About this file
This is Addendum 6 to an Invitation to Bid (ITB) issued by Marion County, Oregon for construction and site improvements at various radio communications sites for the Marion County Radio Project. The addendum addresses 18 questions and clarifications submitted by prospective bidders regarding scope of work, equipment responsibilities, and technical specifications across multiple project sites. Key clarifications include confirmation that Marion County will perform concrete field testing and cylinder casting, with the contractor responsible for rock excavation and foundation construction as shown in Sabre Industries tower erection plans. The addendum specifies that antenna mounts, cabling, microwave equipment installation, and tower-mounted antenna sweeping are excluded from the contractor's scope and will be performed by others under separate contracts. The contractor is responsible for supplying and installing ice bridges, photovoltaic power systems with support structures and electrical conduit, and coordinating with Cummins for factory generator startup services. Regarding the House Mountain tower foundation design, bidders are instructed to use the Crooked Finger site tower erection drawings for bidding purposes, with cost differences to be addressed via Contract Change Order upon final design completion.
The addendum establishes that Marion County maintains staging areas on county-owned properties where government-furnished equipment (Sabre steel lattice towers, Shelter One prefabricated shelters, and Cummins generators) will be stored and made available to the contractor. Contractors may arrange direct supplier delivery to project sites with Marion County approval to bypass staging areas, but are prohibited from storing equipment at any location other than designated staging areas or project sites. Concrete mix designs for tower foundations, shelter foundations, and generator/tank pads must be provided by the contractor using commercially available mixes conforming to General Notes for Marion County review and approval prior to first use. Site electrical work at the METCOMM 911 site is excluded from the contractor's scope, as Marion County will provide new electrical service under a separate contract. The contractor shall construct shelter foundations, install prefabricated shelters, supply and install HVAC systems, install site grounding systems, and perform removal of existing site features as shown in the Plans and Drawings.

ADDENDUM #6
TO THE
INVITATION TO BID
PW1707-25 - ITB - CONSTRUCTION AND OTHER SITE IMPROVEMENTS AT
VARIOUS RADIO COMMUNICATIONS SITES FOR THE MARION COUNTY RADIO
PROJECT
ISSUED ON 10/8/2025 8:00:00 AM
The following information in this addendum, hereby become part of the Invitation To Bid. It is essential that all prospective Offerors note the content of this Addendum.
A. Question and Answers:
1. Are special inspection concrete break tests required?
Marion County will perform the field testing of cast-in-place concrete, which will include slump and air entrainment testing and the casting of cylinders for 7-day and 28-day strength tests. Concrete field testing is exempted from the Contractor’s scope of work.
2. Self support towers coming with standard appurtenances: lightning rod, safety climb, cable ladder, etc.?
The government-furnished steel lattice towers will arrive with all of the appurtenances shown in the Sabre Industries steel tower erection drawings. Prospective Bidders will find these drawings in the Supporting Documents for each site. See Addendum #1, Question 3 for additional clarification.
3. Are the transmit and receive antennas coming with mounts from Sabre or does contractor provide?
Antenna mounts are provided by the tower manufacturer and by Marion County’s radio vendor. The Contractor is not responsible to supply antenna mounts.
4. Is Marion County providing all cabling for transmit and receive antennas? Coax supports to go on tower?
Marion County’s radio vendor will provide antenna cabling. The installation of tower-mounted antennas and cabling will be performed by others under separate contract. See Addendum #1, Question 3 for additional clarification.
5. Is there a requirement to sweep test whatever cabling is being used for the transmit and receive antennas?
The installation and sweeping of tower-mounted cabling will be performed by others under separate contract and is excluded from the Contractor’s scope of work. See Addendum #1, Question 3 for additional clarification.
6. Are ice bridges coming from Sabre or does contractor provide?
The Contractor shall supply and install all ice-bridges between the radio equipment shelters and the towers in accordance with the Plans and Drawings.
7. Do you have a technical contact number for the Solar Array provider?
The Contractor shall supply and install the photovoltaic power systems, support structures, electrical conduit between the arrays and the radio equipment shelters, and all related work shown in the Plans and Drawings. There is no 3rd party solar array provider, per say.
Prospective Bidders may choose to engage a licensed electrical contractor experienced with the installation of photovoltaic power systems.
8. Is there a specific and comprehensive scope for each site’s microwave scope of work (how is the microwave path deemed acceptable/accepted? Is the microwave waveguide required to be swept? If so, at what frequency? Are we installing any microwave equipment in shelters (racks, radios, dehydrators, pressure regulators, etc.)?
