Replace Components of Public Water System at Hole in the Wall

Offerors are required to submit an offer that conforms to the Solicitation with pricing for Contract Price Schedule’s Base Line Items - failure to do so may render the offer non-responsive. On lump-sum price items, provide total cost only; on unit price items, provide the unit price and the extended amount of total price for the item. If no price item exists for a portion of the work, include the costs in a related price item. In case of error in extension of prices, unit price governs. In case of error in summation, the total of the corrected price item amount governs. Round totals and extend prices to whole dollars. Pricing will be evaluated based on what is determined to be the best value to the Government.

MOJA – Hole in the Wall well and water system

STATEMENT OF WORK (SOW)

35. BACKGROUND

Mojave National Preserve is located in Eastern San Bernardino County 2 hours east of Barstow, CA. The work site is 30 miles north of Essex, CA on Black Canyon Road at the Hole in the Wall Interagency Fire Center.

2. OBJECTIVES:

This project his project will replace a leaking pipeline, gate valves, stand pipes, Pressure Reducing Valves (PRV), Air Release Valves (ARV), and flow meters, and remove unnecessary hydrants, ARV valves, and stand pipes that are non-functional.

3. PLACE OF PERFORMANCE:

Well 8K1, Section 8, Township 11 N, Range 15 E, San Bernardino County, CA

Permitted Work Hours: Monday through Friday, 7:00am – 5:00pm

4. PERIOD OF PERFORMANCE:

All tasks and deliverables for this contract must be completed within 120 days after Notice to proceed. Days listed herein refer to calendar days.

5. SCOPE:

Approximately 3600 linear feet of potable water pipe will be replaced along with gate valves, standpipes, Pressure Reducing Valves (PRV), Air Release Valves (ARV), and water flow meters. Unnecessary hydrants, ARV valves, and standpipes that are non-functional will be removed. Valve boxes will be reset to grade and enclosed in concrete aprons. Some portions of the water distribution pipe have never been replaced or have had so many repairs they are a nuisance to the park and need replacement. Many of the valves are legacy from a water system upgrade in 2003. Many valves have become below grade over time as the grade shifted over the years from erosion. Several flow meters do not work and make it difficult to identify unusual usage patterns that indicate leaks in the system. Many of the components such as blow off valves and air release valves have not functioned in years and are now a liability to the system.

The original design had an overabundance of yard hydrants very close together and created a large amount of maintenance to keep them operating. This project will reduce the number to a minimum level that will achieve the desired visitor experience. As a Contract Option, exercised at the discretion of the government per the Solicitation, is the installation of approximately 5,000 linear feet of potable water pipe to replace the legacy water line connecting the production water well (existing Well 8K1 & new Well 8K2) to the chlorination building and the existing 30,000 gallon water storage tank’s inlet line.

6. TASKS:

Under this contract, the contractor shall complete the following tasks and requirements given below. (Note: The letter-number designations given are in reference to locations that are shown on the included figures 1, 2, & 3 and in Table 1.)

A. Install approximately 3,600 feet of 2-inch DR 9 IPS HDPE potable water pipe tying into existing at the Fire Center to hydrants at the group and equestrian sites (Figure 1 and Table 1).

1. The top of pipe must be at least 30-inches below ground surface (within roadway) and backfilled with appropriate backfill material (see materials specifications).

2. Install new combination air valve at the location of A-V_58 on new water line.

3. Remove existing failed air vacuum release valve A-V_58, cap, and abandon in place existing pipe with plug.

4. Replace hydrant H_61.

5. Install new curb stop and can at H_68.

6. Install new daylight drain at PDD_63.

7. Remove existing water meter M_37 and install a new ¾-inch water meter with integral pressure reducing valve at the tie-in of the (N) 2-inch HDPE DR 9 IPS water line to the existing water line in the road just to the north of the Fire Center.

B. Visitor Center

1. Replace gate valve (supply to Visitor Center V_17), supply to Fire Center (V_18), and daylight drain (V_19).

2. Replace gate valve V_46 and Air Release Valve ARV_43.

3. Remove blow-off hydrant at H_55 and cap stem.

4. Replace hydrant H_36 with new frost free hydrant.

5. Replace the existing ¾-inch water meter M_44 (picnic area) with a new ¾-inch water meter with integral pressure reducing valve.

