About this file
This is Addendum #2 to a request for proposals issued by the Town of Plainfield, Connecticut for a Comprehensive Assessment of Town-owned Buildings (Bid No. 37630). The addendum clarifies requirements regarding existing conditions documentation, site plan documentation, and energy efficiency goals in response to vendor questions submitted following the mandatory pre-bid walkthrough held on July 13, 2026. The Town specifies that floor plans should provide accurate overviews with interior room dimensions to supplement the facility assessment in a reference capacity, rather than comprehensive as-built drawing packages documenting all building systems. Site plans should graphically document and identify observable existing conditions such as pavement cracking, drainage concerns, sidewalks, and ADA accessibility routes at approximate property boundaries established through GIS mapping rather than formal boundary surveys. The addendum includes existing plans for three buildings: Early Childhood Center (651 Norwich Road), Plainfield Police Department (210 Norwich Road), and Recreation/Senior Center (482 Norwich Road), all documented at 9,739.15 square feet.
The Town indicates that energy efficiency recommendations should be based solely on meeting current code requirements rather than exceeding minimum standards for long-term building performance optimization. No specific pricing terms, set-asides, incumbent information, or other contractual modifications are addressed in this addendum. All other terms and conditions of the original bid remain unchanged, with the proposal due date maintained at August 10, 2026 at 2:00 p.m. Inquiries regarding the addendum changes should be directed to Kevin M. Cunningham, First Selectman, at the Town of Plainfield offices located at 8 Community Avenue, Plainfield, Connecticut 06374.

Bid No:37630 Comprehensive Assessment of Town of Plainfield Owned Buildings
July 20, 2026
Please Note: This addendum is to respond to emailed questions and to provide site plans the town has on file.
All other terms and conditions of this bid will remain the same. Please contact us with any questions regarding these changes.
Existing Conditions Documentation: Our understanding is that the proposal includes the preparation of floor plans and a site plan of the buildings and surrounding grounds. To what extent is the existing conditions documentation expected? Is the Town seeking a comprehensive as-built drawing package (e.g., floor plans, reflected ceiling plans, roof plans, and mechanical, plumbing, and electrical plans), or are the floor plans intended solely to support the facility assessment in a graphic or diagrammatic format without documenting all existing building systems?
The floor plans are to supplement the assessment and are there for reference. They do not need to be comprehensive, just an accurate overview (interior dimensions of rooms shown)
Site Plan Documentation: During the walkthrough, it was mentioned that a A-2 boundary survey is not required and that GIS mapping may be utilized to establish approximate property boundaries. With that understanding, is the intent for the site plan to graphically document and identify observable existing conditions (such as pavement cracking, drainage concerns, sidewalks, etc.) with corresponding locations, or is a more detailed level of site documentation anticipated beyond what can be found on GIS mapping?
Like the floor plan, this can be just an overview of site. Graphically document and identify observable existing conditions like pavement cracks, sidewalks, drainage concerns, ADA accessibility/ accessible routes. Playgrounds can be added to the site plan but are not included in the assessment.
Included in this Addendum are existing plans for some of the buildings.
Energy EƯiciency Goals: Does the Town have any specific energy performance or sustainability objectives for this assessment? Should recommendations be based on meeting current code requirements, or is the Town interested in evaluating opportunities that exceed minimum code standards to improve long-term energy eƯiciency and building performance?
The town is just looking to meet current code requirements.
