About this file
This is an Access Requirements document prepared for the County of Tehama, California's Asset Protection Project, which involves flood protection improvements across multiple County-owned facilities in Solano County. The document is a construction phasing plan that identifies critical vehicle and pedestrian access points across the project sites located at Union Avenue, Clay Street, Delaware Street, and Texas Street. The plan designates three categories of vehicle access points: Critical Emergency Vehicle Access Points (Category A) requiring 24/7 access with immediate mitigation for any disruptions; Important Operational Vehicle Access Points (Category B) requiring minimum two-week notice prior to disruption; and Major Traffic Access Ways (Category C) requiring minimum three-week notice with traffic control plans and encroachment permits. Pedestrian access is similarly categorized into three levels: Major public and staff entry points requiring three-week notice and accessible alternate pedestrian access plans; Secure staff entry points requiring two-week notice with possible alternate access plans; and possible egress points requiring two-week notice and fire marshal-approved exit plans.
The document maps specific access points across multiple critical facilities including the Justice Center (North Wing and South Wing), Solano Justice Center, Solano County Emergency Services, Solano Detention Facility, Sheriff Professional Standards office, Communications center, Cogeneration Plant, and related support facilities. The phasing plan identifies Sally Port entrances, loading bays, staff entrances, court entries, maintenance access points, and vehicle parking areas for sheriff response and court operations. Contractors must coordinate construction activities to maintain operational continuity at these essential County facilities while implementing the electrical work and broader asset protection measures, with all access coordination requirements subject to the notice periods and mitigation strategies outlined in the phased construction schedule.
