The proposal submission deadline is May 29, 2026, at 2:00 PM EST, with one hard copy and one electronic copy on flash drive required. The County intends to award one contract, though it reserves the right to award multiple contracts if deemed in its best interest. The contract term is 90 consecutive days from the Notice to Proceed, with an optional 90-day extension available at the County's discretion for incomplete work processing and project completion.
Pricing is based on a detailed cost structure outlined in Appendix B, with vendors required to provide costs per linear foot for sewer lateral installation, grey and black water line connections, clear water line connections, septic system abandonment, residential plumbing permits, and miscellaneous costs including obstruction removal. The project is funded through the Water Pollution Control Loan Fund (WPCLF), jointly administered by the Ohio Environmental Protection Agency and Ohio Water Development Authority, and is subject to Davis-Bacon wage rates as detailed in Appendix I. All work must comply with Franklin County Department of Sanitary Engineering requirements, City of Columbus standards and specifications, Ohio Administrative Code, Franklin County Public Health Regulations, and OSHA requirements. Vendors must maintain comprehensive general liability insurance up to $1,000,000 single limit occurrence and $1,000,000 aggregate limits, workers' compensation insurance, automobile liability, and other specified coverages. Section 1.0 General Information
1.1 Purpose
The Franklin County Department of Sanitary Engineering (FCSE) is seeking qualified bidders to connect single-family residences in the County’s Hague Avenue Service Area to the newly constructed sanitary sewer system for the County’s financial assistance program.
1.2 Organization Background and Overview
The Franklin County Department of Sanitary Engineering is responsible for providing sanitary sewer and/or water services to select areas of unincorporated Franklin County. The Department owns approximately 155 miles of sanitary sewer mains and 75 miles of water mains in 36 service areas throughout Franklin County. In addition, Sanitary Engineering owns and operates two (2) wastewater treatment plants, one (1) water treatment plant, and 21 pump stations.
The Hague Avenue service area consists of N. Hague Avenue (between La Vista Drive and Trabue Road), Trabue Road (between N. Hague Avenue and Bendelow Drive), Britton Avenue, and Cherokee Street.
Properties within the service area did not have access to sanitary sewer service and relied on home sewer treatment systems to dispose of their wastewater. In December 2025, FCSE completed the installation of new gravity sanitary mains to serve the 78 properties previously without access. All properties within the project area are required to connect to the newly installed sanitary sewer by no later than January 12, 2027. Those homes that do not connect are subject to legal action by Franklin County Public Health (FCPH). The County provides financial assistance for connection to those properties owners that qualify and has approved nine (9) which are included in this Request for Proposal (RFP). This project is being funded by the Water Pollution Control Loan Fund (WPCLF) which is jointly administered by the Ohio Environmental Protection Agency (OEPA) and the Ohio Water Development Authority (OWDA) and is subject to their requirements as detailed in Appendix H – WPCLF Documents and Instructions.

3. Conduct discussions with vendors who submit proposals for the purpose of clarifications or corrections regarding a proposal to ensure full understanding of, and responsiveness to, the requirements specified in the RFP.
Further, the County may cancel or reissue the RFP if any of the following apply:

2.3 Evaluation Process and Criteria
2.3.1 Proposals will be evaluated in the following phases:
1. Phase 1: Initial review of the proposals for compliance The County will review each proposal that is received before the deadline for responsiveness in terms of format, completeness, and compliance with instructions.
2. Phase 2: Full evaluation of proposals
The County will review each responsive proposal based upon established criteria. At any time during this phase, the County may request clarifications from any vendor and provide such vendor(s) with an opportunity to correct defects in their proposal if, in the County’s sole determination, doing so does not provide an unfair advantage to the vendor(s) and it is in the County’s interest to do so.
The County may disqualify a vendor with an offshore presence in a specific country with which the United States has a declaration of war by Congress or the President has authorized war on a specific country. Vendor may submit documentation that provides the County with additional information that addresses this disqualification and whether it is relevant to the contract.
2.3.2 Evaluation Criteria:
For each proposal, the County will award points based upon the strength of the proposal in its responsiveness to the requirements and criteria included in this RFP.
Evaluation criteria includes, but is not limited to, the following elements (not ranked below in any particular order of importance or weighting):

