About this file

Addendum #3 to an Invitation to Bid (ITB) for Marion County, Oregon, details construction and site improvements for the Marion County Radio Project (PW1707-25). The project involves construction and improvements at various radio communications sites, including work at locations such as House Mountain, Lower Prospect, Crooked Finger, McCully Mountain, and METCOM 911. The addendum provides clarifications and responses to 23 specific questions from potential bidders, covering topics like equipment removal, solar panel installations, generator and shelter specifications, grounding systems, utility coordination, and site operational requirements.

Key technical details include responsibilities for equipment offloading, propane tank relocations, solar panel quantities (36-40 panels per site), generator and shelter installations, and site-specific modifications. The contractor will be responsible for maintaining operational continuity at existing radio sites during construction, coordinating with utility providers, handling potential hazardous materials, and ensuring compliance with R56 standards. Marion County will handle initial propane tank filling and re-stake site corners before construction, while the contractor must manage site-specific challenges such as equipment relocation, temporary support systems, and comprehensive site upgrades.

PROJECT

ISSUED ON 10/8/2025 8:00:00 AM

The following information in this addendum, hereby become part of the Invitation To Bid. It is essential that all prospective Offerors note the content of this Addendum.

A. Question and Answers:

1. Is the County or the Contractor responsible for offloading the owner provided equipment at the County facilities?

If the Contractor does not redirect the delivery of government-furnished equipment directly to individual project sites, Marion County will be responsible for the unloading of equipment delivered by the suppliers at the Staging Areas. The Contractor is responsible for the unloading of government-furnished equipment at the project sites.

2. Should contractors bid to import backfill material for the matt foundations or can native materials be used for backfill?

Refer to geotechnical reports for backfill requirements.

3. Who installs generator and tank level monitoring alarms? Who punches down the alarms? Is there alarming boards/blocks that come with the new shelters?

The new government-furnished prefabricated equipment shelters will arrive with a 2’ x 4’ telco board preinstalled with 4 alarming cable pigtails pre-wired for punch down. The Contractor shall provide and install the monitoring alarms and shall run the control wires to the telco board. Punch down will be the responsibility of Marion County’s radio system vendor under separate contract.

4. For House Mountain and APW should contractors bid for 4 or 6 Solar Panels? Where are the solar panels to be mounted at?

Contractor is to provide photovoltaic panels and support structures as shown in the Plans and Drawings (C Sheets). The quantity of solar panels varies 36 to 40 solar panels per site as shown on the Enlarged Site Plan. The quantity of photovoltaic panels is also stated in the

Project Details table on the Solar PV Array Details drawings (U Sheets) in the data field titled “total modules”.

5. Should contractors bid to complete the intial filling of the propaned tanks?

Marion County is responsible for the initial filling of propane tanks.

6. Will any additional/custom duct work be needed for the clean air intake on the installation of the generators inside of the shelters? Will the shelters or generators come with the internal exhaust piping, hangers, blankets ect or does the contractor need to plan on providing and installing this material.

Refer to Sheets SH-6 and SH-7 for the generator shelter drawings provided by Shelter 1. If the required details are not shown in these drawings, the Contractor shall provide all necessary components to ensure the generator is fully operational. This includes, but is not limited to, all ductwork, exhaust piping, and hangers, installed in accordance with the generator manufacturer's specifications.

7. Is there a foundation design that is ready to be released yet for House Mountain?

As of October 21, 2025, we are still awaiting the House Mountain tower erection drawings, including foundation design, from Sabre Industries. We will post those documents as soon as they are received.

8. For the two new site builds Crooked Finger and McCully Mountain is there work orders setup with the Utilities for power plans yet? If so can the drawings be provided?

If not who will coordinate the new service work with the utility and how should contractors bid this portion of the work without a known service route?

Utility design work for both Crooked Finger and McCully Mountain is currently underway by the respective utility providers. In the meantime, Bidders should base their bid on the installation of a new meter box and a new power route as shown in the current Plans and Drawings, which references the nearest existing transformer.

Final utility designs will be shared with the contractor as they become available. The contractor will be responsible for coordinating directly with the utility provider to ensure proper service connection and compliance with utility requirements.

9. Lower Prospect shows re-routing the meter from the utility pole out at the road to inside the compound. Is there a utility drawing/work order for this? Metcom 911 does not have a power plan. Is the contractor bidding any service/electrical scope for this site?

Lower Prospect – Currently, no work order has been initiated with the electric utility.

Contractor shall coordinate directly with PGE to relocated the meter.

METCOM 911 – Site electrical work at the METCOM 911 site is excluded from this bid.

Marion County will provide new electrical service to this site under a separate contract.

Contractor shall construct the shelter foundation, install the government-furnished prefabricated shelter and HVAC system, install the site grounding system, and perform all other work shown in the Plans and Drawings.

10. Will the County maintain survey marks on the sites until construction begins?

Yes, Marion County will re-stake site corners disturbed prior to the start of construction. It will then be the Contractors responsibility to retain and re-stake damaged or lost stakes during construction.

11. At House Mountain the following equipment calls to be removed.

• (EX) GENERATOR SHELTER & GENERATORS TO BE REMOVED

• (EX) EQUIPMENT SHELTER TO BE REMOVED

• (EX) EQUIPMENT SHELTER (CONTAINER) TO BE REMOVED

• (EX) 60.6' SELF-SUPPORTED TOWER TO REMAIN IN USE DURING WORK

IN PROGRESS; TO BE REMOVED PER MARION COUNTY DIRECTION

If the contractor is removing this equipment is it to be disposed of our should it be returned somewhere? If the contractor is to dispose will there be hazardous materials testing completed by the county or is should contractors bid to complete the testing. If there is hazardous materials found can the abatement be completed by a CO or should contractors include these costs in our bids?

There is also conduits and foundations to be removed and dispsosed of at this site. How far below grade should contractors plan to remove concrete and conduits.

One of the existing House Mountain propane tanks is to be reused by the Contractor at Lower Prospect. Contractor shall delivery a second existing House Mountain propane tank to 17451 Ralph Lane NE, Woodburn, Oregon 97071 for later reuse by Marion County. See the Project Summary List for additional information.

Contractor shall be responsible for disposal of the existing shelters, generators and tower designated for removal. Contractor is responsible for all testing related to the disposal of existing facilities. No hazardous materials are known to exist on or in the existing shelters designated for removal. Any costs associated with the discovery of hazardous materials at the House Mountain site will be reimbursed by Contract Change Order.

Existing concrete foundations will be abandoned in place. This applies only to House Mountain. Existing House Mountain conduit and piping is very shallow and, where removal is indicated, must be removed entirely.

12. Is there a specific Terrafill product that contractors should bid for? If geotech-reports suggest driving ground rods is not possible should contractors bid for the 12"x12"x1/8" ground plates w/ 50lbs of terrafill?

Refer to the grounding plans and details in the Plans and Drawings for specified products or approved equivalents. For sites with rocky terrain, consult the recommendations outlined in the Motorola R56 standard for suitable alternative grounding methods, which may include ground plates.

13. The Legend in the grounding callout for a ground electrode is "TERRADYNE TG- 100L-H36-2T-36-4F-P SERIES ELECTRODE W/ INSPECTION WELL."
