(4) Work Breakdown Structure/Integrated Master Schedule – Provide a detailed schedule of events and briefly describe each activity with its inputs and outputs and the interrelationships and interdependencies among the activities.

(5) Level of Effort – Provide a breakdown of hours that covers the completion of the tasks in the Section C

SOW for each proposed labor category.

a. Subject: INTEGRATED RANGE STATUS SYSTEM (IRSS)

b. Background: NAWC 4.11.7 is tasked as the In Service Engineering Activity (ISEA) for the IRSS system.

The IRSS is currently fielded at multiple sites and requires a technology refresh to replace obsolescent components and incorporate additional Sponsor requirements. Support will include System Certification;

Provisioning; Systems Engineering; Upgrade and Development Support; Test and Evaluation; Hardware and Software Support; Production Support; Repair and Retrofit; and Program Support.

c. Requirements: The Area Control Systems Division is required to perform an IRSS obsolescence study to identify at risk components and their prospective replacement assets. The offeror’s proposed approach shall include the elements outlined in 1.1.1 as well as incorporate into the response:

1. Description of typical processes to perform an obsolescence study as it applies to IRSS;

2. Detailed description of the IRSS and all system interfaces;

3. Process description for the implementation and maintenance of cost and schedule controls; and

4. Discussion of issues that could arise upon study execution, and how those issues would be addressed.

1.1.1.4 FACTS Sample Task

a. Subject: Fleet Area Control Tracking Systems (FACTS)

b. Background: NAWC 4.11.7.3 is tasked as the In Service Engineering Activity (ISEA) for the FACTS system. The FACTS is currently fielded at multiple sites and requires periodic refresh to ensure compliance with Information Assurance (IA) requirements. Support will include System Certification; Provisioning;

Systems Engineering; Upgrade and Development Support; Test and Evaluation; Software; Repair and

Retrofit; and Program Support.

c. Requirements: The Area Control Systems Division is required to develop and install the next FACTS software upgrade to mitigate current IA risks. The offeror’s proposed approach shall include the elements outlined in 1.1.1 as well as incorporate into the response:

2.0 VOLUME 2: PAST PERFORMANCE

2.1 General

Sources of past performance evaluation information include information provided by the Offeror in response to the solicitation, information obtained from questionnaires, and any other sources available to the Government, to include, but not limited to:: the Past Performance Information Retrieval System (PPIRS), Federal Awardee

Performance and Integrity Information Systems, Electronic Subcontract Reporting System (eSRS), or other databases; the Defense Contract Management Agency (DCMA); and interviews with Program Managers, Contracting Officers, and Fee Determining Officials.

The Offeror(s) shall complete the Past Performance Information Form, Attachment P1, for each past performance reference performed within five years of the solicitation release date. The Offeror shall submit no more than five

Past Performance Information Forms as the Prime Contractor, no more than two forms for each principal subcontractor, and no more than two forms for each JV team member. The Offeror(s) shall submit written consent from its principal subcontractor(s) and JV team member(s) that will allow the Government to coordinate any past performance issues directly with the Offeror. If the Offeror(s) does not submit the written consent, the Government will address any past performance issues directly with the principal subcontractor or JV Team member and the

Offeror(s) will forfeit the opportunity to participate in any related discussions. Consequently, for any principal subcontractor and JV team member that does not provide the written consent, the Offeror(s) shall provide the name, address, phone number, and email address with whom the Government may address any past performance issues.

The Offeror(s) shall provide a narrative on each Past Performance Information form in the “Contract Effort

Description” area that clearly describes how each contract reference has relevant work effort that matches the relevancy definitions specified in Section M of the solicitation.

The primary source of past performance information will be PPIRS. If a Contractor Performance Assessment

Report (CPAR) exists for multiple years for the same contract or order, all periods of performance within the recency period specified above, for that contract or order, will be used for evaluation. In the event a CPAR does not exist for a past performance reference, the Offeror shall submit a Contractor Performance Assessment Questionnaire

(CPAQ), Attachment P2, to the Assessing Official/Contracting Officer’s Representative (COR). The Offeror shall include instructions for the Assessing Official/COR to send completed questionnaires by proposal response date via e-mail to Maria Mattei-Chaney, Contract Specialist., maria.mattei-chaney@navy.mil, thereby allowing the customer approximately two weeks to complete their response. All CPAQs should be received by the Government concurrently with the Offeror’s proposal submission.
