Executive Summary

KCI Technologies, Inc. (KCI) was retained by Architura Corporation (Client) to conduct a Hazardous Building Materials Survey at the Culpeper National Cemetery located in Culpeper, Virginia.

KCI performed an asbestos containing building materials (ACBMs) survey of the Lodge and the Storage Building. The Server Building and the Administration Building were excluded from this survey. The following ACBMs were identified:

Miscellaneous Material

• Residual white exterior building caulk associated with the Lodge

• White exterior door caulk associated with the Lodge

• Silver roof paint associated with the Lodge

KCI conducted a lead paint survey throughout representative areas of the building and identified the following lead containing surfaces:

• White and grey wood stair components in basement of Lodge

• White wood decorative trim associated with interior walls in Lodge

• White wood interior and exterior door components of Lodge

• White wood interior and exterior window components in Lodge

• White wood exterior wall components of Lodge

• Black wood door components of Storage Building

Based on our review of the data, KCI recommends the following:

• Remove and dispose of all ACBMs that are anticipated to be affected by the proposed renovation activities in accordance with applicable federal, state, and local regulations and specifications.

• During renovation, it is recommended that the contractor should follow OSHA “Lead in

Construction” standard, in conjunction with dust control measures and containments to prevent lead contamination of the surrounding areas, and the use of personal protective equipment (PPE) to protect worker health and safety during renovation.

• To determine the appropriate disposal method for the construction waste containing lead-based paint (LBP), the waste stream should be tested by the toxicity characteristic leachate procedure

(TCLP).

1.0 Introduction

KCI Technologies, Inc. (KCI) was retained by Architura Corporation (Client) to conduct a Hazardous Materials Survey of multiple structures at the Culpeper National Cemetery, located in Culpeper, Virginia.

The scope of work included:

1) Reviewing meeting notes to determine the scope of renovations;

2) Visual identification of suspect asbestos-containing building materials (ACBM);

3) Bulk sampling and analysis of suspect ACBM;

4) Quantification of ACBM;

5) Screening via XRF for lead paint;

6) Generation of this report documenting the findings.

2.0 Site Description

The Culpeper National Cemetery’s Lodge is a two-story building with a basement. According to documents provided by the Client, the building was reported to have been originally constructed in 1872 with multiple reported renovations/additions to the structure. The building is constructed of stone and brick with a metal roof. The Storage Building is located to the south of the Lodge and is a single-story structure constructed of brick with a slate roof. The perimeter wall associated with the cemetery is constructed of brick.

It was determined by the Client during the on-site kickoff meeting that the Administration Building and the Server Building were not to be included as part of the scope of renovations at this time and did not require a hazardous materials survey.

3.0 Asbestos Containing Building Materials Survey

3.1 Building Survey

Mr. John A. Adams and Ms. Bridget Lamborn of KCI conducted a non-destructive asbestos survey of the Lodge, Storage Building, and Perimeter Wall. The survey was conducted on February 7th and 8th, 2019. The scope of work included a visual evaluation of potential ACBMs, the collection of bulk samples of these materials, laboratory analysis of collected samples, and quantification of suspect ACBMs. Appendix A contains relevant certifications.

Accessible areas of the structures were visually inspected and suspect ACBMs were sampled and collected for laboratory analysis. Assumptions were made, as appropriate, concerning the presence and quantity of asbestos containing materials within inaccessible areas. Sample information was recorded on chain of custody forms. Material quantities and location data were documented after laboratory results were received from bulk sample analysis. Sampling of roofing materials was limited to accessible surface layers. In order to preserve the integrity of the existing metal roof, KCI did not investigate any suspect materials potentially below the metal roof.

Bulk samples were collected using hand tools that were driven through the suspect material to the substrate to obtain a sample containing all discrete layers. Extreme care was taken to avoid fiber liberation during the inspection/sampling process. A fine mist of water was applied to the sample site, and any dust generated was wet wiped with disposable moist towelettes. The samples were then placed in re-sealable plastic bags and assigned unique identifiers that were recorded on the sample bags and on the COC forms. The suspect asbestos bulk samples were submitted for analysis, along with chain-of-custody forms, to Scientific Analytical Institute, Inc. (SAI).

Architura Corporation Hazardous Building Materials Survey Report

KCI Technologies, Inc. Page 2 February 28, 2019

SAI is accredited by the National Institute of Standards and Technology through the National Voluntary Laboratory Accreditation Program (NVLAP) for Bulk Asbestos Analysis (NVLAP #200664-0).

3.2 Methods

Polarized Light Microscopy (PLM) was used to analyze the bulk samples for asbestos content. PLM is an optical microscopic technique that distinguishes the different types of asbestos fibers by their shape and unique optical properties. The EPA accepted technique is based on the refraction of light from various asbestos structures and the observation of the corresponding color changes through the microscope. All PLM analysis was performed following the methodologies documented in the EPA method 600/R-93/116, July 1993, “Method for the Determination of Asbestos in Bulk Building Materials”.

