About this file
This document is Addendum 1 to Bid 25B-143 for Groundwater Sampling and Analysis issued by Marion County, Florida. The addendum provides clarifications and responses to bidder questions regarding a groundwater sampling contract. The solicitation involves comprehensive groundwater sampling services, including sampling of various wells (depths vary), with specific requirements for new tubing, potential infrastructure like submersible pumps, and sampling of both county and private wells. The vendor will be responsible for coordinating sampling appointments with private homeowners, using PFAS testing Method 1633 when requested, and handling site access and preparation.
The addendum removes certain line items from the original pricing sheet, such as bacteriological testing at recycling centers, and provides guidance on well cap and lock management. Marion County will provide well lists and replacement locks, while the vendor must notify the county about broken well caps. The county emphasizes that no documentation outside the formal bid submittal will be accepted, and bidders must acknowledge the addendum by signing the Proposer Requirements/Acknowledgements Form. The contract appears to be focused on detailed, site-specific groundwater sampling with flexibility for varying site conditions and well characteristics.

ADDENDUM TO BID 25B-143
JULY 29, 2025
TO: Participating Bidders RE: Addendum No.
Pages:99
25B-143 GROUNDWATER SAMPLING AND ANALYSIS
Please make note of the following changes, additions, deletions and clarifications to the above referenced solicitation. Whenever a conflict appears between this addendum and the initial solicitation, or plans, this addendum shall prevail, and as such shall constitute a binding portion of the contract documents. All provisions of the original specifications shall remain in force, except as specifically modified or changed herein.
A. QUESTIONS AND ANSWERS
1. Do you require new tubing for every well, it was done previously?
a. Yes.
2. Are there submersible pumps or other infrastructure already installed in these wells?
a. There are some pumps in select wells. Please review the field logs enclosed for additional information.
3. Could you confirm how many wells there are and whether they are all or mostly deep wells?
a. Well depths vary. Please refer to the ground water reports enclosed and/or field logs for the number of wells and depths of wells.
4. Regarding the sampling duration: has the total time required for each sampling event been relatively consistent across monitoring events, or does it vary significantly compared to the example reports?
a. The duration of each sampling event can vary depending on site specific conditions, well depth, and the number of wells being sampled. The field notes enclosed may provide additional information which could better answer this question.
5. The total time taken to sample all wells, do the example reports accurately reflect typical field durations, or is the total time often more or less than shown, does it vary significantly based on site conditions?
a. The reports are accurate, and our current vendor confirms that assessment. However, certain sites and wells may present additional challenges. For example, while some wells are conveniently located, you can simply drive up to the site and begin sampling others, are situated off-site behind fences.
6. I noticed there is a line-item site clearing to access wells in the pricing sheet, is that not typically handled by Marion County as part of routine maintenance?
a. Marion County does routine maintenance around wells. However, there may be occasions you come to a well that does not meet your field standards and isn’t as accessible as anticipated. In such cases, additional time may be required to properly access and prepare for sampling.
7. Is it possible to incorporate an hourly sampling rate into the pricing sheet?
a. No.
8. What testing method should be used when testing for PFAS?
a. PFAS testing will use Method 1633, when requested by the department.
9. Could you please confirm whether the replacement well cap or lock item refers to a mechanical replacement, rather than any analytical services? We want to ensure proper scope alignment, as it generally falls under field or infrastructure work not laboratory testing.
a. Marion County will remove well caps and locks from the scope and price sheet. If the vendor comes across a broken well cap, the vendor shall notify the county and provide information (site, well number, etc.) so the county can get it repaired. The county will provide the vendor with replacement locks for locks that become non-serviceable, hard to open, etc. If locks are needed, contact the county for additional locks.
10. Could you clarify whether Marion County uses a standard key system for locks accurately?
a. Yes, we do.
11. Could you confirm whether the lab or select sampling vendor should contact private well homeowners directly for sampling appointments or if Marions County’s team will coordinate access and scheduling for those private wells during standard sampling events?
a. Marion County will provide a list of private wells to be sampled. It is the vendors responsibility to coordinate with the private homeowner and coordinate sampling.
12. Regarding the private wells, do they already have an accessible sampling tap or collection point?
a. Yes, however, there is no specific standard. Some may be at the well, others in a garage, etc.
Coordination with the property owner is key.
B. Notes Regarding line item 4-1 on the pricing sheet for annual bacteriological testing at recycling centers. Marion County Utilities will be handling the testing at our recycle centers. This will be removed from the scope and pricing sheet.
It has been determined that we will not accept any documentation outside of your formal bid submittal.
Any questions or concerns related to our terms and conditions will be considered contingent upon award and may be addressed at that time, if applicable.
By signing the Proposer Requirements/Acknowledgements Form, Bidders are acknowledging receipt of this addendum. Failure to acknowledge receipt of this addendum may be cause for rejection.
