Rick Husband Amarillo International Airport Baggage Handling System Modernization - Technical Specifications

This document is Volume 2 of the technical specifications for a baggage handling system (BHS) modernization project at Rick Husband Amarillo International Airport, prepared by the City of Amarillo under BID NO. BVB 414-26. The project includes a base bid and six alternate bids addressing various system improvements. The base bid encompasses programming updates to existing master control panels (MCPs) and programmable logic controllers (PLCs), new baggage sorting devices (BSDs) and scan guns, maintenance catwalks and ladders, rolling stairs, a satellite TSA metal detection system workstation, control system replacements at upper and lower levels, network upgrades transitioning from ControlNet to Ethernet/IP, conveyor belt audits, new monitoring equipment in the airport operations center, mobile tablet human-machine interface (HMI), and replacement of existing panel view displays. The six alternate bids address replacement of existing dimensioners and maintenance catwalks, installation of high-speed diverters, vertical sortation units, new baggage inspection slider tables, maintenance catwalks with ships ladders, and removal of the existing Vacu-Lift System with replacement drop gate and roller bed. The project is a single prime contract with a base contract duration of 240 calendar days from the notice to proceed, inclusive of all equipment procurement, material ordering, and construction time. The work must be conducted in phases to ensure airport operations are not hindered, with phased construction coordinated with the owner prior to commencement. The project architect is RS&H, Inc., with Keith M. Nix serving as Vice President; the owner's representative is Tyler Hurst, Deputy Director of Aviation.

The technical specifications document establishes comprehensive administrative and procedural requirements for construction execution, including detailed submittal procedures, payment application processes, quality assurance standards, and project coordination protocols. Contractors must maintain a schedule of values, submit applications for payment by the fifteenth of each month with supporting documentation, and provide waivers of mechanic's lien with each payment request. All submittals, including product data, shop drawings, and qualification documents, must receive contractor review and approval before submission to the architect, with an initial review period of 10 working days and resubmittal review periods of 10 working days. The work is subject to strict access limitations, occupancy restrictions, work hour limitations (7:00 a.m. to 5:00 p.m., Monday through Friday, unless approved otherwise), and coordination requirements with the owner's continuing operations. The specifications require preconstruction conferences, biweekly progress meetings, daily construction reports, and updated contractor construction schedules with activities limited to no longer than 20 days unless specifically approved. Additionally, the document mandates employee screening compliance, prohibition of tobacco and controlled substances on-site, and comprehensive project record documentation, including record drawings and specifications, operation and maintenance data, and demonstration and training of owner personnel.
