About this file
This is Addendum #01 to a Request for Bid (RFB) issued by the New Hampshire Department of Military Affairs and Veterans Services for mechanical, electrical, and plumbing (MEP) upgrades at the Center Strafford Site. The addendum modifies the bid opening date from April 8, 2026 to May 8, 2026, while maintaining the bid closing deadline of April 29, 2026 at 4:00 PM. The project encompasses comprehensive infrastructure improvements including HVAC system replacements, centralized Building Management System installation across twelve buildings, site lighting upgrades, electrical distribution upgrades, electric vehicle charging infrastructure with two 50-amp stations, and a 30-kilowatt rooftop photovoltaic array with battery energy storage. Mandatory bidders' conferences are scheduled for April 15 and April 21, 2026 at 9:00 AM, with site visits required and questions to be submitted by April 24, 2026 at 3:00 PM. The contract term extends for six months after Governor and Executive Council approval or until project completion, whichever occurs first, with work performed between 7:00 AM and 3:30 PM Monday through Friday.
The bid solicitation requires contractors to furnish performance and payment bonds equal to the contract price and maintain comprehensive general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate. All pricing must be submitted in U.S. dollars on the provided Offer Sheet with costs including delivery incorporated into the firm bid price with no additional charges permitted. The contractor must comply with extensive federal requirements including Davis-Bacon wage rates, environmental protection standards based on ISO 14001, debarment verification, American-made material requirements, and nondiscrimination statutes. A $60,000 allowance is included for unforeseen conditions and owner-initiated changes, with two deduct alternates permitting exclusion of the rooftop photovoltaic system and battery storage or the electric vehicle charging infrastructure. Five percent retainage is held on all partial payments until final project completion, and final payment occurs not less than 60 days after project acceptance. All changes noted in this addendum supersede previously submitted documents and must be submitted with the bid.
