About this file

The provided document is a set of attachments containing definitions, references, and an equipment inventory for a Combustion Turbine Generator (CTG) system. The key details include:

The CTG is a gas turbine engine that drives an electrical generator. The attachments define maintenance activities such as Planned Maintenance Visits, Unscheduled Maintenance, Generator Inspections, and Condition Assessment Visits. They also reference relevant standards and codes, and provide a detailed equipment description and inventory for the specific CTG model.

This document appears to be supporting materials for a federal contract opportunity, identified as "UEM B3163, CTG Solar Turbine (deleted HRSG Boiler, and Gas Booster) Reoccurring Maintenance". This is a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract solicitation issued by the Department of the Navy Naval Facilities Engineering Command. The contract will be a small business set-aside, with proposals due by June 24, 2024.

DEFINITIONS AND ACRONYMS

Combustion Turbine Generator

A gas turbine is a combustion engine at the heart of a power plant that can convert natural gas or other liquid fuels to mechanical energy. This energy then drives a generator that produces the electrical energy that moves along power lines to homes and businesses.

Exchange Engine Program

When a major turbomachinery overhaul is necessary an exchange engine is provided as part of the overhaul service.

Planned Maintenance Visits

OEM planned equipment maintenance. Maintenance coverage consists of on Level A and one Level B inspection to be scheduled and performed on each unit at 4,000 (Level A) and 8,000 (Level B) operating hours.

Unscheduled Maintenance / Field Service Call Outs

An extensive local field service network and remote troubleshooting technology that is available to respond quickly to the service needs.

Service Manager A designated service manager to act as a liaison between the Government and the Contractor. The service manager provides the Government with a technical focal point for remote trouble-shooting, technical support, and maintenance planning and execution.

Package Parts Repair or Replacement

OEM Certified Parts to replace defective or warn parts.

Maintenance Consumables and Tooling

The required resources are at the site before the maintenance intervention starts. The provision of consumable parts and special maintenance tooling is included.

Generator Inspections, Repair and Maintenance

Generator inspections, planned maintenance, and listed repairs for the generator and gearbox.

Semi-Annual Operation and Maintenance Reports

Operation and maintenance reports to describing the health of the turbomachinery package, activities completed at the site, maintenance performed, parts replaced, and turbine performance.

Condition Assessment Visit (CAV) and Equipment Condition Report

At least one or more on-site Condition Assessment Visit and report during the term of the agreement. The CAV report will provide the Government with a description of the turbomachinery’s condition and provide detailed recommendations to address equipment and operation enhancements that could improve equipment reliability.

Repair Repair is the restoration of facilities or equipment to such a condition that it may be effectively utilized for its designated purposes by overhaul, reconstruction, or replacement of constituent parts or materials which have deteriorated by action of the elements or usage, and which have not been corrected through maintenance. This term also applies to replacement of the entire unit or system if beyond economical repair. The intent of repair is to have the equipment at normal working condition.

DEFINITIONS AND ACRONYMS

Replacement Replacement, as a distinct work element, is confined to a program of planned replacement of a facility or its components. It may be further limited to major components such as air conditioning compressors, furnaces or hot water heaters.

Replacement is performed when the equipment has reached the end of its useful life;

when it no longer can perform due to degradation of its internal components and repair is no longer cost effective. Included under the replacement would be the major rebuilding of any component, since rebuilding also restores performance.