2. Capability of the Vendor to perform or meet the specification or specific criteria outlined and requested in Section 3 Scope of Work;
3. The experience/references of the Vendor; and
4. Completeness and responsiveness of proposal.
Local Preference: An additional number of points may be awarded to a vendor with no offshore presence.
The proposal evaluation will result in a point total being calculated for each proposal. The County reserves the right to move directly into contract negotiations with the vendor submitting the highest-ranked proposal following Phase 2 of the evaluation process. Or, at the County’s sole discretion, the County may elect to invite a certain number of vendors submitting the highest-ranked proposal into Phase 3 Interviews, as outlined in Section 2.3.3 below.
2.3.3 Interviews
Upon completion of Phase 2 as detailed in Section 2.3.1(2) above, the County reserves the right, but is not obligated, to enter into Phase 3 Interviews with a certain number of vendors submitting the highest-ranked proposals.
This Phase 3 will offer the County and the vendor an opportunity to ask questions, clarify responses, and gain a deeper assessment of compliance and capabilities.
The County will award points for each interview based on the strength of information presented related to established criteria.
It is the intent of the County to award one contract to the vendor with the highest overall ranking after completion of all applicable evaluation phases. However, if the County believes it is in the County’s best interest to award more than one contract, then the County may award more than one contract to any number of vendors with the highest overall rankings. Such multiple awards shall be at the County’s sole and complete discretion.
Section 3.0 Scope of Work
The scope of work below is generic to and intended for all properties in this RFP:
1. Permits and Fees:
a. The Vendor and/or any qualified subcontractor is responsible for obtaining all permits and all applicable fees, including Sewage Treatment System Abandonment Form, Residential Plumbing Permit, and any other permits required to complete the work according to state codes and local regulations, including Ohio Administrative Code, Franklin County Public Health Regulations, Council of American Building Officials, and the Occupational Safety & Health Administration.
b. The Vendor is responsible for obtaining the new sewer connection permit from the Franklin County Department of Sanitary Engineering (FCSE). No capacity or permit fees are due at the time the permit is issued.
c. The Vendor shall be responsible for paying any/all re-inspection fees necessary to obtain approval.
2. Connection to Sanitary Sewer:
a. All sanitary sewer connections shall be in accordance with Franklin County Department of Sanitary
Engineering) requirements as outlined in Water and Sewer Service Connections, Requirements for the Installation of New Services, June 2011 and in accordance with the City of Columbus Standards and Specifications. A copy of the FCSE document is provided in Appendix J.
b. Each residence was inspected externally and internally, and a report was generated. A copy of each Inspection Report is included with this RFP in Appendix C.
c. A City of Columbus licensed Vendor for sewer or sewer/water shall install the new sewer lateral from the foundation of each home to the sewer lateral stub in the right-of-way or easement.
d. The new sewer lateral shall be at least 10 feet from any private water system (i.e., well, cistern, holding tank, etc.) located on the property or any adjacent property. The Vendor is responsible for locating and marking any and all private water systems on the property.
e. Exterior cleanouts shall be installed on the new sewer lateral from each house. The first cleanout shall be within five (5) feet of the building wall and 100 feet thereafter. All cleanouts shall be 6-inches.
f. The Vendor shall connect the new sanitary sewer laterals at the point where the existing building drain exits the dwelling. The linear foot provided in Appendix B – Pricing Response Form is the straight-line distance from the sewer lateral stub at the right-of-way to the back of the of the dwelling plus 10% to account for variations in alignment.
i. In some instances where the building drain exits the dwelling at the rear, it may be more cost effective to re-route the interior plumbing to exit at the front or side of the dwelling (which would require a shorter lateral installation), versus routing the new sewer lateral from the rear of the dwelling to the lateral stub in the right-of-way or easement.
ii. Re-routing will be evaluated by the Vendor on a case-by-case basis and is usually only feasible if the dwelling has a basement or an adequate-sized crawl space in which to perform the work. This extra cost of rerouting the internal plumbing, if needed, should be included by the Vendor under the Miscellaneous Cost column of Appendix B – Pricing Response Form.
iii. A registered Master Plumber licensed with the State of Ohio and registered with FCPH according to Franklin County Public Health Regulation #103 (Plumbing for Commercial, Public, and Residential Buildings and Places) shall obtain a residential permit to make all necessary re-routing of waste lines to the main drain inside the dwelling.
g. Inspection of all work specified in this section regarding the installation of the sewer lateral shall be conducted by FCSE staff and approval of all work shall be obtained prior to work being covered/backfilled. The following will apply to all inspections performed by FCSE:
i. FCSE will not perform a lateral inspection until all interior/exterior plumbing has been completed.
ii. For those properties requiring interior plumbing changes, the Vendor must provide a copy of the FCPH plumbing permit prior to obtaining the FCSE sanitary connection permit.
iii. A maximum of five (5) dwellings will be inspected per week.
iv. No partial inspections will be performed.
v. All inspections will require a 48 hours’ notice and will be performed at a mutually agreed upon time between the Vendor and the FCSE Inspector.
vi. FCSE inspections will require access inside the home. The Vendor is responsible for ensuring access at the scheduled inspection time.
vii. Inspections will not be scheduled later than 3:00 PM each day. Inspections required after 3:00 PM will have to be scheduled for the following business day.
h. All work specified in this section that requires a FCPH plumbing permit shall be inspected and approved by FCPH.
3. Grey and Black Water Connections:
a. The Vendor shall properly connect all grey and black water waste lines inside or outside the dwelling that are not directly connected to the main drain inside the dwelling. This includes, but is not limited to, any of the following that discharge to a sump pump, a French drain, and/or direct connection to a storm sewer, ditch, or watercourse: water, showers, sinks, and wash tubs.
b. The Inspection Reports attached to this RFP provide information on grey and black water connections. It is the responsibility of the Vendor to verify these connections at each residence.
c. If there are any existing grey or black water waste lines inside or outside the dwelling that are not connected to the main drain, a registered Master Plumber licensed with the State of Ohio and registered with FCPH according to Franklin County Public Health Regulation #103 (Plumbing for Commercial, Public, and Residential Buildings and Places) shall obtain a residential plumbing permit to make all necessary connections of grey and black water waste lines to the main drain inside the dwelling, if at all possible.
i. If it is not possible to connect certain grey/black water lines inside the dwelling due to restrictions or limitations because of access to these grey and black water line, the lines may be connected outside the dwelling. FCSE shall be notified as soon as this situation arises, and it will be handled on a case-by-case basis. If this situation exists, a plumbing permit will not be required, but FCPH staff will need to verify the connection has been completed before covering the lines and connection.
ii. If the installation of a sewer injector is needed to ensure grey and black water is connected to the main drain in a dwelling, a plumbing permit will be required. The cost of the sewage injector shall be noted in the Grey and Black Water Line Connection in Appendix B – Pricing Response Form. The Proposer shall provide details and justifications for such costs.
iii. Note: If a residential plumbing permit has already been obtained due to the requirements above in Section 2 of the Specifications and Scope (Connection to Sanitary Sewer), any work required in this section will
RFP v. 1.29.2026 Page 12 of 57 2026-09-08 v 0 be covered under the existing residential permit, although the number of fixtures required under the plumbing permit may need to be increased.
d. An air or pressure test of the waste lines will not be required, but a flush test of water will be required to ensure all plumbing connections are sealed and not leaking.
e. All work specified in this section shall be inspected and approved by FCPH.
4. Clear Water Connections:
a. The Vendor shall remove and re-route to an approved discharge point all clear water connections that are connected to the existing wastewater line, main drain, or Household Sewage Treatment Systems, including, but not limited to, sump pumps, downspouts, and foundation perimeter drains, etc.

