About this file
This is Addendum 1 to the Request for Proposal issued by Brevard County Purchasing Services in Viera, Florida, for Vehicle Fleet Maintenance and Repair Services (RFP-8-26-02). The addendum provides clarifications to prospective bidders regarding three key questions submitted during the procurement process. The county clarified that while it encourages alternative solutions, maintenance work must be performed onsite except for original equipment manufacturer warranty work or major repairs such as engine replacements. The original contract expires on October 31, 2025, with no plans for extension prior to the new contract's commencement on November 1, 2025. The county established the intended service life requirements for its vehicle fleet: large transit buses have a 12-year service life or 500,000 miles, medium paratransit buses have a 5-year service life or 250,000 miles, and light-duty support vehicles have a 3-year service life or 150,000 miles. The proposal opening date and time remain unchanged at Wednesday, August 27, 2025, at 10:00 am, with all other terms and conditions of the original RFP remaining in effect.
Bidders must acknowledge receipt of Addendum 1 in the space provided on the Price Sheet. No changes to pricing terms, set-asides, or funding requirements were introduced in this addendum. The current service provider is TransDev, which will transition out upon contract expiration. Bidders should refer to the original RFP documents for complete information regarding the fleet composition (83 buses and 20 vans/trucks), insurance requirements ($1,000,000 minimum auto liability and $100,000,000 general liability), federal compliance obligations including E-Verify and Buy America requirements, and the detailed pricing structure outlined in the cost form.

Addendum 1
TO ALL PROSPECTIVE BIDDERS
This is an Addendum to and shall be considered as part of the original proposal package for the above-mentioned bid. Please acknowledge receipt of Addendum 1 in the space provided on the Price Sheet.
CLARIFICATION TO QUESTIONS ASKED RECEIVED:
1. Question: In the RFP, you’ve encouraged alternative options and solutions. We maintain a network of national, OEM, and local repair facilities to provide maintenance and repair for all your transit vehicles. Would you consider such a solution where the work is performed off-site?
Response: We prefer to have maintenance done onsite, except for going to the OEM for warranty work or major repairs such as engine replacements.
2. Question: Current intended contractual start date and any plans to extend the current contract to allow for a proper start-up date?
Response: The current contract will expire on 10/31/2025, and there are no plans to extend it.
3. Question: What is the intended contractual Life Cycle of the vehicles?
Response: The service life of large transit buses is 12 years or 500,000 miles, medium paratransit buses are 5 years or 250,000 miles, and light-duty support vehicles are 3 years or 150,000 miles.
Please note that the proposal opening date and time remain Wednesday, August 27, 2025 @ 10:00 am.
All other terms and conditions remain unchanged.
Sincerely, Mary Bowers Purchasing Manager
