About this file
This is Addendum 7 to an Invitation to Bid (ITB) issued by Marion County, Oregon for Construction and Other Site Improvements at Various Radio Communications Sites for the Marion County Radio Project (PW1707-25), released on October 8, 2025. The addendum addresses 15 questions and clarifications submitted by prospective bidders regarding the project scope, specifications, and coordination of work across multiple sites. Key clarifications include: antenna mounts will be supplied with towers and their installation is excluded from this contract (to be performed by a separate L&A contractor); tower demolition at Lower Prospect is shown on ER-2 drawings; solar photovoltaic panels, support structures, and conduit pathways must be supplied and installed by the contractor, while inverters, batteries, and conductors will be provided under a separate Marion County contract; all generators and Automatic Transfer Switches are government-furnished equipment with the contractor responsible for field installation at Lower Prospect and Wipper sites; the METCOMM 911 shelter will arrive with an HVAC system prewire but power will be supplied separately; and signage requirements have been clarified for each site (one set at APW, two sets at METCOM 911). The Crooked Finger site requires a contractor-supplied and installed Daikin split HVAC system with specifications matching the McCully Mountain site model (FTX36NVJU / RX36NMVJUA). Marion County shall maintain the APW access road gravel surface, though contractors cannot assume preventive maintenance will be completed before work begins.
The addendum provides essential technical and coordination details to ensure bidders understand the division of work between this construction contract and separate future contracts for antenna/cabling installation, electrical power supply, and generator startup services. Bidders must coordinate with generator suppliers regarding factory startup services already purchased by Marion County. The clarifications confirm that all photovoltaic-related electrical work consists solely of conduit installation, with no conductive elements to be installed under this contract, resulting in non-operational units until completion of the separate Marion County vendor contract.

ADDENDUM #7
TO THE
INVITATION TO BID
PW1707-25 - ITB - CONSTRUCTION AND OTHER SITE IMPROVEMENTS AT
VARIOUS RADIO COMMUNICATIONS SITES FOR THE MARION COUNTY RADIO
PROJECT
ISSUED ON 10/8/2025 8:00:00 AM
The following information in this addendum, hereby become part of the Invitation To Bid. It is essential that all prospective Offerors note the content of this Addendum.
A. Question and Answers:
1. In addendum #6, item #3, you clarify that the antennas and cabling are under other contract, and contractor to not SUPPLY antenna mounts, but are antenna mounts coming with the tower, and is their installation part of the tower install SOW or the future antenna/cabling
SOW?
Refer to Addendum #1, Question 3.
2. Previous question related to addendum #1, item #10, letter k, that existing steel towers at House, Lower, and Wipper will be removed. I see references to removing towers at House & Wipper on CD's, but do NOT see a tower to be removed at Lower Prospect?
Please clarify if I am missing it. WITH RESPONSE OF: Refer to the Plans and Drawings (ER Sheets) for the removal of existing site features to be performed by the Contractor.
I have reviewed ER Sheets and still do not see any reference to a steel tower being removed at Lower Prospect. Please spell out what Tower Demolition scope there is at Lower Prospect.
Refer to Question 3.
3. I apologize, I found the tower removal on ER-2 of Lower Prospect. You can remove previous question. I think it should probably not be on an Erosion and Grading plan, but good to now know.
No response required.
4. Regarding solar... if we contract with a company that can provide all the PhotoVoltaic equipment, and we install those arrays, and you want all the related conduit to be installed, but NOT conductor... these will be non-operational units? You will install conductor and make live and operational, as part of a separate contract?
The Contractor shall supply and install the photovoltaic panels, support structures and the conduit pathways from the photovoltaic arrays to the government-furnished prefabricated equipment shelters, as shown in the Plans and Drawings (U Sheets). Marion County’s radio vendor shall supply and install the inverters, house batteries and the conductor from the photovoltaic arrays to the equipment shelters under a separate contract.
5. Please confirm there is no U-6 drawing for House Mtn as listed in index
Revision 1 to the House Mountain Plans and Drawings dated October 15, 2025, does not include a Sheet U6.
6. In addendum #1, item #15, you acknowledge that APW needs additonal aggregate surfacing for construction... are we to assume that will be done for the contractor who is awarded prior to starting?
Refer to Addendum #1, Question #15. Marion County shall maintain the gravel surface of the APW access road. The Contractor cannot assume that preventive maintenance will be completed prior to the start of the Contractor’s work.
7. Are there solar inverters already specified in the one line and or panel schedule? If there is, we will need to know their make model and size to determine DC circuit size.
See Question #4.
8. If there is no inverter already specified, then we will provide those as “related equipment” with the solar array and other necessary equipment. To specify the proper inverter(s), we will need to see a electrical one line drawing and electrical panel schedule.
