PROFESSIONAL DESIGN AND/OR CONSTRUCTION OF ELECTRIC
VEHICLE INFRASTRUCTURE, ENERGY EFFICIENCY, AND
RENEWABLE ENERGY SERVICES ON AN “AS NEEDED” BASIS
DURING 2023 THROUGH 2027 (RFP# 6000001276)
Dear Sir or Madam, The Port Authority of New York and New Jersey (“Authority” or “Port Authority”) and the Port Authority Trans-Hudson Corporation (“PATH”) are seeking Proposals from prospective Providers (also “You,” “Firm” and “Proposer”) in response to this Request for Proposals (“RFP”) for the design and construction of sustainability projects including but not limited to electric vehicle infrastructure, energy efficiency, and renewable energy on an “As Needed” Basis during 2023 through 2027.
The Scope of the Work is set forth in “Attachment A – Scope of Work,” to the Authority’s standard agreement (the “Agreement”) included herewith. You should carefully review this Agreement as it is the form of agreement that the Authority intends that you sign in the event of acceptance of your Proposal and forms the basis for the submission of Proposals.
The specific services that will be required will be defined under individual federally compliant competitive Task Orders. As projects are identified by the Authority, Task Order Proposals will be solicited from firms who have been awarded agreements under this IQC solicitation, and who will compete for Task Orders on an “as-needed” basis. Upon award of the agreement and subsequent Task Orders, firms will be required to comply with applicable requirements, that will be attached to each Task Order request, such as Federal Transit Administration (“FTA”), Federal Aviation Administration (“FAA”), Federal Highway Administration (“FWHA”) and/or other Federal or State grantors, as applicable.
The Authority anticipates awarding a maximum of ten (10) IQC Master Agreements, in each category, to the highest rated firms. The estimated range of each Task Order that may be awarded to each firm is approximately $50,000.00 to $5,000,000.00, unless otherwise approved by the Chief Procurement Officer. The proposed Indefinite Quantity Contract (“IQC”) program has an estimated value of $50,000,000.00.
Future Task Orders may require the selected Provider to perform the subject services at various Authority facilities, as required, for the advancement of various sustainability projects. These services may include, but are not limited to, the following:
1. Conducting feasibility, strategy and other studies or plans throughout all phases of a project;
2. Preparation of conceptual or preliminary plans;
3. Preparation and development of engineering designs and cost estimates from conceptual plans;
4. Management and coordination of all project phases, from design and construction activities, through closeout;
5. Removals, replacements, and/or repairs of various infrastructure components; and
6. Purchase and installation of mechanical and electric equipment, including but not limited to HVAC equipment, electric vehicle charging equipment, solar equipment, and small-scale wind.
At the Authority’s discretion, selected Providers may be required to enter into a new agreement for each of the following three (3) years (2024, 2025 and 2026), in which case, such new agreement(s) shall be identical to this agreement unless otherwise mutually agreed upon by the parties. Subsequent agreements will be sent to the Provider at the address indicated on page 1 of the Agreement at least thirty (30) days prior to the end of the current term.
The initial term of the IQCs will be for a four (4) year period, commencing in 2023. At the Authority’s discretion, the term may be renewed for two (2) additional one-year periods (a total of six (6) years).
The various IQC Master Agreements and resulting competitive Task Orders will be awarded to Providers using methods of procurement that are in compliance with the anticipated funding requirements of the Federal Transit Administration (“FTA”), Federal Aviation Administration (“FAA”), Federal Highway Administration (“FWHA”) and other Federal or State grantors, as applicable.
Upon completion of the RFP process, the Authority may elect to enter into an agreement with one or more Providers and anticipates awarding a maximum of ten (10) IQC Master Agreements in each category. The highest ranked Providers in each category that meet the Proposer Requirements are eligible to be qualified in the following categories: Electric Vehicle Infrastructure; Energy Efficiency/Building Performance; Renewable Energy; Other Sustainable Technologies. Proposers shall submit separate qualifications for each category and may submit to be qualified in one or more categories.
The Authority reserves the right, over the term of this Program, and at the discretion of the Chief Engineer and Chief Procurement Officer to keep this solicitation open, or to reissue it in order to expand or refresh the list of awarded firms. Proposers that are not awarded an Agreement as a result of the initial review period may submit a new, complete Proposal for consideration during subsequent review periods.