6. Replace the existing ¾-inch water meter M_45 (visitor center) with a new ¾-inch water meter with integral pressure reducing valve.

C. Fire Center

1. Replace hydrant H_57 and valve V_39 with new frost free hydrant and 2-inch gate valve.

2. Replace valve V_19, along with V_17 and V_18 with new 2-inch gate valves.

3. Remove blow off hydrant H_60 and cap stem.

4. Replace the existing ¾-inch water meter M_38 with a new ¾-inch water meter with integral pressure reducing valve.

D. Campground (Figure 3 and Table 1)

1. Remove valve D_51 and legacy valve can.

2. Replace existing ¾-inch water meter M_49 with a new ¾-inch water meter with integral pressure reducing valve.

3. Replace existing ¾-inch water meter M_41 with a new ¾-inch water meter.

4. Remove and cap hydrants H_9, H_10, H_11, H_30 and H_34.

5. Replace all other campground hydrants (H_4, H_12, H_14, H_16, H_28, H_29, H_31, H_32, and H_34) with new frost free hydrants.

6. Protect meter M_41, valve V_1, and ARV_40 with a concrete collar with integral curb on the uphill side to deflect runoff. To further protect these, Install 3 bollards for visibility and to prevent accidental damage from vehicles.

E. 30,000 Gallon Storage Tank Valving, Water Meters, & Bollards

1. Replace tank valves in tank valve vault:

a. Two (2) 6-inch gate valves,

b. Two (2) 2-inch ball valves,

c. and two (2) 1-inch ball valves.

d. Remove existing valves and salvage for NPS.

2. Inside of tank valve vault, remove the existing DI 6-inch equalization valve along with the associated 6-inch gate valve (NPS will retain this valve) and then cap the remaining associated 6-inch DI pipe with a blind flange.

3. At ground surface, demarcate tank and tank valve vault perimeter with concrete bollards (count: 30 bollards) at a spacing of five (5) to five and a half (5.5) feet intervals to prevent vehicle encroachment onto the ground surface above the tank and tank valve vault.

F. Rocking L Ranch House

1. Remove and cap blow off hydrants H_76 and H_78.

2. Replace gate valves of ARV_75 and ARV_77 with new 2-inch gate valves.

G. Valves (Table 1)

1. Replace existing valves with new 2-inch gate valves (V_2, V_3, V_7, V_8, V_17, V_18, V_19, V_22, V_39, V_50, V_51 & V_52).

H. Concrete Collars

1. Concrete collar dimensions 18-inches by 18-inches by 6-inches thick for a single can and 18-inches by 36-inches by 6-inches thick for side by side cans.

2. For all below ground new water meters, install concrete collar to protect meter can with curb formed to prevent filling with sediment.

3. Set new valve cans at grade and install protective concrete collars.

4. For existing valve cans not to be replaced, re-set valve can top at grade and install protective concrete collars.

5. For new hydrants, combination air valves, pressure relief valves, install protective concrete collars.

I. Curb Stop

1. Provide curb stops as needed for the installation of frost free hydrants, combination air valves, pressure reducing valves, water meters, and other appurtenances.

7. DELIVERABLES:

A. Provide product submittals and design of all parts and new equipment to be installed for

NPS review and approval.

B. Any work done or orders for materials or services placed before approval shall be at the

Contractor’s own risk.

C. Provide a one-year warranty for all parts and labor to replace any work that leaks or fails.

Provide safety plan.

D. Provide for quality control plan including inspections of repair work, quality of materials, compaction testing.

E. Provide pressure test data demonstrating that all installed components hold pressure and do not leak.

F. As-built record information (annotated photographs, annotated Google Earth imagery, detailed sketches, swing-tie tables, latitude & longitude coordinates from survey-grade GPS equipment, etc.) submittals that detail the locations and configurations of the water system components installed.

G. O&M Binder submittal organized with tabs and containing the record information (manufacturer’s cutsheets, O&M requirements, warrantees, etc.) that detail the materials, manufacturers, models, and related data/information needed to carry out the operation and maintenance requirements of the water system components installed.

