About this file
This document is an Addendum #2 to a Request for Proposals (RFP) issued by the Port Authority of New York and New Jersey (PANYNJ) for Indefinite Quantity Contracts (IQCs) for electric vehicle infrastructure, energy efficiency, and renewable energy services. The RFP (No. 6000001276) seeks multi-discipline service providers to perform expert professional design and construction services on an "as needed" basis from 2023 through 2027. Proposers can submit comprehensive proposals for multiple service categories, with the requirement of having completed at least two similar contracts within the past 10 years. A pre-proposal meeting will be scheduled and announced via a future addendum.
The document includes responses to nine clarifying questions from potential bidders, addressing topics such as experience requirements, proposal submission guidelines, and the scope of services. Key clarifications include that design-only firms are eligible to submit proposals, proposers may submit one proposal package covering multiple categories, and the multi-discipline services will generally involve preparing engineering designs, managing construction of electric vehicle charging infrastructure, energy efficiency, and renewable energy projects at various Authority facilities. The Port Authority emphasizes flexibility in service delivery, indicating that future task orders may include design and construction, or only design or construction services, depending on specific project needs.

SUBJECT: REQUEST FOR PROPOSALS FOR INDEFINITE QUANTITY
CONTRACTS (IQCs) FOR PERFORMANCE OF EXPERT PROFESSIONAL DESIGN
AND/OR CONSTRUCTION OF ELECTRIC VEHICLE INFRASTRUCTURE, ENERGY
EFFICIENCY, AND RENEWABLE ENERGY SERVICES ON AN “AS NEEDED” BASIS
DURING 2023 THROUGH 2027 (RFP# 6000001276) - ADDENDUM #2
The following questions were received from a Request for Proposals (RFP) recipients(s). The questions and the corresponding Authority answers are provided for your information and use, as appropriate.
Question 1: I am inquiring about the #2 qualification requirement located on page 3 of the RFP (see below). For Category A, our firm has certainly been around for several years, but having 10 years of experience in Category A is not feasible for our company. We do have multiple completed projects and we have nearly 80 years of experience with managing sustainability projects from planning through closeout. Is this acceptable?
Answer 1: The requirement is for the firm to have completed 2 projects within the past 10 years.
Question 2: If a proposer was only to propose professional design and construction support services, not construction, purchasing or installation services, for task categories A, B, C & D would that be considered non-responsive?
Answer 2: There is no restriction on what type of entity the Proposer is or what role the entity will play in the delivery of each Task Order. In all cases, Proposers are required to meet the prerequisites and provide with their proposal a complete detailed approach as to how they propose to satisfy the requirements of the RFP. For example - Future Task Orders may include design and construction or only design/only construction, each Proposer (proposed Provider) must address how they intend to respond to the needs of each Task Order.
Question 3: Will there be a pre-proposal meeting for this RFP?
Answer 3: Yes. The details for the pre-proposal meeting will be posted via addendum.
Question 4: Is a separate proposal package required for each category we are interested in pursuing? Please advise.
Answer 4: Respondents may submit one proposal package to include the appropriate and completed Attachment G for each of the Categories to be qualified for.
Question 5: Two of the six requested services listed in the Scope of Work require construction capabilities (e.g. installing and replacing equipment). Is this RFP intended for “turn-key” firms that provide professional design AND construction services, or are design-only firms eligible to submit proposals for the design and construction support tasks only (i.e., services 1 through 4 in the listed project tasks)?
Answer 5: Refer to question #2.
Question 6: Proposer Requirements: Given this is emerging technology and many AEC firms have active projects, would the PANYNJ accept ongoing projects in lieu of the required two completed contracts?
Answer 6: The requirement remains for respondents to have satisfactorily completed at least two contracts/agreements for performance of services of similar type, scope and complexity to that of the associated category in Attachment A.
Question 7: Our company was excited to receive notice of the RFP for IQCs for # 600001276 as we believe we would qualify for the Renewable Energy Service category. However, upon reading the SOW, it seems that the request is for an entity to develop subsequent RFPs for renewable energy instead of direct deployment. Interested in your thoughts about a firm, who would be seeking to do the design, permitting, construction, and long-term operation and maintenance versus a design/build firm for this contract.
Answer 7: The multi-discipline services of the Provider shall generally consist of preparing engineering designs and/or specifications from conceptual plans and managing construction of electric vehicle charging infrastructure, energy efficiency, and renewable energy projects at various Authority facilities. Please refer to Attachment A, Section III, C.
Question 8: I reviewed the RFP referenced in the subject. Our company is a turnkey installer and operator of PV and storage. On the EV side we are a turnkey installer, operator and network operator. Do the IQC Master Agreements envisioned by the RFP preclude our company from ultimately serving in the roles that I listed above?
Answer 8: Refer to Attachment A, Section III.
Question 9: The RFP states that future task orders may comprise, “Management and coordination of……construction activities….”, “Removals, replacements and/or repairs of various infrastructure components”, and “….installation of mechanical and electric equipment”.
One of the key individuals is a “Construction/Installation Lead”. Are we to assume that we will need to have contractors on our team? Please clarify. Are we to assume we will need construction management personnel to oversee PANYNJ contractors? Please clarify.
Answer 9: Refer to question #2.
