About this file

This document is Addendum 4 to ITB 11551 for the Nehalem Bay State Park Utility and Road Improvement Project issued by the Oregon Parks and Recreation Department (OPRD). The addendum modifies the original Invitation to Bid (ITB) documents, changing the ITB closing date and time to September 26, 2024 at 2:00 PM (PT). The project scope includes sewer system, electrical, pathway lighting, landscaping, entrance road paving, bollards, gate, and fee machine installation work. Prospective bidders have until September 20, 2024 to submit written questions, requests for change, or protests regarding this addendum.

The addendum also clarifies that the Tillamook Public Utility District line extension agreement and policy fee of $140,519.65 will be paid for by the Owner (OPRD), not the contractor. Additionally, the addendum states that panelboards and breakers must be fully rated, with no series rated equipment allowed, and that 100% rated circuit breakers are required where specified on the plan sheets. This change may impact material lead times and costs for bidders.

CLARIFICATIONS AND RESPONSE(S) TO QUESTIONS

The following provides OPRD’s answers to questions received from potential Bidders. The information provided below is for clarification purposes only and does NOT constitute a change to the solicitation documents or requirements.

QUESTION:

Another question I need clarification on; is OPRD paying Tillamook PUD the $140,519.65 fee, or is the contractor?

OPRD RESPONSE: See Section 01062 Permits, Part 1, 1.02, B., 3. for the Tillamook Public Utility District Line Extension Agreement and Policy, which will be paid for by Owner. This list includes all permits to be paid for by Owner.

See paragraph 1.02, C. for Contractor’s permit responsibilities. The Contractor is responsible for any other permits required to complete the Work not listed in paragraph B. above including, but not limited to, Tillamook County Mechanical, Electrical, Plumbing permits which shall be pulled by Contractor/Subcontractor prior to commencement of work.

QUESTION: Specifications are Calling for All Breakers to be 100% Rated, the Standard 80% Rated Breakers are not allowed. This will Drive up Costs, And Extend Lead Times Dramatically. What may not be understood is that a 100 Amp 2 Pole Breaker when specified at 100% Rated, it becomes a 400 Amp Frame Breaker which makes a Single Section Panelboard in the case of “MPP-D1” a Very Large 3 Section Panelboard (See Snip Below MPP-D1 @ 126” Wide) due to the 100% Rated Breaker Requirements. While I understand the Need for a 100% Rated Main Breaker as Heavily Loaded as some of these panels are, is it Possible to talk about Proposing Panels with 100% Rated main Breakers, and 80% Rated Branch Breakers as the 100 Amp Loads appear to just be RV Pedestals anyway?

OPRD RESPONSE: See Addendum 4, Item 1.

QUESTION: LEAD ESTIMATED TIMES: A Standard I-Line Distribution Panelboard could have an Estimated Lead Time of about 36 – 42 weeks to ship after release. However when we add all the 100% rated Breakers AND the NEMA 3R/4X Stainless Steel Enclosures Could Bump out to an Estimated 52-62 weeks to ship after release Or More. (NOTE: ALL Estimated Lead Times are Subject To Change)

OPRD RESPONSE: See Addendum 2, Question 9 response.