8. GOVERNMENT-FURNISHED PROPERTY, MATERIAL, EQUIPMENT, OR INFORMATION

(GFP, GFM, GFE, OR GFI):

N/A

9. SAFETY:

This contractor is to follow at a minimum all OHSA rules and procedures. A required safety plan must be submitted and approved before any work is to begin. This plan shall identify any hazards related to the work and provide measures to follow to mitigate risk.

10. SECURITY:

Work sites will be secure at the end of the day. Open pits will not be allowed overnight. The contractor will be responsible for the hazmat clean-up of any equipment fluid leaks or spills.

11. TRAVEL:

Contractor shall be responsible for all travel related expenses for this project, including mobilization of equipment, tools, materials, manpower, lodging, meals, and per diem.

12. MATERIAL REQUIREMENTS:

A. All potable water system components must be NSF 61 Certified.

B. All material items listed require submittal to the Contracting Officer for approval prior to procurement.

C. 2-inch HDPE Pipe (DR 9 IPS) – This item includes furnishing all materials, equipment, and labor for installation of a 2-inch waterline as specified. The work includes, but is not limited to clearing, grubbing, excavation, dewatering, bedding, backfill, compaction, piping, fittings, thrust restraint, pressure testing, disinfection & water quality testing, pipe identification, tracer wire, and all other work necessary to complete the installation.

D. 2-inch Gate Valves with Valve Can – This item includes furnishing all materials, equipment, and labor for installation of gate valves as specified. The work includes, but is not limited to excavation, backfill, compaction, valve, valve can, concrete collar, and all other work necessary to complete the installation.

E. 6-inch Gate Valves – This item includes furnishing all materials, equipment, and labor for installation of gate valves as specified. The work includes, but is not limited to working within the tank’s valve vault, disassembly and re-assembly with required reconfigurations of existing piping & appurtenances along with new valves and appurtenances, and all other work

F. 2-inch Ball Valves – This item includes furnishing all materials, equipment, and labor for installation of ball valves as specified. The work includes, but is not limited to working within the tank’s valve vault, disassembly and re-assembly with required reconfigurations of existing

G. 1-inch Ball Valves – This item includes furnishing all materials, equipment, and labor for installation of ball valves as specified. The work includes, but is not limited to working within the tank’s valve vault, disassembly and re-assembly with required reconfigurations of existing

H. Combination Air Valve with Utility Box – This item includes furnishing all materials, equipment, and labor for installation of combination air valves as specified. The work includes, but is not limited to excavation, backfill, compaction, combination air valve, utility box, and all other work necessary to complete the installation. Valv-Matic 1-inch 201C or approved equal.

I. ¾ -inch Frost Proof Yard Hydrants – This item includes furnishing all materials, equipment, and labor for installation of yard hydrants as specified. The work includes, but is not limited to excavation, backfill, compaction, service connection, service pipe, bedding, curb stop with service box, nonfreezing yard hydrant, gravel, filter fabric, timber, concrete collar, testing, disinfection, and all other work necessary to complete the installation.

J. 1-inch Pressure Reducing Valve with Utility Box – This item includes furnishing all materials, equipment, and labor for installation of pressure reducing valves as specified. The work includes, but is not limited to excavation, backfill, compaction, pressure reducing valve, check valve, utility box, and all other work necessary to complete the installation. Watts LFU5B or approved equal.

K. Curb Stop - This item includes furnishing all materials, equipment, and labor for installation of curb stops where needed. The work includes, but is not limited to excavation, backfill, compaction, curb stop, utility box, and all other work necessary to complete the installation.

L. Water Meters – Multiple sizes of water meters are called for under this project. Below are listed the salient criteria for each required meter size. The overarching salient criteria for the water meters is that all the water meters to be installed under this project must be from one manufacturer to streamline O&M support.

1. Water meter for inlet line (2-inch) to the 30,000 gallon storage tank: This item includes furnishing all materials, equipment, and labor for installation of the water meter as specified. The work includes, but is not limited to working within the tank’s valve vault, disassembly and re-assembly with required reconfigurations of existing piping & appurtenances along with new valves and appurtenances, and all other work necessary to complete the installation. The work includes, but is not limited to working within the tank’s valve vault, disassembly and re-assembly with required reconfigurations of existing piping & appurtenances along with new valves and appurtenances, and all other work necessary to complete the installation. Badger M5000, 1/2-inch diameter with stainless steel electrodes, battery powered remote mounted amplifier, and factory calibrated; or approved equal.