See Questions #4 and #7.
9. Please confirm (or clarify)... all generators are being procured by Marion County, and Marion County has purchased startup services with Cummins? and all generators are coming with Automatic transfer switches that contractor install or ATS are provided and installed by contractor?
Refer to the Project Summary List. Marion County shall provide all generators as government-furnished equipment for the Contractor to install. Marion County has already purchased factory startup services for each generator. Bidders shall exclude the cost of factory startup services from their bids, but will be responsible to coordinate with the generator supplier to enable factory startup to occur. Marion County has also purchased Automatic Transfer Switches for each generator. The government-furnished prefabricated equipment shelters will arrive with the ATS pre-installed by Shelter One. The Contractor shall field install the ATS at the Lower Prospect and Wipper sites.
10. On MetComm 911, please confirm... we are not bidding Electrical, but we are bidding to install a Split HVAC system... that won't be powered?
Correct. The METCOM 911 government-furnished prefabricated equipment shelter will come prewired to receive the Contractor-installed HVAC equipment. Power will be supplied to the METCOM 911 equipment shelter under a separate contract.
11. Addendum #6, Question 3 and answer clarify that the antenna mounts will come with the tower from Sabre and do not need to be supplied by the contractor. Further, it is clarified in other places, multiple times, that the L&A installation will be part of a separate RFP and the work is to be performed by others. Often times in wireless SST assembly and erection, antenna (and dish) mounts are purposely left uninstalled on the tower during erection so that antennas (and dishes) may be more easily mounted to them on the ground and the entire assembly may be hoisted onto the tower. Is it Marion County's intent for the GC as part of this RFP to include the assembly and installation of the antenna (and dish) mounts on the tower? Or, is it Marion County's intent for the antenna (and dish) mounts to be installed as part of the L&A RFP yet to be released?
Refer to Addendum #1, Question #3. The installation of antennas and antenna mounts will be performed by a separate contractor and is excluded from this contract.
12. Addendum #6 Question 7 and answer indicate, "Contractor shall supply and install the photovoltaic power systems, support structures, electrical conduit between arrays and the radio equipment shelters, and all related work shown in the Plans and Drawings. Can you please define, "photovoltaic power systems" portion of this answer? Based on information available in the plans (at House Mountain, for example), it seems the ONLY thing this may pertain to are the PV panels - 36 of which need to total 14,580W (so 405W minimum spec). We saw no information on inverters, controllers, batteries or other typical PV power systems on the plans. We only see information for PV panels, structural racking system (Ironridge XR1000 Rail), it's anchoring system and some grounding lugs, end clamps and module caps.
Refer to Question #4.
13. Addendum #5, Question 5 and answer clarified that it is acceptable for a single 1000 gallon LP tank to be utilized for the temp connection during construction of the new infrastructure. Can you please clarify if only (1) or (2) generators are needed for the temp connection to the existing shelters until the final site configuration is fully cut over?
For redundancy purposes, both of the existing House Mountain generators must remain operational until cutover to the new generator is complete.
14. Addendum #5, Question 12 indicates that House Mountain is the only site with no fence and thereby only requiring (1) set of signs. However, APW drawings do not show any proposed fence. Please clarify if 2nd set of signs for APW is intended for some location other than the shelter, or if there is only 1 set of signs needed, or if there is supposed to be fence included in the bid for APW. Metcomm 911 similarly has no proposed fence. Please confirm if the 2nd set of signs are intended for the fence at the entrance to the parking lot, or if there is only 1 set of signs needed, or if there is supposed to be fence included in the bid for Metcom 911.
Good catch, the APW site does not have a perimeter fence and, therefore, only one (1) set of signs is needed at APW. The METCOM site has an existing perimeter fence. The METCOM 911 site does have a perimeter fence and, therefore, two sets of signs are required at
METCOM 911.
15. Crooked Finger drawings have conflicting info related to HVAC: Sheet C2 shows what appear to be outdoor units of split system hanging on the north wall of the shelter, but nothing is called out. Sheet SH1 does not show anything on the exterior of the shelter (even anything to be installed by others). Sheet SH2 DOES call out, "AC Split system by others" on the interior wall view. There is no sheet for HVAC details in the set, as there was in other prefab shelter sets of drawings. Does Crooked Finger have HVAC to be supplied and installed by the GC and if so, can you please confirm the make and model numbers required?
Contractor shall provide and install HVAC Daikin Split system with exterior units mounted to the North side of the shelter as shown in the plan view (note, Sheet SH1 shows interior raceway for exterior HVAC disconnects). The model of Daikin Split for Crooked Finger to be similar to the McCully Mountain site. Refer to McCully Mountain site Sheet C7 detail (Daikin Model FTX36NVJU / RX36NMVJUA).
