About this file

This document is a Request for Proposals (RFP) issued by The Port Authority of New York and New Jersey for Indefinite Quantity Contracts (IQCs) for professional design and construction services related to electric vehicle infrastructure, energy efficiency, and renewable energy projects. The RFP seeks multi-discipline service providers to prepare engineering designs and manage construction of projects across various Authority facilities, including airports, tunnels, bridges, bus terminals, rail transportation, and port facilities. The contract will cover services from 2023 through 2027, with providers able to submit qualifications for one or more categories: Electric Vehicle Infrastructure, Energy Efficiency/Building Performance, Renewable Energy, and Other Sustainable Technologies.

The solicitation will utilize a Task Order process, where the Authority will request competitive proposals from contracted providers for specific projects. Providers will be evaluated and selected based on specific criteria, with the Authority reserving the right to negotiate task order details. No guaranteed volume of work is specified, and compensation will only be provided for tasks performed under executed Task Orders. The RFP notes potential organizational conflicts of interest may arise, which could preclude firms from future solicitations. Providers will be required to submit detailed technical and cost proposals, including staff qualifications, management plans, schedules, and hourly rate breakdowns for each task order opportunity.