3.3 Analytical Results

KCI collected sixty-nine (69) bulk samples of suspect ACBMs from the Lodge. From these samples, seventy-six (76) individual layers were analyzed. KCI did not observe any suspect building materials associated with the Storage Building, thus no samples were collected for this structure. The analysis results for the bulk samples are summarized in Table 3.1 - Suspect Asbestos Bulk Sample Log and the asbestos certificates of analysis for the samples collected by KCI are included in Appendix B.

Additional clarification of ACBM is listed below:

• White residual building caulk is located throughout the exterior of the building primarily on the stone and mortar wall.

• Silver Paint applied throughout the metal roof. Silver Paint contamination was observed to be on the caulking around the roof vent.

• White exterior door caulk on three doors giving entry to the Lodge.

Relevant photographs of asbestos-containing building materials have been included in Appendix C.

4.0 Lead-Based Paint Screening

KCI performed the screening on February 8, 2019 in order to determine the lead content of interior and exterior painted surfaces of the Lodge and the Storage Building. The testing for lead content in paints was performed with a Heuresis Corp. XRF Lead Paint Analyzer (model # Pb200i, serial # 1769, sourced on

Architura Corporation Hazardous Building Materials Survey Report

KCI Technologies, Inc. Page 6 February 28, 2019

December 17, 2017), an instrument that detects lead by reading the fluorescence emanating from a painted surface when exposed to small amounts of radiation. XRF readings are in mg/cm2, a mass per area reading.

LBP is defined as >1.0mg/cm2 by Virginia Department of Professional and Occupational Regulation (DPOR), the U.S. Environmental Protection Agency (EPA), and the U. S. Dept. of Housing and Urban Development (HUD). The Occupational Safety and Health Administration’s (OSHA) Lead in Construction Standard (29 CFR 1926.62) defines lead based paint as any detectable amount and guidelines must be followed for any activity which may bring a worker in contact with lead. Therefore a negative classification based on the DPOR/EPA/HUD definition does not necessarily mean the component is lead free. The LBP action level used is >1.0 mg/cm2.

KCI tested one-hundred-thirty-four (134) painted surfaces via X-ray fluorescence (XRF) including six (6) calibrations. Wall codes (A, B, C, D) were used to show location of building components. Wall “A” indicated the front facing wall parallel with the main entrance of the building with wall “B” being the next wall going clockwise in order, etc. The Server Building and the Administration Building were determined by the Client not to be included as a part of this survey at the time of the site visit because there are no proposed renovations to them at this time. Represenative photographs of lead-containing painted surfaces are provided in Appendix C and the results of the XRF testing are provided in Appendix D.

Summary of Lead-Containing Components Identified:

Interior:

• White and grey wood stair components in basement of Lodge. Range of lead content detected: 0.5

- 3.4 mg/cm2

• White wood decorative trim associated with walls in Lodge. Range of lead content detected: 16.9

– 20.3 mg/cm2

• White wood door components in Lodge. Range of lead content detected: 0.1 – 17.3 mg/cm2

• White wood window components in Lodge. Range of lead content detected: 0.1 – 20.3 mg/cm2

Exterior:

• White metal window components of Lodge. Range of lead content detected: 0.9 – 2.1 mg/cm2

• White wood wall components of Lodge. Range of lead content detected: 0.4 – 5.5 mg/cm2

• White wood door components of Lodge. Range of lead content detected: 0.1 – 1.8 mg/cm2

• Black wood door components of Storage Building. Lead content detected at 2.3 mg/cm2

5.0 Recommendations

5.1 Asbestos Containing Building Material

KCI recommends removing and disposing of all friable and non-friable ACBMs, which are anticipated to be affected by the proposed renovation activities in accordance with applicable federal, state, and local regulations.

Further, KCI recommends that any suspect building materials discovered during renovation or demolition activities be tested to determine asbestos content. Any material that has not been sampled should be assumed to be asbestos containing until proven otherwise by laboratory analysis.

Architura Corporation Hazardous Building Materials Survey Report

KCI Technologies, Inc. Page 7 February 28, 2019

5.2 Lead Based Paint

Primarily the lead in paint on a renovation project is regulated in two (2) ways: 1) airborne lead dust by the U.S. Occupational Safety and Health Administration (OSHA), and 2) lead in waste by the toxicity characteristic leachate procedure (TCLP) by EPA and DPOR.

During renovation, it is recommended that the contractor follow OSHA "Lead in Construction" standard, in conjunction with dust control and containment to prevent lead contamination of the surrounding areas, and the use of PPE to protect worker health and safety during renovation.

KCI recommends that the construction waste containing LBP and Lead-Containing Materials (LCM) generated during renovation be tested by the toxicity characteristic leachate procedure (TCLP) by EPA and DPOR to determine the appropriate disposal method.

6.0 Disclaimer

This report has been prepared by KCI Technologies, Inc. exclusively for our Client and their Authorized Representatives. The findings and recommendations presented are based upon discussions with the Client of the present conditions, and may not necessarily indicate future conditions. KCIs performed the survey as outlined in the scope of work with limited ACBM sampling and analysis.
