About this file
This file is an Access Requirements plan for a Solano County asset protection project involving multiple County facilities and infrastructure. The document provides a detailed site map and phasing plan for construction activities across properties located at 500, 530, 550, and 600 Union Avenue; 500, 510, 512, 520, and 530 Clay Street; 501 and 509 Delaware Street; 501 Texas Street; and adjacent driveways and parking areas. The plan designates three categories of vehicle access points and three categories of pedestrian access points, each with specific notification requirements and mitigation protocols. Critical Emergency Vehicle Access Points (Category A) must remain open 24 hours a day, 7 days a week with immediate mitigation required for any disruptions. Important Operational Vehicle Access Points (Category B) require a minimum 2-week notice prior to access disruption, while Major Traffic Access Ways (Category C) require a minimum 3-week notice along with a traffic control plan and encroachment permits. Pedestrian access is similarly categorized, with major public and staff entry points (Category 1) requiring 3-week notice and an Accessible Alternate Pedestrian Access Plan, secure staff entry points (Category 2) requiring 2-week notice, and possible egress points (Category 3) requiring 2-week notice with potential fire marshal approval.
The document includes specific facility designations such as the Hall of Justice North and South Wings, Solano Justice Center, Solano County Emergency Services, Solano Detention Facility, Sheriff Professional Standards office, Communications center, Cogeneration Plant, Emergency Services Vehicle Storage, and the Solano Coroner's Office. The plan identifies multiple loading bays, sally port entrances, parking areas designated for judges and sheriff response vehicles, and maintenance access points throughout the campus. Construction phasing must account for ongoing operational requirements of these critical County facilities, with contractors obligated to maintain access for emergency vehicles, secure operations, and regular staffing needs throughout the project duration.
