About this file
This is a Statement of No Bid form from the City of Lubbock, Texas Purchasing and Contract Management Department related to a Terminal Storage Reservoir Valve Replacement project. The form is designed for vendors who have chosen not to submit a bid to communicate their reasons for declining participation. Vendors are instructed to return the completed form prior to the bid receipt date to Marta Alvarez, Director of Purchasing and Contract Management, at the City of Lubbock's address. The form provides a comprehensive list of reasons for declining to bid, including specifications deemed too restrictive or unclear, insufficient time to prepare a response, lack of product or service offerings equivalent to specifications, scheduling conflicts, inability to meet technical requirements, project size concerns, bonding or insurance constraints, and other business considerations.
The form requires vendors to provide their company information, including name, address, contact details, telephone and fax numbers, and web address. Vendors may provide additional remarks to clarify their reasons for not bidding or to request reclassification for other commodity or service categories. This administrative tool serves the City of Lubbock's objective to acknowledge vendor participation efforts while collecting data on barriers to competition and market responsiveness for future procurement planning.
