About this file
This document is a private water well sampling report prepared by Andreyev Engineering, Inc. for the Marion County Solid Waste Department and the Florida Department of Environmental Protection (FDEP), focusing on groundwater sampling from eight private drinking water wells located within a half-mile of the former Newton Landfill in Ocala, Marion County, Florida. The sampling was conducted on July 26, 2023, as part of an ongoing environmental monitoring program that has been in place since the early 1990s, with the primary goal of proactively addressing water quality concerns for property owners near the landfill site.
The water quality analysis tested for multiple constituents including seven metals, arsenic, mercury, 35 volatile organic compounds (VOCs), and various water quality parameters. The results indicated that seven of the eight wells demonstrated good water quality, with no exceedances of primary drinking water standards. Only one well (NPW-35) showed a secondary drinking water standard exceedance for total dissolved solids (TDS), with concentrations of 528 and 555 mg/L against the 500 mg/L standard. Arsenic was detected in six wells but remained well below the 10 ug/L drinking water standard, with a maximum concentration of 2.2 ug/L. No volatile organic compounds were detected in any of the sampled wells, and the sampling was performed with homeowner permission, with Marion County committed to honoring homeowners' privacy preferences.

SUBJECT: Private Water Well Sampling July 26, 2023, Vicinity of the Former
Newton Landfill, WCU Site ID: ERIC_11054 1750 NW 100th Street Ocala, Marion County, Florida
Dear Ms. Labrador:
On behalf of the Marion County Solid Waste Department, Andreyev Engineering, Inc. (AEI) is providing the results of groundwater sampling from eight (8) private drinking water wells located within ½ mile of the former Newton Landfill. This letter report includes a map of the sampling locations, sampling documentation, the laboratory results, and a summary table.
During a meeting with Florida Department of Environmental Protection (FDEP) it was requested that Marion County share the results of private water well sampling, for private wells in the vicinity of the landfill. The last time private well sampling was conducted by Marion County near the Newton Landfill was July 27, 2022, summarized in a letter to you on September 30, 2022.
Collection of groundwater samples from private wells is done with the homeowner’s understanding that the results are shared with FDEP. That said, Marion County has always strived to honor home owners’ wishes to keep private well information private.
Background
Marion County has been sampling off-site private drinking water wells since the early 1990s.
Figure 1.1 is a topographic map showing the location of the Newton Landfill. Figure 2.1 illustrates the locations of the eight private water wells sampled on July 26, 2023, and the locations of other private wells which were first sampled for the 1994 Contamination Assessment Report (CAR).
Private water well sampling was initiated before a complete network of on- and off-site monitoring wells was installed at the former Newton Landfill. Marion County has continued limited private well sampling, out of an abundance of caution, to proactively address water quality concerns for property owners in the vicinity of the former landfill.
Marion County Solid Waste Department shares private well water quality results directly with the well owners soon after receiving them. Marion County includes the private well data under a
Private Well Sampling Vicinity of the Former Newton Landfill Marion County, Florida separate letter-report, rather than include private well data with the Newton Landfill semi-annual groundwater monitoring report.
The report titled Semi-Annual Groundwater Monitoring Report Event #26 – July 2023 for the Former Newton Landfill (ERIC_11054) was submitted to FDEP the same date as this letter report.
That report describes the lateral and vertical extent of groundwater impacts from the former Newton Landfill undergoing monitored natural attenuation (MNA) at on-site and off-site wells.
Methods
Prior to the sample date, Marion County received permission forms from four homeowners to sample their private water wells. On July 26, 2022, sampling technicians from Ideal Tech Services, Inc., working on behalf of Marion County, sampled groundwater from the eight private drinking water wells identified as follows: NPW-2, NPW-12, NPW-25, NPW-31, NPW-32, NPW- 34, NPW-35 and NPW-38.
FDEP SOP #FS 2212 requires that at least one well volume of water be purged from each well prior to collection of field parameters. Field parameter measurements were made two to three minutes apart, and groundwater purging was complete when three consecutive measurements were within applicable limits. Groundwater was pumped using the dedicated electric submersible pumps which had been installed by each owner. Readings for temperature, pH, specific conductance, dissolved oxygen and turbidity were measured until these parameters had stabilized. Copies of the groundwater sampling field logs and instrument calibration forms for the July 27, 2022 sampling event are included in Appendix A. Sampling was performed, when possible, using a sampling tap located between the well and the pressure tank.
