About this file
This is an Addendum to a federal contract for construction and renovation work at a QWO ARSR facility in London, Ohio. The contract (6973GH-26-C-XXXXX) dated May 18, 2026, involves removing exterior siding and refurbishing the interior of an existing structure, with comprehensive demolition and new construction components.
The work is divided into three primary sections. First, asbestos abatement and razing of an existing storage shed includes removal of approximately 375 square feet of asbestos floor tile by an Ohio-approved company, submission of an abatement plan to the FAA for review, third-party air quality testing by an Ohio-certified firm, and proper disposal of hazardous materials at authorized sites. This section also requires decommissioning the electrical panel, demolishing the shed structure, removing the concrete foundation, and conducting asphalt removal and excavation. Backfill must be compacted to 95% standard proctor in 8-inch lifts, with an acceptable alternative of flowable self-consolidating concrete requiring PEL review and approval. Second, a concrete pad and prefabricated steel building (Olympia Steel Buildings) must be constructed with specific requirements: a cast-in-place concrete foundation with f'c = 4000 psi, 6% minimum air entrainment, approximately 500 square feet footprint with 5-inch interior slab thickness, 30-inch deep perimeter edges, mild steel reinforcing, 15-mil moisture barrier, and 6-inch elevation above grade. The steel building will be 20'x25'x10' tall, painted white with black doors and door frames, and include a 10'x8' coiled roll-up door and a 3'x7' standard door provided by the contractor. Concrete stoops and ramps must be provided at door openings with specific slope and finish requirements. Third, an automatic gate opener installation requires establishing electrical power and signal wires from the building, installing 3/4" EMT electrical conduit and 1/2" EMT signal wire with compression fittings, constructing a 2'x3'x1'6" concrete foundation with 4000 psi strength and 6% air entrainment, and fastening the opener using corrosion-free hot-dipped galvanized or stainless steel anchors. All electrical components, door frames, and gate openers must be grounded with 4/0 copper cable connected to existing ground loops using CAD Weld exothermic welding with visible cable placement. The contractor must coordinate all work with the RE (Resident Engineer), Site Technician, and SSCM (Site Security Cognizant Manager), document approved processes, and provide operational manuals and warranty documentation for the gate opener system.

Contract # 6973GH-26-C-XXXXX Date: May 18, 2026
Asbestos Abatement & Raze Existing Storage Shed:
1.) Remove/abate asbestos floor tile... approx. 375 sq. ft.
a.) Contractor must use a Company approved by the State of Ohio to perform asbestos abatement. (Provide the FAA with appropriate documentation to substantiate) b.) Contractor must submit Asbestos abatement plan to the FAA for review and approval prior to the start of any work.
c.) Contractor must have 3rd Party Air Quality Testing… Certified/Licensed in the State of Ohio.
d.) The 3rd Party Air Quality Testing Company/Firm must provide a Final Report at the end of abatement activities.
e.) The Contractor performing the Abatement must properly bag, tag, and haul-off all hazardous ACM to an authorized disposal site/dump.
2.) Decommission/remove/demo the electrical panel and associated services to the storage shed. The Contractor must coordinate all necessary steps with the RE, Site Tech., and the SSCM prior to the start of any work.
3.) Remove/demo/raze the storage shed by whatever means the Contractor deems to be appropriate, provided prior review and approval by the RE, Site Tech., and SSCM.
The Contractor shall document the approved process(es) and send a confirming email to the RE, Site Tech., PEL, and SSCM.
4.) Remove/demo the storage shed's existing in-situ concrete foundation. Again, it will be the Contractor’s responsibility to give prior review and approval to the RE, Site Tech., and SSCM. The Contractor shall document the approved process(es) and send a confirming email to the RE, Site Tech., PEL, and SSCM.
5.) Cut asphalt above electrical conduit to facilitate removal, unless this can be reused for the New Steel Building/Storage Shed.
6.) Remove asphalt and excavate to remove decommissioned electrical service to the storage shed.
7.) Backfill trench used to remove electrical service to the storage shed. Compaction must be in 8-inch loose lifts and compacted to 95% standard proctor. This is also applicable to the storage shed. An acceptable alternative is to use a flowable, self-consolidating concrete mix. If this method is chosen, then the Contractor must provide the FAA with a mix design, which will require review and approval by the PEL.
8.) Apply new asphalt and proof roll/compact as required to match the level of existing in-situ adjacent asphalt.
Concrete Pad & Steel Building:
(Steel Building is based on using Olympia Steel Buildings)
1.) Cut existing in-situ asphalt to the size of the anticipated steel building, stoop(s), and ramp(s). Coordinate exact location with the RE, Site Tech., and the SSCM. The Contractor shall document the approved process(es) and send a confirming email to the RE, Site Tech., PEL, and SSCM.
2.) Remove asphalt and subgrade as required, in order to place foundation as indicated in Item (3) below, as well as for the stoop(s), and/or ramp(s).
3.) Provide a cast-in-place concrete foundation (f'c = 4000 psi) for a prefabricated steel building. The concrete must have a minimum 6% air entrainment. Building dimensions are estimated to be 20'-0”x25'-0”x10’-0' tall. The turned-down slab foundation will provide a foot print of approximately 500 sq. ft. with an interior slab thickness of 0’-5" (#4 bars at 12” OC EW). The perimeter turned-down edges shall be at least 30" (2’-6”) deep and at least 14"(1’-2”) in width, (2) #7 bars T&B, with @
(2) #4 bars at mid-depth. Mild steel reinforcing shall be used through-out. A moisture barrier (Stego Wrap or similar) shall be placed below the slab and shall have a minimum thickness of 15 mil. The elevation at the top of slab shall be at least 0’-6" above highest adjacent grade, unless otherwise noted (U.O.N.). The Steel Building shall be painted all white with black door(s) and black matching door frames. The Steel Building shall also have a “coiled roll-up door” measuring 10’-0” wide x 8’-0” tall. The door (3’-0” x 7’-0”) and the coiled roll-up door shall be provided by the Contractor… i.e., these items are not provided by the steel building manufacturer.
4.) Anchor bolts shall be post-installed (Hilti or approved equal/better) to match locations and spacing as required by the Steel Building Manufacturer.
