About this file

This is Addendum #2 to a Request for Bid (RFB-DMVAS-2026-06) issued by the New Hampshire Department of Military Affairs and Veterans Services for mechanical, electrical, and plumbing (MEP) upgrades at the Center Strafford Site of the New Hampshire Army National Guard. The addendum modifies the bid submittal requirement, specifying that all bids shall be submitted on the Bid Form rather than Attachment 6: Offer Sheet. The bid closing date and time remains April 29, 2026 at 4:00 PM EST. The project encompasses comprehensive infrastructure improvements including HVAC system replacements, a centralized Building Management System across twelve buildings, site lighting upgrades with motion sensors, circuit breaker installations with phase conversion technology, electric vehicle charging infrastructure with two 50-amp Clipper Creek stations, and a 30-kilowatt rooftop photovoltaic array with battery energy storage. Mandatory bidders' conferences are scheduled for April 15, 2026 and April 21, 2026 at 9:00 AM EST with required site visit sign-in, written questions must be submitted by April 24, 2026 at 3:00 PM, and the contract term extends for six months after Governor and Executive Council approval or until project completion, whichever occurs first.

All pricing must be submitted in U.S. dollars on the designated Bid Form with all costs including delivery incorporated into the firm bid price with no additional charges permitted. The contractor must furnish performance and payment bonds equal to the contract price and maintain comprehensive general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate. A $60,000 allowance is provided for unforeseen conditions and owner-initiated changes, with two deduct alternates permitting exclusion of the rooftop photovoltaic system and battery storage or the electric vehicle charging station infrastructure. Work shall be performed between 7:00 AM and 3:30 PM Monday through Friday unless pre-approved otherwise, with liquidated damages of $200 to $500 per working day for failure to meet completion deadlines and five percent retainage on all partial payments held until final project completion. The solicitation does not contain explicit set-aside designations for disadvantaged or minority-owned businesses. All vendors must register with the New Hampshire Bureau of Purchase and Property and maintain good standing with the NH Secretary of State if applicable. Inquiries regarding the bid should be directed to Quinton Hawkins at Quinton.B.Hawkins@DMAVS.nh.gov.
