AMENDMENT AO03

REQUEST FOR INFORMATION (RFI)

SUBJECT: Response to Request for Information (RFI) | IFB Sol No. 36C78620B0028 | Culpeper National Cemetery | Columbarium, Facility Renovation, Improvements, Repairs, and Pre-Placed Crypts | Project No. 839CM3028 & 839CM3030.

1. Provide more detail for Davis Bacon Wages. The wages identified in the original bid package are

“Heavy” which do not include many of the building trades. Are we to use Heavy, Building, or both? To be provided by contracting officer.

2. Confirm that PEMB is not to be insulated. PEMB is not insulated.

3. Confirm that PEMB building design is per the PEMB builder for structural configurations but must sit on foundation designed within contract documents. PEMB fabricator typically does the structural design and shop drawings for the PEMB to be installed on foundation designed within the contract documents. PEMB vendor will provide reactions for the PEMB in the shop drawings, contractor must coordinate exact anchor bolt size configuration and placement.

4. Does PEMB building manufacturer need to be pre-approved prior to bid? No.

5. Will more borings be made available, as there are none in the crypt field area? No.

6. The moisture levels in the soils are very high in surrounding area borings. Will moisture testing be required on top of crypts as backfill? Do not understand the question.

7. What are requirements for crypt subgrade testing procedures? Due to high moisture levels in soils it seems it will be hard to pass proof-roll. There should be a specific direction on what to do to crypt subgrade prior to excavation. We will see what happens after excavation and during proof rolling.

8. Can you recommend a stronger design under crypts to satisfy unstable ground under crypts, such as soil cement, stronger geotextile, or thicker stone base? This can eliminate possible additions to contract after award and delays. Provide what is shown on the contract documents in your pricing.

9. Confirm all testing procedures are to be “standard proctor”. Confirmed.

10. Confirm if 6’ temp chain link fence with privacy screen is acceptable for temporary fence around crypt field areas, in lieu of specified 8’. What is specified is what is required.

11. Temp Fence on CG drawing and LD drawings do not coincide with each other. Which plans do we use? Follow LD drawings.

12. Is temp fence w/privacy screen required as shown on LD106 around PEMB building? It seems to be outside of the public view and will be in the way with construction of building most of time.

Could we substitute for smaller fence or warning flags? No.

13. Confirm contractor to relocate shed but owner relocates storage container, both by PEMB building. Due to the sequence of construction, the shed will need to be relocated two times as the permanent area it is to be placed will not be developed until later in project. Where can shed be stored until permanent place is developed? Owner will relocate storage container as noted on drawings, shed to be moved by contractor however many times required, relocation to be coordinated in field at time of move.

14. Drawing CG-001 note 19 states “95% compaction in pervious areas and 92% compaction in impervious areas”. This conflicts with other information provided in specification 31 20 11.

Please provide requirements of compaction in specific areas including but not limited to pervious areas, impervious areas, against building structures, and against historical walls (if different than building structures). Use 95% compaction thru-out.

15. Has DEQ permit been made available? If not, is it responsibility of client or contractor to generate and pay fees? Designer of record is working with DEQ on getting the environmental permit, the permit will be approved and available before construction start, the contractor will have to pick up and pay for the permit at DEQ.

16. Confirm that line items 1 &2 (same day sod stabilization) on drawing CG-001 only apply to areas not protected by BMPs. Also confirm this only applies to permanent stabilizations. Applies to all areas that have been disturbed during construction operations, temporary and permanent.

17. Missing Drawing LP-502, Doubled Drawing S-101 See attached herewith.

18. Provide more detailed information on the restoration of the historic brick wall. The drawings indicate complete removal/reconstruction of entire wall length (as indicated), but during walk-though meeting it was discussed for new pointing and some reconstruction of walls in major distress. Please indicate. Complete removal, salvage of brick and reconstruction of wall on new concrete footings is required as shown on contract drawings.

19. 02 65 00 – Storage Tank Removal. Specification states “Contractor shall remove oil and petroleum contaminated soils as designated by the contracting officer and/or regulatory officials.” There are no reports stating quantity of contaminated soils to remove. Is there an allowance to include? Or do we strictly include the removal of tank/components/overburden, but the contaminated soils, if any, will be handled in addition to contract? Contaminated soil removal if required will be a contract mod and not included in the base contract.

20. Tank Closure report recommends abandonment of tank in place due to restrictions and close vicinity to structure that can compromise. Please confirm tank must be removed. Tank will be abandoned in place as required by the contract documents.

21. What is the name of the propane supplier who serviced the existing lodge tank last? Is the tank owned by facility or is it owned by local propane company? I don’t have the answer to this question.

22. Is there an environmental report on the fuel tank by Admin building? Is contractor to strictly remove tank, components and concrete pad? There is no environmental report, remove tank, and components, concrete pad is to remain.

23. What is size of fuel tank by admin building? What is anticipated qty of fuel that will be left in it during removal? Is it still in use? Do not know the size, do not know the quantity, it is not in use.

24. What is the name of Fuel supplier who serviced the existing admin tank last? Is the tank owned by facility or is it owned by local fuel supplier? Do not know the answer.

25. 31 20 11 Earth Moving Par 3.6 states “Transport surplus satisfactory soil to designated storage areas on cemetery property. Stockpile or spread as directed by COR.” Pre-bid meeting stated there is no room on site and all materials must be hauled away. Please confirm which direction is correct. All materials must be hauled away.

26. It was mentioned during the pre-bid meeting that the existing area where the PEMB is intended to go was a dumping area at one point for cemetery. Is there an anticipated undercut amount of soil to be removed and replaced? The soils in that location look to be high in moisture, soft and include organics to an unknown depth. Assume normal amount of excavation required per design configuration and the requirement for stable soils under floor slab on grade. If additional undercutting is required, it will be a contract mod.

