About this file

This Addendum 1 to RFB DMAVS 2026-01 is issued by the New Hampshire Department of Military Affairs and Veterans Services for the NHARNG Center Strafford Building 12 Interior Renovation project. The project involves the renovation of approximately 4,800 square feet within Building 12 at the NH Army National Guard Training Site in Center Strafford, including construction of a mechanical room, installation of an interior vestibule, implementation of a heating and cooling system, and addition of turf flooring for military fitness testing and training. The addendum was posted on June 25, 2025, by 3:00 PM EST, with a bid submission deadline of July 25, 2025, at 12:00 PM EST. A mandatory site visit was scheduled for July 2, 2025, at 0900 hours. The original contract completion date of November 28, 2025, has been clarified and may be extended to December 28, 2025, at the latest. The addendum addresses vendor inquiries regarding project scope, including clarifications that there is no video surveillance or access control component to the bid and that existing water heater installation is for future bathrooms not included in the current scope. Demolition of the slab for plumbing work is the responsibility of the general contractor or demolition subcontractor to coordinate during bidding.

The addendum confirms that no additional plans for telecommunications, data systems, or camera installations are required beyond what is specified in the bid documents. All vendors are advised that any subsequent changes or pertinent information will be posted to the website as additional addenda on or before July 18, 2025, by 3:00 PM. Bidders must ensure submission by the stated deadline, as any bids received after 12:00 PM EST on July 25, 2025, will not be opened or considered. The procurement requires bidders to be registered to conduct business in New Hampshire, maintain comprehensive general liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate, and provide workers' compensation coverage. The contract includes a $25,000 allowance for unforeseen conditions or owner-initiated changes, with payment processed via ACH within 30 days of invoice receipt and service acceptance, subject to a five percent retainage until project completion.

ADDENDUM 1

Vendor Inquiries and Department Responses

Inquiry 1: In the solicitation on page 5, it mentions the contract term is through November 28. That is the same date as when this job was released the first time for bidding in February. All of the other dates have been updated, except that one. Was that an oversight, or will the project still need to be completed by November 28?

Response 1: The completion date can be pushed out to 12/28/25 at the latest.

Inquiry 2: Is there additional plans or information for the Tel/Data plans for the bid. I see access control/ cameras and tel/data on the electrical legend but I cannot find floor plans.

Response 2: No. There are no plans for phones or cameras. The electrical legend is a blanket statement that is used on all specs.

Inquiry 3: I see the due date is 7/25/25, is that still the case?

Response 3: The final due date for formal bid submission is Friday, 07/25/25 by 12:00 PM. Any bids received after that time will not be opened/considered.

Inquiry 4: Is there a security system component to the bid that includes video surveillance and/or access control?

Response 4: No, there is no video or access control component to this bid.

Inquiry 5: If there is a security system component, is it hard specified for a specific manufacturer? Or is it open to all manufacturers?

Response 5: See above.

Inquiry 6: Has there been any recent changes, or pertinent information I should know before moving forward?

Response 6: All information is available in the bid documents. If there are any changes, they will be posted to the website as an addendum on or before 7/18/25 by 3:00pm.

Inquiry 7: The current water heater that isn't completed, what is that going to feed? Looks like from the drawings that no bathrooms or sinks are going to be installed.

Response 7: The existing water heater to remain is for future bathrooms which is not part of the current scope of work.

Inquiry 8: Is the demo of the floor to be completed in the plumbing scope of work?

Response 8: Demolition of the slab for plumbing would typically fall to the general contractor or demolition subcontractor but that is up to the bidder to work out.