Abandonment shall be in accordance with Ohio Administrative Code 3701-29-21 (STS abandonment). The Vendor shall complete and return to FCPH the Sewage Treatment System Abandonment Form, referenced in Attachment A for each sewage treatment system.
b. A FCPH registered septage hauler must be used to pump the contents of the household sewage treatment system.
c. All work specified in this section or subject to Ohio Administrative Code 3701-29 shall be inspected and approved by FCPH.
6. Miscellaneous Costs:
a. Any costs associated with the re-routing of plumbing as described above in Section 2
(Connection to Sanitary Sewer) shall be listed as a Miscellaneous Cost in Appendix B – Pricing Response Form. The Vendor shall submit justification, documentation, and specific costs for any and all miscellaneous costs associated with an individual property.
b. Any costs associated with the removal and/or replacement of any obstruction including, but not limited to, fences, landscape, hardscape, decking, or other obstructions shall be listed as a Miscellaneous Cost in Appendix E – Pricing Response Form. The Proposer shall submit justification, documentation, and specific costs for any and all miscellaneous costs associated with an individual property.
7. Pre-Construction Documentation:
a. The Vendor shall provide pre-construction documentation in the form of video and/or photographs of the affected areas of interior and exterior of all dwellings prior to any work being commenced to connect the dwelling sanitary sewer.

