About this file
This document is an Addendum #6 to a Request for Proposals (RFP) issued by the Port Authority of New York and New Jersey (PANYNJ) for Indefinite Quantity Contracts (IQCs) for electric vehicle infrastructure, energy efficiency, and renewable energy services. The RFP seeks expert professional design and construction services to be performed on an "as needed" basis from 2023 through 2027. The proposal receipt date has been changed to 2:00 P.M. on March 8, 2023, with a pre-proposal meeting rescheduled to February 16, 2023, at 2:00 P.M. Eastern Time, which will be conducted via Microsoft Teams.
The addendum includes responses to nine questions from potential proposers, clarifying various aspects of the RFP such as required forms (like the FHWA Standard Form LLL), proposer qualifications, team member inclusion, key individual roles, electronic signatures, and document formatting. Notable clarifications include that electronic signatures are acceptable, FAA Contract Provisions will be provided with specific task order requests, and proposers may use the same key individuals across different contract categories if they possess the requisite experience. Potential proposers are directed to contact Mr. Peter Penaflor, Contract Specialist, for any additional questions.

Question 1: Section N, Federal Submission Requirements, Item c.4. (FHWA Submission Requirements – Standard Form LLL: Disclosure of Lobbying Activities) states, “If required, this certification must be submitted with the Proposals.” Can you please disclose whether this a required form, or not?
Answer 1: Yes, this is a required form.
Question 2: We have over 15 years and $1 Billion of ongoing complex Vehicle Fueling system planning, design, construction, renovation, modernization, operation, inspection, and maintenance at over 500 locations in the US and across the globe for the Department of Defense and associated clients. Can this relatable experience be used in lieu of current qualifications and experience requirements in our submittal?

Answer 2: Proposers are required to meet the Proposer Requirements identified in Section I. of the RFP letter.
Question 3: Because we represent multiple hardware and software producers, and utilize the services of regional and local engineering and construction entities for cost efficiencies, and to meet small and disadvantaged business requirements, can we include formal Team Members (with binding Teaming Agreements and participation requirements) and their qualifications and experience as part of the respondents/offerors submittal?
Answer 3: Refer to Section D. of the RFP letter.
Question 4: For Section H, if we are not proposing any subconsultants, will we lose points or be disqualified here if we just provide an explanation of how we will meet requirements on a task order? I can provide a statement on the diversity of our internal team.
Answer 4: Proposers will be evaluated based on their response to Section H in accordance with the specified evaluation criteria.
Question 5: On page 5 of the RFP Item E as it relates to the “Summary of Types of Work Performed”, we anticipate submitting a table within the 30-page max proposal. Wanted to see if we can include with the proposal, in an appendix section, project description pages along with our 30-page max submittal.
Answer 5: Section E is included in the 30 page-max.
Question 6: Page 6 of the RFP states that key individuals include but are not limited to – i.
Project Manager, ii. Design Lead, and iii. Construction/Installation Lead. Do we need these three particular roles for each category (i.e. a different Design Lead for Category A, B, C, and D?) or are you requesting these three roles to lead the overall contract?
Answer 6: Each Category stands on its own. You may propose the same key individuals for each category if they possess the requisite experience.
Question 7: In reference to the Federal Aviation Administration (FAA) Contract Provisions (Exhibit IB), it appears that it was not included within the RFP documents. Looking to see if we can obtain a copy.
Answer 7: FAA Contract Provisions are scope specific and will be provided if a Task Order Proposal Request is issued.
Question 8: To facilitate processing and execution of RFP specified forms, and align with the electronic submission format, can you please clarify whether electronic signatures acceptable?
Answer 8: Yes, electronic signatures are acceptable.
Question 9: Due to the space limitation on the PDF for Attachment G Proposer Requirements, can we convert the PDF to a Word file?
Answer 9: Yes