The installation of microwave equipment is excluded from the Contractor’s scope of work.
All microwave equipment located within radio equipment shelters will be installed by Marion County’s radio vendor. All tower-mounted microwave equipment, including waveguide, will be installed and swept by others under a separate contract.
9. With APW, Crooked Finger, House Mountain, and Wipper all showing rock in boring log, and in some cases significant basalt at as little as 6” below surface, is the contractor simply responsible for rock breaker/drilling/blasting/etc. (i.e. whatever it takes, and responsible for worst case scenario to get required tower foundation excavation dimensions?
The Contractor shall construct the tower foundations as shown in the Sabre Industries tower erection plans (see Supporting Documents for each site), which includes rock excavation where necessary.
10. Is there a generator startup required for each generator install and if so, is Marion County paying for that or the contractor?
All new Cummins generators require factory start-up. Marion County has already purchased this service from Cummins. Therefore, the Contractor shall not supply factory start-up services nor bear the cost of such services, but will be required to coordinate with Cummins to enable Cummins to complete the factory start-up service.
11. In regard to this quote in Addendum “Marion County believes the opportunity exists for the Contractor to make arrangements with certain suppliers to have certain government-furnished equipment delivered directly to the project sites to save the time and effort associated with the loading and transport of materials from the Staging Areas to the project sites. This includes the Sabre steel lattice towers, the Shelter One prefabricated shelters and the Cummins generators.”, does this mean contractors should include the cost to receive and offoad all towers and shelters at their facility, store them, then pay to reload them, pay for transport from their facility to site, and then offload at site?
No. Refer to the Project Summary List and Addendum #1, Question 5. Marion County has established a Staging Area for each item of government-furnished equipment where Marion County will store such equipment. The Staging Areas are located on county-owned properties and serve as the location where government-furnished equipment will be made available to the Contractor. The Contractor is responsible for the loading, transport and unloading of government-furnished equipment from the Staging Areas to each project site.
Alternatively, the Contractor may realize some cost savings by coordinating the delivery of government-furnished equipment by the supplier directly to each project site, bypassing Marion County’s Staging Areas, which would require the advance approval of Marion County. The Contractor shall not take possession of government-furnished equipment and store such equipment at any location other than Marion County’s Staging Areas or the project sites.
12. There is still an electrical design coming for the Metcomm 911 site?
No. Refer to Addendum #3, Question 9. Site electrical work at the METCOM 911 site is excluded from this bid. Marion County will provide new electrical service to this site under a separate contract. Contractor shall construct the shelter foundation, install the government-furnished prefabricated shelter, supply and install the HVAC system, install the site grounding system, and perform all other work shown in the Plans and Drawings.
13. There is still a tower foundation design coming for House Mtn?
Sabre Industries is unable to provide final steel lattice tower erection drawings for the House Mountain site prior to bid opening. The government-furnished steel lattice tower at House Mountain will be identical to the tower at the Crooked Finger site. For bidding purposes, Bidders shall base their bids for the construction of the House Mountain tower foundation and tower erection on Sabre Industries’ tower erection drawings for the Crooked Finger site (see Supporting Documents). Any difference in cost between the Crooked Finger tower foundation design and the final House Mountain tower foundation design shall be compensated via a Contract Change Order.
This response replaces the responses to Addendum #3, Questions 7 and 20.
14. Are special inspection concrete break tests required? For generator and tank pads?
Shelter foundations? Tower foundations? Anything else?
Refer to Question 1.
15. What concrete design mix is required for the tower foundations?
Contractor shall provide concrete supplier’s commercially available concrete mix design conforming to the General Notes (G Sheets) for Marion County review and approval prior to first use on the Project.
16. Is there a concrete mix requirement on shelter foundations?
Contractor shall provide concrete supplier’s commercially available concrete mix design conforming to the General Notes (G Sheets) for Marion County review and approval prior to first use on the Project.
17. On generator/tank pads?
Contractor shall provide concrete supplier’s commercially available concrete mix design conforming to the General Notes (G Sheets) for Marion County review and approval prior to first use on the Project.
18. I see in addendum #1, item #10, letter k, that existing steel towers at House, Lower, and Wipper will be removed. I see references to removing towers at House & Wipper on CD's, but do NOT see a tower to be removed at Lower Prospect? Please clarify if I am missing it.
Refer to the Plans and Drawings (ER Sheets) for the removal of existing site features to be performed by the Contractor.