ii. Completion date for each residence
iii. Completion date for the entire project
b. The final schedule will be completed no later than 10 days after the Notice of Award following discussions with FCSE, the residents, and the Vendor. The properties included in this proposal will need to be completed within 90 days following contract approval by the Notice to Proceed.
11. Additional Requirements:
a. This project is being funded by Ohio EPA’s Water Pollution Control Loan Fund (WPCLF) and is subject to Davis-Bacon wage rates. Wage rates are attached to this RFP as Appendix I.

8(a) Business Development Program
In order to help small, disadvantaged businesses compete in the marketplace, the SBA created the 8(a) Business Development Program. The 8(a) Business Development Program is a business assistance program for small, disadvantaged businesses. The 8(a) Program offers a broad scope of assistance to firms that are owned and controlled at least 51% by socially and economically disadvantaged individuals. Participation in the program is divided into two phases over nine years: a four-year developmental stage and a five-year transition stage.
Disadvantaged Business Enterprise (DBE)
DBEs are for-profit small business concerns where socially and economically disadvantaged individuals* own at least a 51% interest and also control management and daily business operations. (*African Americans, Hispanics, Native Americans, Asian-Pacific and Subcontinent Asian Americans, and women are presumed to be socially and economically disadvantaged). Other individuals can also qualify as socially and economically disadvantaged on a case-by-case basis. To participate in the DBE program, a small business owned and controlled by socially and economically disadvantaged individuals must receive DBE certification from the relevant state– generally through the state Uniform Certification Program (UCP).
To be regarded as economically disadvantaged, an individual must have a personal net worth that does not exceed $1.32 million. To be seen as a small business, a firm must meet SBA size criteria AND have average annual gross receipts not to exceed $22.41 million. Size limits for the airport concessions DBE program are
RFP v. 1.29.2026 Page 17 of 57 2026-09-08 v 0 higher. The Department has issued a final rule amending its disadvantaged business enterprise (DBE) program at 49 CFR part 26.

Personal net worth of an individual includes the personal net worth of the individual’s spouse, if any, but does not include (1) the individual’s ownership interest in the enterprise being considered in connection with the County’s contracting and procurement activities or (2) the individual’s equity in his or her primary residence. Additionally, a contingent liability does not reduce an individual’s personal net worth.
Lesbian, Gay, Bisexual, Transgender Business Enterprise (“LGBTBE”)
An independent business concern that is at least fifty-one percent (51%) owned and controlled by one or more LGBT persons who are U.S. citizens or lawful permanent residents, or in the case of any publicly-owned business, at least fifty-one percent (51%) of the equity of which is owned and controlled by one or more LGBT persons who are U.S. citizens or lawful permanent residents; and whose management and daily operation is controlled by one or more of the LGBT owners.