2. Water meter for outlet line (6-inch) from the 30,000 gallon storage tank: This item includes furnishing all materials, equipment, and labor for installation of the water meter as specified. The work includes, but is not limited to working within the tank’s valve vault, disassembly and re-assembly with required reconfigurations of existing piping & appurtenances along with new valves and appurtenances, and all other work necessary to complete the installation. Badger M5000, 2.5-inch diameter with stainless steel electrodes, battery powered remote mounted amplifier, and factory calibrated; or approved equal.

3. Water meters for campground area, visitor center, equestrian/group sites, and Fire Center. The work includes, but is not limited to excavation, backfill, compaction, integral pressure reducing valve (if required), curb stop, utility box, and all other work necessary to complete the installation. Badger Recordall ¾-inch lead-free bronze alloy water meter; or approved equal.

M. Vehicle Protection Bollards - This item includes furnishing all materials, equipment, and labor for installation of vehicle protection bollards. The work includes, but is not limited to excavation, backfill, compaction, 6-inch Schedule 40 galvanized steel pipe, concrete (3,000 PSI @ 28 days), and all other work necessary to complete the installation. Bollards must have a minimum of 42 inches above the ground surface and an embedment depth of 36 inches into the ground. The 6-inch schedule 40 galvanized steel pipe must be centered in a 12-inch diameter concrete anchor having a depth of 40 inches below the ground surface.

The steel bollard must have 3 inches of concrete cover around and below the section embedded in the concrete anchor. The inside annular volume of the 42-inch section of the steel bollard above the ground must be filled with concrete and domed at the top ½ inch above the steel pipe to prevent standing water. The exterior of the section of the steel bollard extending above the ground surface must be painted with AASHTO approved safety white reflective paint for exterior metal surfaces.

N. Native soil free of rocks, organic material, and debris may be used for backfill. Place backfill materials in horizontal layers not exceeding 8 inches in loose depth. Compact each layer, at optimum moisture content to a density equal to surrounding ground. Above and below the pipe a minimum of 6-inches must be Sieve Size Percent Passing, 1/2-inch 100%, No. 4 50- 80%, No. 40 10- 25%. Note: If the native soil meets these sieve size requirements, then bedding under the water line is not required.

O. Trenching Guidelines: Excavate the trench to the approximate level of the top of the utility line to be installed, using adequate trench width and side slopes to safely accommodate worker access. Continue excavating for the utility line, to a width not greater than is shown on the appropriate trench detail in Chapter 7 Underground Installation of PE piping, Plastic Pipe Institute (plasticpipe.org.) Note: Trenching done by wheel or chain techniques can excavate directly to the required depth to install the water line when their trench width is just slightly wider than the OD of the water line being installed.

1. Rocky Trench Bottom: Where ledge rock, hard pan, boulders, or sharp-edged materials are encountered, over-excavate a minimum depth of 6 inches below the bottom of the utility exterior wall to permit adequate bedding preparation. The installed utility shall have at least 6 inches of clearance from any rock protrusion.

2. Unstable Trench Bottom: Secure approval of depth of over-excavation and stabilization method. For wet trench construction, use approved method of dewatering through diversion, damming and pumping, well points, or underdrain systems. Dispose of removed fluidized materials as approved. Use select backfill material to build a suitable foundation to within 6 inches of finished utility grade, prior to bedding with the specified material. Do not proceed with utility installation until wet trench and unstable conditions are under control.

3. Trench depth for water line installation in the roadway is 30 inches to top of pipe and non-roadway 24 inches to top of pipe.

P. Shoring and sheeting: Construct and maintain all shoring, sheeting, and slope lay-back necessary to protect the excavation, as needed for the safety of the employees and as required by applicable State and Federal laws.

1. For trenches over 5 feet deep, provide suitable barricades for worker protection.

When work area is left open and unattended by Contractor, provide suitable barricades for public safety, regardless of trench depth.