27. Confirm the solicitation sheet 10 of 61 is incorrect in the statement of 500 niche columbarium.

Confirm the project is to include a total of 1000 niche columbarium. It is a 1,000-niche columbarium per the contract drawings.

28. Confirm benches can be victor Stanley CR-96 for bidding purposes. Confirmed.

29. The second page of the solicitation, item 17 on the SF-1442 shows CLINS 1-4, while the cost schedule on sheets 10&11 have 5 CLINS with an additional 8 bid options. Please clarify which is correct. The intent is to get a break down detail of costs for each element of the project on the cost schedule.

30. The cost schedule shows 5 CLINS and 8 Bid Options. However, at the bottom of the cost schedule there is a row to show Total price (CLINS0001 & 0002 plus Bid options 1-8). Are we to include CLINS 3,4 &5 in this total price? Please revise to show correct if so. Total price is total price, we need the break down in cost for each element and the total cost of all CLINS.

31. CLIN 003 calls for 60 additional cedar trees. Is there a specific area in which these will be installed? Are they same size as called out in plant schedule? Shown on plan LP-102 area B, they are called out on plant list on plan LP-101

32. CLIN005 needs more description to price accurately. Is it based on Drawing GC-101? If so, the construction route direction is vague. Can you provide a SY Qty? Assume 15,000 square feet.

33. BID Options 1-8 need more detail in descriptions or revised drawings to show different areas.

Please provide as well as if a unit price is required, provide qty. Revised drawings to clarify bid options are unavailable, do the best you can with the bid documents to identify the scope items.

34. Where is Columbarium A that is mentioned in Bid option 6? Dimensions need to be given as well as plan view of surrounding areas for access. What are mounting requirements and is permission allowed in existing niches for anchoring similar to new mounting? If other mounting is required, please specify. There is one columbarium for this project, the new one you are building, there are no other columbarium existing at this cemetery.

35. Will the Columbarium A cap replacement listed in Bid option 6 need to include number sandblasting? There is no columbarium cap replacement required for this contract, the new columbarium will have all new caps.

36. Are there any topsoil tests available for reference to determine amendment process for on-site topsoil? No this will have to be done as part of this contract.

37. How long is Landscape plant and turfgrass establishment period? There is no duration mentioned in specification found. Plant and turf establishment is 90 days.

38. Confirm there is no maintenance of landscape after acceptance. Landscaping and turf will have to be maintained by the contractor during the establishment period after acceptance of the project.

39. Due to the project being spread out into different areas as well as sequence of construction not allowing to work in numerous areas at 1 time, will partial acceptance be given as areas are finished? This mainly pertains to landscape areas to cut down on watering and maintenance costs. Partial acceptance can be accommodated if the circumstances allow it.

40. Can lodge renovation work and other interior work start during crypt field/columbarium construction? Can we deviate from Sequence of construction shown in CG-001, which states otherwise? Lodge renovation and Interior work can occur any time during the performance period of the contract, work does not have to be sequential.

41. Geotech Report C letter from Hynes states that sand shall not be used as backfill to crypts.

Please confirm is 3” minimum sand layer is required on top of crypts for identification purposes.

Confirmed, 3” minimum sand as shown on drawing LS-801, maximum should be 4”.

42. Confirm if either sand or stone dust is acceptable for 3” identification layer above crypts. Sand is required.

43. SOW Par 4.2 states all work is to be done during normal operating hours. Note 8 on GC-101 states evening and weekend work will be required for paving operations. Please confirm that weekday paving work can be allowed if traffic can pass. Paving can happen at any time if coordinated in advance with cemetery operations and approved by them.

44. Specification 23 13 23 calls out for a 1000gal combination concrete fuel tank. It was not found on drawings where this should go. Please indicate if it shall be required per the contract or not.

If it is, please provide location and electrical requirements. Not required for this contract.

RFI questions for the Culpeper National Cemetery.

1. LS-601 Note 7A – is the contractor or VA responsible for provision of the observer for historic wall demolition? The contractor is responsible for providing the observer.

2. LS-601 Note 7A – If contractor is to provide the observer for historic wall demolition, please confirm no more than 2 hours a week will be required for the architectural conservator to observe deconstruction of the wall. Confirmed.

3. For the wrought iron handrail on A3/AE-201-LG we are directed to detail 13 on AE-501-LG. On AE-501-LG detail 13 is stated as “Not Used”. Can a detail be provided? No detail available, handrail to be replaced with like and kind.

4. LD-102 Area C Enlargement: 1,000 gal. storage tank is noted to be removed per specification.

The KCI analysis on the tank recommends abandonment in place. Please either is acceptable provided the recommendations and regulations are adhered to. Abandonment in place that complies with environmental mandates is preferred as shown on the drawings.

5. Wage Determination: Stonemason rates are given in the wage determination however there is no rate given for a bricklayer which would be more applicable to the reconstruction work required. Are stonemason rates to be used for all masonry restoration work or will a bricklayer rate be provided? To be answered by Contracting Officer.

1.9 Quality Assurance (B)

States:

REHABILITATION OF HISTORIC BRICKWORK AND AN INTERNATIONAL MASONRY INSTITUTE HISTORIC MASONRY PRESERVATION CERTIFICATE (OR APPROVED EQUAL) AND SHALL PROVIDE EVIDENCE OF

CERTIFICATION PRIOR TO THE START OF THE PROJECT.

International masonry institute Certification is for Union masons only. Very few masons would take a " approved Equal" certificate program. Most masons learn from on the job training. Will you consider previous experience to meet this? No, the preservation certification is required by the VA for historic restoration work.
