About this file
This document is Addendum #1 to an Invitation to Bid (ITB) for Marion County, Oregon for the Construction and Other Site Improvements at Various Radio Communications Sites for the Marion County Radio Project. The addendum, issued on 10/8/2025, extends the bid opening date to November 6, 2025, and provides clarifications for a comprehensive construction project involving seven radio communication sites. The project encompasses construction of steel lattice tower foundations, installation of prefabricated radio equipment and generator shelters, construction of access roads, electrical and HVAC systems installation, photovoltaic array construction, fencing, and related site improvements. The contract will be awarded to a single contractor and includes interim completion dates with associated liquidated damages.
The project involves government-furnished equipment including steel lattice towers, prefabricated shelters, and generators, which the contractor will be responsible for transporting, setting, and anchoring. Environmental evaluations have been completed, concluding no adverse effects. The contractor will be responsible for obtaining electrical and mechanical permits, but structural building permits will be handled by Marion County. The project includes specific requirements for site preparation, equipment installation, road improvements, and debris removal, with some existing radio sites required to remain operational throughout construction. Notably, the installation of radio communications equipment, data backhaul systems, and specific electrical components will be performed by Marion County's radio vendor, not the primary contractor.

D. Question and Answers:
1. Each plan set has the following note “TOWER FOUNDATION; SEE SABRE TOWER
DRAWINGS FOR STRUCTURAL INFORMATION”
I cannot locate the drawing that is mentioned or details for the tower foundation in any of the plan sets. Please clarify.
The note “TOWER FOUNDATION; SEE SABRE TOWER DRAWINGS FOR STRUCTURAL INFORMATION” refers to the six (6) Supporting Documents listed, below:
1. Attachment C - Supporting Documents - Anderson-Pierce-Wonderly (APW) (pages 1-86)
2. Attachment C - Supporting Documents - Crooked Finger (pages 1-86)
3. Attachment C - Supporting Documents - House Mountain (Available by 10/20)
4. Attachment C - Supporting Documents - Lower Prospect (pages 1-82)
5. Attachment C - Supporting Documents - McCully Mountain (pages 1-86)
6. Attachment C - Supporting Documents - Wipper (pages 1-86)
Prospective bidders can download these documents from Marion County’s procurement portal. The Contractor will be required to construct the concrete foundation for each tower, including but not limited to excavation, including rock removal where required; subgrade preparation; forming; supply and installation of reinforcing steel, embedded anchors and, where required, ground anchors; supply, placement, consolidation and finishing of structural concrete; backfilling, and all related work necessary to construct the tower foundations.
Marion County will issue an addendum to the ITB adding these documents to the Contract Exhibits listed in Section 2 of the ‘SAMPLE CONSTRUCTION CONTRACT PW- XXXX-XX’. Note, further, that the erection drawings for the House Mountain site are currently in production and will be posted to the Marion County procurement portal as soon as we receive them from Sabre.
2. Sheet EX-1 House Mountain Plans call out for a generator to be removed. is this to be salvaged for re-use or removed in its entirety?
The Contractor shall remove and dispose of the existing generator. It will not be reincorporated into the Project.
3. The special provisions mention "installation of tower-mounted radio equipment by others" and "installation of radio and DC power equipment by others" please confirm the general contractor is not expected to supply/install any equipment on the new towers. please clarify the scope of the electrical / low voltage
Regarding "installation of tower-mounted radio equipment by others," the Contractor is responsible for assembly and erection of the government-furnished steel lattice towers as shown in the steel tower erection drawings (see Supporting Documents for each Project location), including the tower, leg caps, step bolts, safety climb hardware, waveguide ladder, bolts and hardware, and grounding systems. The installation of radio equipment, waveguide, electrical wiring, sidearms, pipe mount kits, tiebacks and ice shields on the tower is excluded from the Contractor’s scope of work and will be performed by a separate contractor after tower erection is complete.
