CLARIFICATIONS AND RESPONSE(S) TO QUESTIONS

The following provides OPRD’s answers to questions received from potential Bidders. The information provided below is for clarification purposes only and does NOT constitute a change to the solicitation documents or requirements.

1. QUESTION: What is the payment mechanism if items bid as pipe bursting can’t be pipe burst?

OPRD RESPONSE: OPRD will issue a proposal request to negotiate a change in quantity by Bid Item with Contractor if a construction approach change is required. If approved by OPRD, a Change Order will be executed.

2. QUESTION: Is it acceptable to dispose of material resulting from tree removal on site?

OPRD RESPONSE: As described in the Technical Specifications, Sections 01025 and 02100, Contractor shall remove and dispose of trees and woody material offsite.

3. QUESTION: Is native soil acceptable for backfill of holes resulting from tree removal?

OPRD RESPONSE: Yes.

4. QUESTION: Can excess sand and native soil be disposed of onsite?

OPRD RESPONSE: Yes, soil and sand can be disposed of on site in location approved by Park Manager. Asphalt, concrete and other non-native material shall be disposed of legally offsite.

5. QUESTION: Is there a location where bore mud can be disposed of onsite?

OPRD RESPONSE: Contractor shall dispose of bore mud and drilling fluid off site in a legal manner.

6. QUESTION: Is there pavement depth information for the road?

OPRD RESPONSE: See Attachment F Geotechnical Report.

7. QUESTION: Measurement and Payment Section 01025, Bid Item B19 indicates no payment for the bid item until wire is installed. There could be a long delay between conduit installation and wire pulling.

OPRD RESPONSE: Contractor must demonstrate conductivity prior to payment of this bid item.

8. QUESTION: Are existing pipe sizes known? Are we upsizing the pipes we are bursting or replacing like sizes?

OPRD RESPONSE: Existing and proposed pipe sizes are labelled in the lines on the plans in Attachment B.

9. QUESTION: What if there are long lead issues with stainless steel electrical equipment. Will the stainless steel be value engineered out of the project or will the construction schedule be adjusted?

OPRD RESPONSE: OPRD will work with the Contractor to review options if the issue arises.

10. QUESTION: Questions are due tomorrow?

OPRD RESPONSE: Questions are due 7 Days prior to the Bid Opening Date (see ITB section C.1.2).

11. QUESTION: Do we know what the pipe materials we are bursting are?

OPRD RESPONSE: All pipe in campgrounds is PVC. Fittings may be PVC or metal.

12. QUESTION: Are there any abatement requirements for transite pipe where it is cut or burst?

OPRD RESPONSE: Pipe bursting is not proposed for transite water main. Contractor shall comply with all regulations to manage and legally dispose of any material removed.

https://www.oregon.gov/deq/Hazards-and-Cleanup/Documents/NonfriableACpipe.pdf

OPRD will submit ASN-6 Non-friable Project Notification Form to DEQ prior to project commencement. OPRD will coordinate with Contractor to submit ASN-4 Waste Shipment Report prior to disposal of any removed material.

16. QUESTION: Request for clarification of note 4, on C2.4 if we are pipe bursting, where would a difference in alignment occur?

OPRD RESPONSE: Where directional boring or trenching is used to replace pipe in lieu of pipe bursting, cap and abandon old lines in place.

17. QUESTION: Is the water main connection to the PRV pipe burst or open cut?

OPRD RESPONSE: The proposed approach is noted on the plan C1.0 of Attachment B. A portion can be open trench, and a portion is to be directional bored to avoid tree impacts.

18. QUESTION: Is OPRD handling construction staking or is that on the Contractor?

OPRD RESPONSE: Survey staking is the Contractor’s responsibility.

19. QUESTION: If the kiosks are Contractor furnished, could you pass on contact info for the manufacturer?

OPRD RESPONSE: See Question 14 above. The kiosks are not premanufactured or kits.

20. QUESTION: I have a question regarding the electrical drawings, sheets E2.1, E2.2 and E2.3. I don’t see any conduits drawn going to the new RV pedestals. Have those already been installed or is that a design build on our end? I saw some info written, but nothing drawn.

OPRD RESPONSE: The electrical drawings are schematic. See notes on E1.1. Contractor shall install all conduit and wire needed to provide electrical service to RV pedestals.
