirement. It usually takes about two weeks to complete the badge process. We do a fingerprint-based FBI Criminal History Records Check
(CHRC) and a Security Threat Assessment (STA). For the STA the applicants name is ran through a number of different databases to see if the name is on any lists. When CHRC and STA are approved, the Authorized Signer will receive an email informing them to send the employee to the
Badge Office for a badge.
If you are going to be working in the Federal Inspection Service building, you will need to apply to CBPiii for a Customs Seal. CBP performs its own background check, and the Authorized Signer receives an email when it is approved.
You are advised to badge as many people on your team as you can. Someone without a badge may be escorted by someone who has Escort Authority, but the person performing the escort cannot work. Their only job is to watch the employees being escorted. One person with Escort
Authority may escort up to five (5) unbadged employees.
If you need to operate a vehicle on the airfield, you must take the test to get an Airfield Operator’s
Permit. You must pass this test with a score of 80 or better. You may repeat this test three times.
If you do not pass it, you will not be allowed to drive at BWI Marshall Airport. Additionally, your vehicle will need a decal, which requires an inspection of the vehicle. The decals are issued by the Office of Airport Operations.
If this contract requires your employees to have access to the Communications or Utility Rooms, that access is controlled by two different offices. The Communications closets are controlled by the office of Information Technology and the Utility Rooms by the office of Facilities
Maintenance. Access can be granted at the Company level, which only requires the blessing of representatives from either Facilities Maintenance or Information Technology, or both for both types of rooms.
Individual access may be granted if the Request for Access form (MAA-079) is completed for each employee that needs access. The form must be signed by the employee, his/her Authorized
Signer and a representative from either Facilities Maintenance for access to the Utility Rooms and/or a representative from Information Technology for access to the Communications Rooms.
You can request access for both on one form.

Ahmed Yasin 06:32
Good morning. I'm also coming under the weather too, so I know how that feels, Krystal.
Krystal White 06:39
I hope you feel better.
Ahmed Yasin 06:43
I’ll provide a brief overview of the scope of work and the contractor minimum qualifications.
The primary purpose of this contract is to provide comprehensive preventative and corrective maintenance services for the Public Address and Emergency Evacuation Notification System at the Maryland Aviation Administration. The awarded contractor will be responsible for providing all the supervision, labor, materials, equipment, parts, bonding, insurance, and technical expertise to maintain and support the system in accordance with the contract specifications. Services include, but are not limited to, repairs, equipment replacements, system modifications, and installation. The work may also include larger installation projects as needed to support the airport's operational requirements. Turning to the contractor minimum qualifications: the prime contractor must be the manufacturer of the PAEENS equipment currently in use (IED) or an eligible distributing partner of the manufacturer. For a distributing partner, the requirements include continuous distribution of the manufacturer's equipment for the past five years, and comparable PAEENS installation, maintenance, and support experience that are similar in complexity and scope as described in this IFB at three Category X U.S. airports within the past five years. At least one of those airports must be the same major software version currently in use at BWI Marshall. The distributing partner must also have or formally commit to establishing a manufacturer-approved service center close enough to meet the contract's on-site response requirements. Additionally, the distributing partner and the manufacturer must sign the manufacturer guarantee letter included in the proposal package agreeing to this condition. The full contractor qualifications, technical requirements, and responsibilities are detailed in the procurement documents. And for any questions or requests for clarification regarding the scope or qualifications, we ask that those be submitted in writing through procurement so they can be addressed formally. With that, I hand it back over to you, Krystal.

Krystal White 09:16
Okay. Thank you very much. Thank you to you both for being here, you and Stacy. Please hang around for any questions toward today's presentation. Thank you. Alight. So, just as a reminder, everyone, please, following this meeting, please submit your questions in writing to kwhite7@bwiairport.com to receive the official response, which will be included in the upcoming addendum.
The Airport Security Program Manager, Mr. Jeffrey Miller, could not attend today's meeting.
Thus, I will read the security prerequisites provided. If you have any questions pertinent to any other security requirements, please forward questions via email. Okay. So, airport security overview. If you are going to work in the SIDA, which is the Security Identification Display
Area, Secured Area, or Sterile Area, you are going to need a BWI Marshall Identification Badge.
This is a TSA requirement. It usually takes about two weeks to complete the badge process. We do a fingerprint-based FBI Criminal History Records Check, known as CHRC, and a Security
Threat Assessment, known as STA. For the STA, the applicant's name is ran through a number of different databases to see if the name is on any list. When CHRC and STA are approved, the authorized signer will receive an email informing them to send the employee to the Badge Office for a badge. If you are going to be working in the Federal Inspection Service Building, you will need to apply to CBP for a customs seal. CBP is an acronym for Customs and Border Protection.
CBP performs its own background check, and the authorized signer receives an email when it is approved. You are advised to badge as many people on your team as you can. Someone without a badge may be escorted by someone who has escort authority, but the person performing the escort cannot work. Their only job is to watch the employees being escorted. One person with escort authority may escort up to five unbadged employees.
If you need to operate a vehicle on the airfield, you must take the test to get an airfield operator's permit.

The communications closets are controlled by the Office of Information Technology, and the utility rooms by the Office of Facilities
Maintenance. Access can be granted at the company level, which only requires the blessing of representatives from either Facilities Maintenance or Information Technology, or both for both types of rooms. Individual access may be granted if the request for access form MAA-079 is completed for each employee that needs access. The form must be signed by the employee, his or her authorized signer, and a representative from either facilities maintenance for access to the utility rooms, and/or a representative from Information Technology or the Office of Airport
Technology for access to the communications rooms. You can request access for both on one form. Okay, and if you have any questions regarding anything that I've just shared with you all about the security requirements, please submit them in writing, and I'll be sure to have that response provided to you via addendum.
As a reminder, please list your name, company name, and email address in the chat box for today's attendance record. I see that some companies have already done so, so thank you. Any questions posed and responded to at this meeting will be included in the minutes of this meeting, including the scripts that I'm reading from today. Any questions posed from bidders after this meeting shall be submitted in writing by email to my attention kwhite7@bwiairport.com. The cutoff receipt of all bidder questions is October 19, 2026, 3p.m. The minutes of this meeting, attendance record, and all responses to questions will become a part of an addendum for this procurement. The addendum will be posted on eMMA. At this time, we will take questions.
Please announce your name and your firm before asking your question. I'm going to switch my screen so I can see if there are any raised hands. Are there any questions? Wow. Okay. Fantastic.
And again, if you have any questions, if they arise after this meeting, you can just email those to my attention. Okay. And with that being said, this will conclude today's pre-bid conference.
Thank you for your interest, and good luck with your bid. Everyone, have a great day.
