ACQR 5862208 – Solicitation Amendment 1

RFI Questions and Answers

1. The RFP states the bid is to be mailed or hand delivered. Would you consider allowing electronic submission (e-mail)? We typically deliver most NAVFAC MIDLANT proposals by email.

Answer: Submission by email on the due date will be accepted due to the pandemic. A hardcopy of the proposal should follow in the mail or hand delivered.

2. Are direct connect anodes required or can a remote anode system work as well (ie. Sleds)?

Answer: We will be going with direct connect anodes unless the contractor can show system that is 20 years old for a remote system that is still warrantied and a significate cost savings.

3. Please provide a total count of piles and length of bulkhead to be protected. The drawings are not clear enough to obtain an accurate count. Please also provide a total length of piles

(including how much mud line).

Answer: Piles and sheet piles are shown on drawing Sht 571- 085 that came with the package.

4. What type of mud/sand is expected?

Answer: See attached Drawing for Soil Boring Log

5. Do you have water resistivity readings over the last year?

Answer: No, we do not have any water Resistivity Readings. This will be part of the DB process

6. Are there any other pipelines or steel that would interfere, or would be interfered with by the CP system?

Answer: Yes, Maybe. As spoken to the REPS on the pier the Nautilus Submarine will have its own CP system that the A/E designing this system will have to take into account with their design.

There are also ventilation pipes that hang from the bottom of the pier that does go under water at high tide that the A/E will need to account for with their design.

7. Will we be able to use the pier for staging and/or as a work platform? Or does the Navy require us to work from a barge? If from the pier, can you provide us with its rating?

Answer: Lay down and delivery area will be at the back of the parking lot secured by contractor’s fence. Contractor will be able to store small amount material enough for the day’s work. Pier will remain open to museum guests so additional fencing on the pier will be need to keep guest out and safe from construction. Assume Contractor will be working from barges also. Contractor will need to work with museum as to construction schedule. Load Limit on the pier is 400PSF and can support a 20-ton crane.

8. Do you have information related to tidal surge, current, water depth, and icing issues?

Answer: See the following environmental data below: See attached Hydrographic Survey for water depths in this area.

GENERAL ENVIRONMENTAL CONDITION Station 8461490, New London, Thames River, CT. Elevations on NAVD88 in feet:

Mean Higher High Water (MHHW) = 1.21

Mean Lower Low Water (MLLW) = -1.84

Water Level Max (ref. MHHW) = 7.53 Ft. Sep 21, 1938

Water Level Min (ref. MLLW) = -4.00 Ft. Feb 02, 1976

WAVE LOAD - Significant Wave Height Hs, Maximum Wave Height H1, corresponding wave periods and wave directions which shall be determined by the Contractor for the project site.

Anodes shall be design in “good” wave conditions as defined in table 2.5 of ASCE “Planning and Design Guidelines for Small Craft Harbors”.

CURRENT LOAD - to be determined by the Contractor for the project site.

Current Loads shall be calculated on the basis of maximum currents, flood flows, tidal flows and/or other site-specific moving water loadings.

WIND LOAD - to be determined by the Contractor for the project site.

Base wind design on Exposure D and basic wind speed of 135 mph.

SNOW AND ICE LOAD

30 psf ground snow load. Ice thickness = 4 inches. Ice load to be determined by the Contractor per AASHTO guidance.

FLOATING DEBRIS

Drag load produced by a debris mat of 3 ft thick.

IMPORTANCE FACTORS

The structure classification for determining Importance Factors for seismic, snow, and wind design must be for Occupancy Category II in accordance with Table 2-2 of UFC 3-301-01.

BERTHING LOAD - to be determined by the Contractor for operating pier in “good” wave conditions defined in table 2.5 of ASCE “Planning and Design Guidelines for Small Craft Harbors”. Approach velocity of the design vessel shall be 1 ft/sec minimum.

LIVE LOAD ON PIER: Uniform Load (ULL) - 25 psf for pier with restricted access or a concentrated Live Point Load (LPL) applied at any point on the pier not closer than 12” from any edge (LPL) - 400 lbs

SEISMIC LOAD CRITERIA:

Risk Classification - High

Seismic Performance Level - Level 2

Probability of Exceedance - 10% In 50 Years

Return Period - 475 Years

Site Classification - F

Response Modification Factor (R) = 3