Regarding "installation of radio and DC power equipment by others," the Contractor is responsible for setting and anchoring the government-furnished prefabricated radio equipment shelters, installation of HVAC systems, installation of electrical power systems to power the shelter (certain photovoltaic power system components, electrical generators and commercial power hookup), installation of grounding systems and electrical hookup of the shelter, in accordance with the Plans and Drawings. The installation of radio equipment, equipment racks and direct-current (DC) backup power systems inside the equipment shelters is excluded from the Contractor’s scope of work and will be performed by Marion County’s radio vendor after installation of the radio equipment shelter is complete.
Regarding photovoltaic power systems, the Contractor is responsible to supply and install all photovoltaic support structures and photovoltaic panels as shown in the Plans and Drawings (U Drawings). Supply and installation a photovoltaic cabling and inverts is excluded from the Contractor’s scope of work and will be performed by others.
4. Are installation instruction available for the equipment & generator buildings? Do these need to be assembled or do they come pre-assembled?
Except as noted in this response, the government-furnished prefabricated radio equipment and generator shelters will be delivered by Shelter One fully assembled and ready to be set and anchored as shown in the Plans and Drawings. The Contractor shall field-install the HVAC systems for each shelter as preinstallation of these systems is not provided by Shelter One. Refer to the Project Summary List for additional information regarding delivery and staging of government-furnished prefabricated shelters.
Provisions have been made for Marion County to receive and store the prefabricated shelters at a county-owned yard located in Aumsville, Oregon (the “Staging Area”). The Contractor is responsible for reloading and transporting the prefabricated shelters from the Staging Area to the project sites. The Contractor may elect to coordinate delivery by Shelter One directly to each project site to save the time and effort associated with reloading and trucking shelters from the Staging Area to the project sites. If the Contractor chooses to do this, the Contractor shall be solely responsible for all costs, risks and coordinating effort associated with the planning and execution of such alternative delivery plans, including but not limited to any storage fees, added shipping or delivery fees, unloading and transport costs, and all other related costs.
5. Is the contractor responsible for hauling owner provided material from storage locations to job site?
Yes, the Contractor is responsible for loading, transporting and unloading government-furnished materials from the Staging Areas identified in the Project Summary List to each project site. Marion County believes the opportunity exists for the Contractor to make arrangements with certain suppliers to have certain government-furnished equipment delivered directly to the project sites to save the time and effort associated with the loading and transport of materials from the Staging Areas to the project sites. This includes the Sabre steel lattice towers, the Shelter One prefabricated shelters and the Cummins generators. Refer to the Project Summary List for additional information.
6. Will each site be awarded separately, or is this an all-inclusive bid covering all sites?
The construction of all seven (7) sites will be awarded to a single contractor under a single construction contract.
7. Has all zoning and permitting been completed for all projects?
Land use approvals and Structural building permit acquisition are the responsibility of Marion County and are currently in process. Government-furnished Shelter One prefabricated shelters will be permitted through the Oregon Building Codes Division Prefabricated Structures Program and will arrive bearing the State insignia “Gold Seal” approval. Proposers are to assume that these permits will be provided by Marion County without delay to the Contractor’s construction schedule. The Contractor will be responsible to obtain Electrical and Mechanical (HVAC and Propane Gas Piping) building permits and to pay Electrical and Mechanical building permit fees.
8. Has electrical permits/designs been completed? and if so can you provide UCR.
No, the acquisition of Electrical building permits will be the responsibility of the Contractor.
The government-furnished Shelter One prefabricated shelters will include all electrical components pre-installed, including disconnects for the field-installed HVAC systems, as shown in the Plans and Drawings (SH Sheets) and will be inspected under the Oregon Building Codes Division Prefabricated Structures Program.
9. Is the backhaul/fiber paths going to be included in this project? and if so can you provide UCR.
Data backhaul for the new radio system will consist of a new, tower-mounted microwave communications network. The supply and installation of the data backhaul system is excluded from the scope of this contract and will be provided by Marion County radio vendor.
