RE: Marion County Baseline Landfill
Semiannual Compliance Monitoring Report – First Semiannual 2025 FDEP Permit No. 0103935-021-SO/01 WACS Facility ID: 20906 Jones Edmunds Project No. 13150-297-01
Dear Mr. Melton, This report presents data from the First Semiannual 2025 sampling event at Marion County Baseline Landfill, performed on February 17, 18, and 19, 2025. This sampling event was conducted under the regulatory authority of Permit Number 0103935-021-SO/01, issued May 15, 2024.
All field sampling activities were performed by Aqua Pure Water & Sewage Service, Inc. of Silver Springs, Florida. Laboratory analyses were performed by Pace Analytical Services, Inc. of Ormond Beach, Florida (State of Florida Department of Health Certification #E83079). Data compilation and report preparation were performed by Jones Edmunds & Associates, Inc. of Gainesville, Florida. Final laboratory reports and ADaPT files were received on March 12, 2025 with a 60-day reporting deadline of May 11, 2025.
All groundwater monitoring wells designated for water-quality testing in Attachment A of the permit were sampled during this event and analyzed for the semiannual parameters listed in Appendix 3.II.7.
Groundwater elevations used in preparing contour maps for this event were recorded on February 17, 2025. Groundwater Elevation Data and Groundwater Contour Maps are presented in Attachment 1.
Groundwater Analysis Results
Groundwater analysis results reported at or outside groundwater standards include pH, Ammonia-Nitrogen, Total Dissolved Solids (TDS), Arsenic, and Iron. A tabulated summary of these detections is presented in Attachment 2 of the report. A table of all parameters detected above the laboratory detection limits is included in Attachment 3.
Results for this sampling event are generally consistent with historical results with the exception of an abrupt increase in Conductivity reported in P-21 with no corresponding increases in TDS, Sodium, Chloride, or other parameters.
Increasing concentration trends in Conductivity, Sodium, Chloride, Ammonia-N, Iron, Chlorobenzene, and 1,4-Dichlorobenzene were noted in MW-8D. Only TDS, Arsenic, and Iron were above their respective groundwater standards in this well and the reported concentrations
Mr. Dale Melton for these parameters are within historical data ranges. MW-8D is down-gradient of MW-11 which had shown previous increases thought to be associated with stormwater from a nearby downcomer. The concentrations reported in MW-8D are generally lower than those reported in MW-11 indicating natural attenuation of the impact.
Quality Assurance/Quality Control (QA/QC) samples were also collected and are summarized in Attachment 4. Although no longer required by FDEP, Parameter Monitoring Report forms (PMRs) are included in Attachment 5 for internal and client review purposes. A 5-year historic data summary table is provided in Attachment 8 and historical parameter trend graphs are provided in Attachment 9.
Trend Analysis
Ammonia- Nitrogen: Ammonia-Nitrogen was reported above the GCTL of 2.8 mg/L in MW-11 and concentrations in MW-11 have generally increased from historical values of less than 2 mg/L. Although low-level, Ammonia-Nitrogen has also increased in MW-8D during the last 3 sampling events.
Nitrate-Nitrogen: Nitrate-Nitrogen was below the PDWS of 10 mg/L in all wells during this sampling event. Concentrations are generally decreasing or relatively stable in all wells except MW-12, MW-13, and P-27 where concentrations are gradually increasing although recent results in MW-13 appear to be stabilizing around 5 mg/L and concentrations in P-27 appear to be stabilizing at around 2.5 mg/L.
Conductivity: Conductivity is generally decreasing or relatively stable in all wells except MW-8D (recent increase), MW-9 (gradual increase) and MW-11. Conductivity in MW-11 had been gradually increasing but increased significantly during 2022-2023 before decreasing slightly.
Total Dissolved Solids (TDS): TDS concentration trends are similar to those reported for Conductivity including the gradual increase MW-9 and the more significant increase in MW-11.
TDS was reported above the SDWS in MW-11, MW-8D, and MW-5A during this sampling event.
Concentrations reported in these wells are within historical data ranges for the respective wells.
Chloride and Sodium: There were no exceedances of Chloride and Sodium above their respective groundwater standards in any well during this sampling event. However, concentrations in MW-8D have been steadily increasing since 2020. Sodium and Chloride in MW-11 were increasing before spiking abruptly during the Second Semiannual 2022 and First Semiannual 2024 sampling events and then decreasing during subsequent sampling events. Sodium and Chloride are also gradually increasing in background well MW-16 and compliance well P-22.
Arsenic: Arsenic appears to be gradually decreasing in background well MW-16 and concentrations dropped below the PDWS of 10 µg/L during this sampling event. Following a general increase, Arsenic has decreased in MW-2 and was reported below the PDWS during this sampling event. Arsenic increased to just above the PDWS in MW-8D during this sampling event.
Arsenic also dropped below the PDWS in MW-11 during this sampling event. Arsenic concentrations in the remaining wells were relatively stable and below the PDWS.
Barium: Barium is generally increasing gradually in MW-11 and MW-13. Barium concentrations in the remaining wells were relatively stable. There were no exceedances of the Barium PDWS of
Mr. Dale Melton
2000 µg/L in any well during this sampling event.
Iron: Iron has been gradually increasing in background well MW-16 and compliance well MW-8D.
Iron in MW-5A increased from 2017 to 2019 and appears to be stabilizing at elevated levels between 15,000 µg/L and 25,000 µg/L. Iron concentrations in the remaining wells were relatively stable. Iron concentrations in MW-5A and MW-8D are above the SDWS of 300 µg/L and are consistently higher than concentrations reported in the background wells.
Mercury: There were no exceedances of the Mercury PDWS of 2 µg/L in any well during this sampling event. Previous exceedances of Mercury in MW-13, P-21, and P-27 have been attributed to migrating landfill gas in contact with the groundwater. Gas-extraction Mercury remediation has lowered Mercury concentrations in all wells to below the PDWS of 2 ug/L during the last 5 years and Mercury in P-27 continues to show an overall decrease in concentrations.
VOCs: Benzene was not reported above the laboratory detection limit in any well during this sampling event. Low levels of Chlorobenzene and 1,4-Dichlorobenzene were reported in several wells although concentrations were well below their respective standards. Both Chlorobenzene and 1,4-Dichlorobenzene are low-level but generally increasing in MW-8D.
Conclusions and Recommendations
No additional assessment activities are recommended at this time. Semiannual monitoring will continue as outlined in Appendix 3 – Water Quality Monitoring Plan of FDEP Operations Permit 0103935-021-SO-01, issued May 15, 2024.