The sample kits (samples bottles and a trip blank) were provided by Pace Analytical Laboratory.
Sample bottles were filled and immediately placed in a cooler with ice. The cooler was transported to the analytical laboratory the same day that sampling occurred. Quality Control (QC) samples included a duplicate water sample and one trip blank. The duplicate sample was collected at NPW-35, immediately after collecting the regular sample. The duplicate sample was analyzed for all the constituents of the regular sample. The trip blank followed the sample kits from the laboratory to the sampling sites and back to the laboratory. The trip blank was analyzed for volatile organic compounds (VOCs) only.
The laboratory was requested to analyze for the following constituents:
• Seven metals (Cd, Cr, Fe, Pb, Mn, Na, and Zn by EPA Method 6010)
• Arsenic (As) by ICP-MS (EPA Method 6020)
• Mercury (Hg) by EPA Method 7470
• 35 VOCs by EPA Method 8260
• Color, laboratory pH, Alkalinity, TDS
• Chloride, sulfate, ammonia, nitrate, and
• Total organic carbon (TOC)
Results
The drinking water analyses for the four private wells sampled on July 27, 2022 are summarized in Table 1. These results include field and laboratory data for NPW-2, NPW-12, NPW-25, NPW- 31, NPW-32, NPW-34, NPW-35, and NPW-38, and a duplicate sample collected at NPW-35.
Arsenic was tested at each of the 8 private wells and the arsenic concentration was below the drinking water standard, or maximum contaminant level (MCL) of 10 ug/L at each of the wells.
Arsenic was detected above the laboratory method detection limit (MDL) value of 0.5 ug/L at six of the eight private wells with maximum concentration of 2.2 ug/L. Groundwater sampled from all eight private wells had arsenic concentrations well below the primary drinking water standard of 10 ug/L.
No volatile organic compounds (VOCs) by EPA Method 8260 were detected in groundwater sampled from the four private wells (see Table 1). All testing was conducted within the prescribed hold time limits and quality control data were satisfactory.
Groundwater quality at seven of the eight wells (NPW-2, NPW-12, NPW-25, NPW-31, NPW-32, NPW-34 and NPW-38) was good and did not exceed any of the primary or secondary drinking water standards tested (see Table 1). However, the water quality results for NPW-35 and duplicate water sample “NPW-35 DUP” indicate there was an exceedance for total dissolved solids (TDS), which has a secondary drinking water standard of 500 mg/L (Chapter 62-550 F.A.C.). TDS results for the sample and duplicate sample from NPW-35 were 528 and 555 mg/L.
Except for TDS, there were no other drinking water exceedances at NPW-35. There were no exceedances for total iron, manganese, turbidity, or color (in contrast to the prior year, in July 2022). Chloride concentration at NPW-35 (88.1 and 88.7 mg/L) was elevated, but did not exceed the secondary standard of 250 mg/L.
Discussion
NPW-35 is located approximately 700 feet north of the former Newton Landfill and is considered up-gradient of the landfill and the well was previously sampled in January and July 2021, and July 2022. The recent historical data for NPW-35 show similar results for TDS and chloride in January 2021. During July 2023 the iron, manganese, color and turbidity values were similar to the values obtained in January 2021 and July 2021, and lower than the July 2022 values. At the current time we are unaware of the total depth or completion status of this well, however we suspect the well is fairly shallow.
The elevated chloride concentration at NPW-35 probably explains the secondary drinking water standard exceedance for TDS on July 26, 2023. We expect higher water level elevation (relative to July 2022) made it easier to collect a sample with low turbidity. It also appears that adequate pumping duration occurred before sampling.

Began sampling by locating hose bib closest to well then turning it on allowing it to flow wide open for 5 minutes then the flow was slowed to 1.5 GPM. Once water quality parameters were stable one set of well stabilization readings were collected. After completing stabilization the water flow was reduced again for sampling. The flow rate while sampling all but 40ml vials was .25 GPM, and less than .03 GPM for 40 ml vials.