2. For trenches over 4 feet deep, provide suitable exit means in accordance with applicable provisions of OSHA.

3. Do not remove timber or sheeting if it is in a compacted zone. Instead, trim it off at a safe level above that zone.

4. As directed, remove all other sheeting and shoring when safe to do so.

Q. Compaction: Use vibratory compactors for sands and gravels (non-cohesive soils). Use mechanical tampers for sand and gravel containing a significant portion of fine-grained material, such as silt and clay (cohesive soils). Hand tamp around pipe, conduit, or cable to protect the lines until adequate cushion is attained. Puddling or water flooding for consolidation of backfill or compaction by wheel rolling with construction equipment will not be permitted.

R. Utility Installation: Shape the trench bottom to ensure uniform contact with the full length of the installed line and remove any sharp-edged materials that might damage the line.

Compaction shall be maintained beneath the line.

1. Select Backfill: Fill by hand placement around the utility to just over half depth, and compact in a manner to ensure against lateral or vertical displacement. Place select backfill to 12 inches above the utility line by hand placement in not more than 6-inch layers.

2. Vehicular Traffic Areas: Fill and compact in 8-inch maximum layers to 95 percent of maximum density.

3. Nontraffic Areas: Fill and compact in 8-inch maximum layers to 90 percent of maximum density.

4. When chain or wheel trenching techniques are used, the trench width need only be slightly wider than the OD of the water line being installed.

S. Pressure-Test of Pipe System: Hydrostatic pressure leak tests of new PE pressure piping systems (once the water line is installed, and all isolation valves, PRVs, hydrants, combination air valves, and associated appurtenances have also been installed) must be conducted in strict accordance with ASTM International F 2164, Standard Practice for Field Leak Testing of Polyethylene (PE) Pressure Piping Systems Using Hydrostatic Pressure.

1. Pneumatic pressure testing of any water piping system is prohibited in Mojave National Preserve.

2. Where any isolation valves, PRVs, hydrants, combination air valves, and associated appurtenances are installed on the existing water system, a visual leak detection test must be conducted for two (2) hours at the normal working pressure of the water system prior to backfilling. Any detected leakage constitutes a failure of the visual leak test and repairs must be made to eliminate the detected leak.

T. Disinfection of Pipe System: The AWWA C651 (latest edition) Standard for Disinfection of

Water Mains must be adhered to for water system features installed.

U. Plugging of Abandoned Water Line: Legacy water lines that are designated to be abandoned in place once new water lines have been installed (and are in beneficial use where required) must be disconnected from the water system and plugged using non-shrink cement grout.

The plug must fill a minimum of six-inches inside the abandoned pipe from the cut end of the pipe.

13. OTHER REQUIREMENTS:

A. Contractors will receive Desert Tortoise training. Work conducted during active tortoise season will require a monitor.

B. Archeological Monitor shall have access to observe all ground-disturbing site work, including construction of temporary facilities, from a safe location mutually agreed on by Contractor and Monitor. As new ground is broken, Monitor will examine excavated materials, using construction layout centerline and perimeter staking as a reference point to record locations of findings.

C. If Archeological Monitor discovers resources, immediate relocation of the work to another area may be required to allow Monitor to take soil samples and record resources. While Archeological Monitor is documenting resources, Contractor shall relocate work to non-sensitive areas where monitoring is not normally required.

D. If resources are discovered while Archeological Monitor is absent, stop work immediately and report the discovery to the Contracting Officer.

E. Construction Camp: Establishment of a camp within the park will not be permitted.

F. There is no electrical service available at the project site. Contractor shall provide source for power and lighting.

G. No telephone service is available on site for Contractor’s use. Cell service is not available.

H. Up to 500 gallons per day of water is available for the Contractor’s use from the well located at Hole-in-the-Wall. The well can pump approximately 5 gallons per minute. If additional water is required, the Contractor shall furnish water from a source outside the park boundary.

I. Place portable temporary sanitary facilities in approved locations secluded from public observation and convenient to workstations. Relocate as work progress requires. Maintain and clean toilet facilities at least weekly.

J. Completely remove from the Park portable temporary sanitary facilities on completion of work.

K. Dispose of excess excavated material (including rocks and boulders) that cannot be used in construction at a location, as directed by the Contracting Officer, in the Hole in the Wall Area.

Unless otherwise specified, all removed material becomes the property of the Contractor and shall be disposed of outside the park. Immediately remove hazardous rubbish from project site. Place other construction debris in refuse containers at least daily. Dispose of refuse at least weekly, in a legal manner, at public or private dumping areas outside the park. Do not burn or bury refuse inside the park.

