BLOCK 14. DESCRIPTION OF AMENDMENT/MODIFICATION (continued)
(a) The purpose of this amendment is to respond to Request for Proposal (RFP) questions and comments in relation to Consolidated Program Support Services (CPSS), Program, Planning, and
Control (PP&C). Responses to questions/comments are provided in Attachment A, Responses to
Industry RFP Amendment P00002 Questions. Resulting changes to the RFP are provided in
Attachment B, Summary of Changes between Amendment P00002 and Amendment P00003.
(b) The period for questions or comments relative to this acquisition has closed. At this time, the
Government is no longer accepting additional questions or comments in relation to the solicitation.
(c) Except as provided herein, all other terms and conditions of this solicitation remain unchanged.

Date for Receipt of Proposals or Quotations
Amendment 2 resulted in significant changes to Attachment_L-
1__Excel_Pricing_Model_(EPM) that require re-work of our pricing proposal. Additionally, response to Question 4 will require that we include at least one additional table to Volume I –
Mission Suitability.
In light of these significant changes, we ask that the Government extends proposal due date by two weeks and adds 5 pages to
Volume I – Mission Suitability page limit, for a total of 75 pages.
We kindly request response to extension request by tomorrow
(Friday), to allow us to plan timely delivery of our proposal.
The proposal due date is extended to November 18, 2019, as part of this amendment. An additional table within the Mission
Suitability volume was considered when the revised page limitation for this volume was established. Therefore, the limitation established for the Mission Suitability volume remains unchanged.

Since Past Performance was desired by the Government for delivery on October 24th, if an offeror delivered on that date, can that offeror provide a replacement for the responses to the changes made in Amendment 1 and 2 in the instructions of the
Past Performance Contracts Summary Matrix? Would the
Government desire change sheets for these pages or a replacement of this section to maintain page count?
Yes.
Should the offeror elect to resubmit previously provided proposal information, such resubmission shall be by provision of new USB drives containing all required proposal volumes
(i.e., no individual electronic page replacements) in accordance with NFS 1852.215-81, Proposal Page Limitations, paragraph
(b)(1).

The Government states – No additional tables are considered necessary unless offeror will reassign work between Option
Periods. In the RFP, the Government dictates that WYE levels will change in Option Period 1, 2 and 4. Therefore, the offeror is required to reassign WYE levels. To answer the Governments request as written, it requires two more tables. Each table is of significant page allocation. Would the Government please consider allowing additional pages to account for these extra tables or, a solution would be to change the WYE levels from numbers to percentages? If percentages are used, then only one table is needed and page allocation is saved.
Amendment 0002 indicated that additional tables are required only if the offeror will “reassign the work from one company to another” between option periods. Offerors are not required to reassign effort from one company to another simply because
WYE requirements do not remain static across all contract years. Therefore, the limitation established for the Mission
Suitability volume remains unchanged.

The Government states - “…for whom past performance reference contracts or subcontracts are submitted.” An offeror can have more subcontractors than is reflected in the past performance summary matrix, that could perform PP&C or SME
IDIQ services. If they have planned assignments and are not in this table then it is impossible to equal 100% as stated in this requirement. Can the Government please remove the table must equal 100% requirement?
Table is revised as part of this amendment to delete the total percentage line.
5 As a follow up to Government’s answers to questions via Amendment
Please clarify instructions for submittal of subcontractor sealed packages. Government’s answer to Question 19 indicates that
“Subcontractors which consider information contained on the
Attachment L-5, Personnel and Fringe Benefit Forms, to be proprietary shall submit these forms through the offeror via sealed envelope”.
Kindly confirm that subcontractors cannot submit sealed packages directly to the Government.

Government.
6 80MSFC19R0010 Amendment 0002 We noticed that beginning with the DRD’s, page J-2-1, the header did not reflect Amendment P00002 but Amendment
P00001.
Also note that the contract number in the header for the PO section is stated as 80MSFC19P0020 not 80MSFC19R0010.
Please advise if offerors are to correct the amendment number in the Contract Volume.
This is corrected for Amendment P00003.
The number header in the Purchase Order is correct. The
Purchase Order number is 80MSFC19P0020 and should not be revised.
7 Section M, Security Classification
Requirements
Please tell us what the process is for obtaining Top Secret Facility
Clearance (FCL).
NASA does not issue Facility Clearances (FCL) to industry.
NASA is one of 31 Executive Branch agencies which delegate industrial security services to the Secretary of Defense. The
Defense Counterintelligence and Security Agency (DCSA) is the Cognizant Security Agency (CSA) responsible for issuing facility clearances to industry based on a bona fide need for access to classified information. If your company previously had an FCL issued from the Department of Energy (DOE), that
FCL is not accepted by NASA since NASA utilizes the DoD as its CSA for industry clearance.
In order to be processed for an FCL, companies must be sponsored by a Government Contracting Activity (GCA) or another cleared contractor. Information on this process can be found at https://www.dcsa.mil/mc/ctp/fc/.
Questions about the FCL process, including the length of time necessary to obtain such clearances, may be submitted to the
DCSA Knowledge Center at 888-282-7682, Option #3.
ATTACHMENT B – SUMMARY OF CHANGES BETWEEN AMENDMENT P00002 AND AMENDMENT P00003
This attachment delineates changes made to the RFP Amendment P0002, which was posted to FedBizOpps on October 30, 2019. The changes are a result of comments and questions received from industry and internal reviews. These changes represent all significant changes, but are not intended to be all-inclusive. Grammatical, typographical, and other non-substantive changes have been corrected throughout the RFP.
