About this file
This document is Addendum 1 to RFP 2026-06-04 issued by Franklin County, Ohio's Purchasing Department for Cancer Concierge/Navigation Services. The addendum closes the question submittal period, which concluded on May 13, 2026, at 5:00 P.M. Eastern Standard Time, and provides written responses to eighteen questions submitted by prospective vendors. The RFP seeks a vendor to provide cancer navigation and concierge services to eligible members of the County's health plan, including confidential telephonic access to a call center, care coordination, preventive and educational programs both virtually and in-person, and data reporting on service utilization and return on investment. Vendors are not excluded from submitting proposals if they cannot fulfill certain aspects of the Scope of Work; however, any deviations must be clearly listed in Section Q7 of the Questionnaire.
Key clarifications from the addendum include confirmation that the County is open to utilization-based pricing models in addition to per-member-per-month (PEPM) models, and that vendors should base pricing assumptions on typical engagement rates from their existing book of business. The County will consider sharing claims data with the selected vendor during contract negotiations to support baseline establishment and ROI analysis. The contract includes a maximum spend cap that is non-negotiable and can only be modified through an approved contract modification if utilization exceeds estimates. The County's draft contract provisions regarding termination for convenience with 30 days' notice, one-way indemnification in favor of the County, and up to 45-day payment terms are also non-negotiable. The Business Associate Agreement applies to Protected Health Information created or transmitted on behalf of the County when serving plan members, and de-identified data in accordance with HIPAA standards is not subject to County ownership provisions.

3. Section 4.3
Pricing Form Sec. 2.3, 4.3
Vendor proposes utilization-based pricing rather than a per-member-per-month (PEPM) model. Please confirm this is acceptable.
The County is open to pricing models other than PEPM. If providing utilization-based pricing, please include details on any assumptions and/or calculations used.
4. Section 4.3
Pricing Form Sec. 4.3 For purposes of modeling utilization-based pricing, what assumptions should vendors use regarding expected member engagement rates? Is historical utilization data from the current vendor available?
Base utilization-based pricing on your book of business in terms of what you typically see for engagement in a population like the County’s. The statistics below may be helpful.
-71 members in active cancer treatment in 2025; 68 in 2024
-14,168 total lives on the health plan
-6,579 benefits-eligible employees with 6,084 enrolled in the health plan
-2,540 spouses enrolled in the health plan
5. Scope of Work Sec. 3.0 Will the County make claims data available to the selected vendor to support baseline establishment and ongoing
ROI analysis? If so, through what mechanism (direct data share, TPA authorization, etc.)?
The County is open to discussing the sharing of claims data with the selected vendor during the negotiation process.
6. Appendix
4.1.2 SEBE
App. 4.1.2 Is Appendix 4.1.2 (Small and Emerging Business Enterprise Information Form) required for vendors who do not qualify as a Small or Emerging Business Enterprise? If so, how should non-qualifying vendors complete the form?
Vendors who do not qualify as a SEBE should check the “NONE
OF THE ABOVE” box at the bottom of page 3. Vendors who do not qualify as an SEBE are not required to fill out the notarized document on page 4.
7. Draft Contract Sec. 4.08
Sec. 4.08 Section 4.08 outlines insurance requirements. Can the County confirm the minimum required coverage limits for Professional Liability (E&O) and Cyber Liability, and whether vendors must name the Franklin County Board of
See Sec. 4.0 for minimum required coverage limits.
Commissioners as additional insured on all listed policies?
8. Draft Contract
Sec. 2 Section 2 appears to include a maximum spend amount. Can the County confirm whether this represents a hard cap on total contract value, and whether there is any flexibility to negotiate this limit given that utilization-based services may be difficult to cap without restricting participant access to care?
The contract must state a total contract maximum for fiscal and legal reasons. For utilization-based services, this cap will be estimated and will only be adjusted with the approval of a contract modification, if necessary. Any modification would be based on a volume higher than the estimate, not on a change in the underlying rate, which the County expects to remain fixed for the term of the contract.
9. Draft
Contract Sec. 4.03 Section 4.03 currently provides for one-way indemnification in favor of the County. Would the
County consider mutual indemnification provisions that protect both parties from claims arising out of the other party’s own negligence or misconduct?
The County cannot legally indemnify another entity.
10. Draft Contract
Sec. 6.02 If the contract involves direct invoicing rather than claims-based billing, would the County agree to net 30 payment terms from the date of invoice?
The County generally needs to reserve up to 45 days to make a payment due to administrative and fiscal processes. Payments are often made more quickly, but the County cannot guarantee that they will be.
11. Draft Contract
Sec. 8.01 Section 8.01 grants the County the right to terminate for convenience with 30 days’ notice. Would the County consider modifying this provision so that termination for convenience is permitted only after the first contract year, and requires at least 90 days’ prior written notice?
Section 8.01 is the preference of the County for the right to terminate. No, it is not negotiable.
12. Draft Contract
Sec. 8.01(2) Section 8.01(2) permits the County to terminate the contract if funds are not appropriated for the services. Is this provision required under Ohio law and therefore non-negotiable?
Yes, it is required. No, it is not negotiable.

the County when serving its plan members.
14. Draft Contract

BAA
Sec. VI.i
BAA Section VI.i addresses data ownership. Would the

Provided the data is de-identified in accordance with
HIPAA standards, that is correct.
15. Draft Contract
(BAA)
BAA
Sec. II.i
BAA Section II.i requires vendor to provide books and records to the Covered Entity.
HIPAA requires a Business
Associate to make such records available to the Secretary of
HHS, not to the Covered Entity. Would the County agree to limit this provision to what is required under applicable law?
We will agree to require only what pertains to your business with the County.
16. Draft Contract
General If a vendor wishes to propose modifications to the draft contract or Business Associate Agreement, does the County have a preferred process for submitting proposed language changes as part of the RFP response (e.g., a redlined contract attachment or a separate contract exceptions exhibit)?
The County’s draft contract and Business Associate Agreement are included for information purposes only. Vendors should not submit redlined versions of either document. However, any aspects of the draft contract and Business Associate Agreement that a Vendor cannot meet should be listed as a deviation in Q7 of the Questionnaire.
17. In question #5, how are you defining an officer of the company?
All c-suite personnel, anyone who reports directly to the board, or anyone with fiduciary responsibility in the company.
18. In the RFP, Section 3.0 Scope of Work point #3: How are Eligible members defined in this RFP?

-benefits eligible employee, regardless of enrollment in the health plan