L. Before scheduling the final inspection, remove all tools, equipment, surplus materials, and rubbish. Restore or refinish surfaces that are damaged due to work of this contract to original condition. Remove grease, dirt, stains, foreign materials, and labels from finished surfaces.

Thoroughly clean building interiors. Pick up all construction debris from the site. At time of final inspection, project shall be thoroughly clean and ready for use.

M. Keep dust to a minimum at removal site and on haul roads. Use sprinklers or water trucks as necessary.

N. Contractor shall at all times conduct their operations to ensure the least inconvenience to the public.

O. Work Limits and Equipment Access: The Contractor shall limit all work and storage of materials to the work limits of this project. The work limits are:

1. Along Existing Roadways: The work limit shall be the width of the roadway.

2. The alignment of new water lines will be along the shoulder of existing roadway taking into account the alignments of existing buried utilities. Any variation to aligning the new water line differently must be approved by the Contracting Officer.

P. Construction Operations: For the safety and convenience of the public, the Contractor will conduct his operations in a concise and timely manner. The Contractor will complete and clean up each phase of the work within a reasonable time from starting. No more than 300 feet of trench will be open at any one time, with no more than 100 feet open overnight. If pipe-laying work does not continue daily with significant progress, the Contractor shall completely backfill the open trenches.

Q. Public Traffic: Public traffic will be allowed on all roads during construction. Conditions for maintaining public traffic shall be as follows:

1. Signs shall be provided at all times during in-road activities. All signs and traffic control devices shall conform to the Manual of Uniform Traffic Control Devises, Federal Highway Administration, ANSI D6.1. Work shall not start until signs are in place.

2. One lane of traffic shall be maintained along all roads during daylight operations. At night and during weekends, two lanes shall be open to traffic. Barriers shall be erected around all open excavations and material stockpiles.

R. Preservation of Natural Features: Confine all operations to work limits of the project. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.

1. Provide temporary barriers to protect existing trees and plants and root zones.

2. Do not remove, injure, or destroy trees or other plants without prior approval. Consult with Contracting Officer and remove agreed-on roots and branches that interfere with construction.

3. Do not fasten ropes, cables, or guys to existing trees.

4. Carefully supervise excavating, grading, filling, and other construction operations near trees to prevent damage.

S. Existing Utilities: Notify Contracting Officer of proposed locations and times for excavation.

Existing water lines shown are approximate. To permit changes in the event of conflict, the Contractor shall expose existing underground utilities to verify size, location, and elevation.

All utility crossings shall be exposed at least 300 feet in advance of water line installation.

The Contractor shall notify the Contracting Officer in case of conflict and, if necessary, changes will be made to the plans to avoid delays in the Contractor’s work schedule. If damage occurs to a known existing utility, repair utility at no additional expense to the Government.

1. If damage occurs to an unknown utility, repair utility. An equitable adjustment will be made in accordance with the Changes clause of the General Provisions.

2. Interruption of Existing Utility Service: The Contracting Officer shall be notified inwriting at least 48 hours in advance of any shutdown of the existing water system.

Such shutdowns shall be planned and scheduled such that the shutdown period is minimized. Shutdowns to make connections to the existing system shall not exceed 4-hours each.

T. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage which may result from moving of equipment.

14. QUALITY ASSURANCE REQUIREMENT:

The contractor shall develop and maintain a quality assurance program to ensure services are performed in accordance with commonly accepted standard practices and in compliance with all applicable code. The contractor shall develop and implement procedures to identify and prevent defective workmanship. As a minimum the contractor shall develop quality control procedures addressing the critical areas identified in this statement of work. The government will periodically evaluate the contractor’s performance in accordance with the statement of work.

While performing work, the contractor shall comply with the latest applicable versions of the following:

A. NFPA 101 (National Fire Protection Association’s Life Safety Code) B. MUCTD Standards and Policies C. Occupational Safety and Health Administration (OSHA) requirements D. California Code of Regulations E. AWWA Standards

Additional Requirements:

A. All affected areas must be restored to their original condition from before the work began. Any damages will be fixed and repaired at no cost to the government.

B. All new equipment must conform to the manufacturer’s instructions and guidelines.
