PWS Overview
The purpose of the PWS is to set forth CPSS PP&C requirements, as well as Programmatic SME support services
PP&C services includes PP&C integration, earned value management (EVM), cost estimating and cost analysis, resource data storage and retrieval library, scheduling, and risk management.
SME support services provides highly qualified expertise to program management including, but not limited to, mentoring, strategic program and project planning and alternatives analysis, program cost and schedule projections, project review, and special studies as requested by the Government.

The technical requirements for this solicitation are provided in three sections of
Attachment J-1, Performance Work Statement (PWS):
Section 4.0, PP&C Technical Requirements (including 4.1 through 4.6) – which describes the scope of work for the PP&C support services.
Section 6.0, Programmatic SME Technical Requirements – which describes the scope of work for the SME support services.
Appendix A, Center Specific Mission Requirements – which gives the Center-specific organizational requirements (further defined requirements within the scope of Section 4.0).
The labor categories and work year equivalents (WYEs) necessary to meet the requirements specified in Attachment J-1, Appendix A, Center Specific Mission
Requirements, are provided in Attachment J-1A, Mission Labor Requirements.
For the mission services work on this contract, the Contractor will not be proposing labor categories or WYEs (the Government has included this as a requirement).
The definitions for the labor categories are provided in Attachment J-3, Labor
Category Descriptions.

The potential IDIQ task order requirements in Attachment L-2, Projected Task Order Requirements, are anticipated to begin on or about the effective date of the contract and initiated and awarded during phase-in via the Government-provided Task Order Management System (TOMS).
The PP&C task order requirements currently include support to AFRC, ARC, and
GRC.
The Programmatic SME task order requirement requires access to classified information up to the Top Secret (TS) level, to include access to Sensitive Compartmented Information (SCI).
The Government is not obligated to award these task orders. This list does not exclude any Center from adding IDIQ efforts during phase-in for PP&C or Programmatic SME support.

Contract Type: Firm-fixed-price (FFP) for PP&C Mission Services and IDIQ task orders and time and materials (T&M) for the Programmatic SME IDIQ task orders. Performance-based deductions apply to the contract in its entirety.

Contract will include a one-year base period and four one-year option periods as follows:

Work under this contract will be performed at the following locations:
MSFC Mission Service work will be performed at MSFC, NASA HQ, and KSC. (Locations are identified with the MSFC requirements in Attachment J-1, Appendix A, Center Specific Mission Requirements, and Attachment J-1A, Mission Labor Requirements.
JSC Mission Service work is anticipated to be performed only at JSC.
Mission Service work may be performed at other locations as may be approved in writing by the Contracting Officer.
IDIQ work may be performed at any location as specified in subsequent awarded task orders.

♦ At contract start, work will be required for MSFC and JSC. Some MSFC Mission Service requirements will be performed at NASA HQ and KSC. It is anticipated that work will be required at AFRC, ARC, and GRC as identified in Attachment L-2, Potential Task Order Requirements. The offeror should be familiar with the security and badging requirements for each of the respective locations.

♦ It has been determined that this acquisition may give rise to an OCI.
Based on the known requirements provided in Attachment J-1, and anticipated task order requirements, the offeror shall identify known or potential OCIs and include them in their OCI plan, along with resolutions to the known or potential OCIs.
♦ The OCI plan will not be evaluated as part of Mission Suitability but will be considered as an eligibility requirement. If the submitted plan cannot be made acceptable to the Government, the offeror will be considered ineligible for award.
♦ A list of all current NASA contracts and subcontracts shall be provided by the offeror to aid the Government in the evaluation of known or potential OCIs.
Organizational Conflict of Interest (OCI)

An ostensible subcontractor is a subcontractor that performs primary and vital requirements of a contract or a subcontractor upon which the contractor is unusually reliant.
To ensure compliance with the Small Business Administration’s (SBA) Ostensible Subcontractor Rule (reference 13 C.F.R. § 121.103 for how the SBA determines affiliation), all aspects of the relationship between the offeror and any proposed subcontractor should be considered to ensure the proposed subcontracting arrangement(s) is in compliance.
A violation may result in an offeror being determined ineligible for award by the SBA which is considered the final authority for determining compliance with the requirements of this rule.

Training for employees and subcontractors shall be the responsibility of the Contractor.
Centers are not obligated to provide this training to Contractor personnel.

Phase-in will be no longer than 90 days, occurring prior to contract commencement on March 15, 2021.
Phase-in activities will be via a FFP purchase order (PO) referencing the awarded contract and the selected offeror’s proposed phase-in plan. The phase-in price will be limited to no more than $150,000.
The phase-in PO will include a PWS and list all deliverables required during the phase-in period as specified in Attachment J-2, Data Procurement Document.

The Government has a requirement for the Contractor to access classified information up to the Top Secret level, to include access to Sensitive
Compartmented Information (SCI) in support of the Space Launch System
(SLS) program.
An active Top Secret Facility Clearance (FCL) is required by the due date for receipt of proposals. Unpopulated Joint Venture (JV) offerors must have Top
Secret FCLs for each member of the JV by the specified proposal due date.
The Government will verify that the offeror possesses an active FCL using the
Defense Counterintelligence and Security Agency’s (DCSA) National
Industrial Security System (NISS), utilizing the CAGE code(s) provided.
No offeror will be considered for award that does not have a Top Secret level
FCL in place by the due date for receipt of proposals.

The offeror shall provide a compliance matrix (within the page limitation) that cross-references the offeror’s numbering structure and corresponding volume page number with all requirements associated with each subfactor in order to-
Assist offerors in ensuring that no Government requirement is overlooked
Assist the Government in evaluating the offeror’s response to each requirement
Offeror’s shall propose a deduction schedule associated with Performance
Element 2 of Attachment J-8, Performance Requirements Summary, along with associated rationale which will factor in the evaluation.
The proposed Staffing Approach shall address the offeror’s approach to attract, recruit, and retain specialized personnel with the requisite unique skills and capabilities.
The proposed Total Compensation Plan shall be included as part of the proposed
Staffing Approach.

♦ The Excel Pricing Model (EPM) provided as Attachment L-1 in the solicitation shall be utilized to prepare the offeror’s Price proposal. The EPM is designed to allow for calculation of the offeror’s total price (i.e., Tab A-1, Cell G35). Offeror’s shall ensure that the total price reflects the offeror’s intended price.
♦ Values calculated in the EPM shall be used for the fill-ins in Volume IV - Contract (i.e., Clause MSFC 52.216-92, Matrix of Contract Line Items (CLINs), Attachment J-4, Indefinite-Delivery, Indefinite-Quantity (IDIQ) Rates (includes all fully burdened labor rates and other direct cost indirect rates).
♦ Offeror’s shall ensure that all required EPM data is provided, as failure to provide all required data (e.g., IDIQ labor rates for all labor categories for all years of performance, for all Centers) could adversely impact the offeror’s Mission Suitability score or result in a determination that the proposal is unacceptable.
♦ Phase-in efforts, performed under a separate purchase order (with a max value of $150K), will not factor in the best value determination.
♦ Follow the instructions in the EPM carefully to avoid deleting, changing, or corrupting any of the Government’s provided formulas.

♦ Submit no more that five references for past performance (contracts and/or subcontracts) for the offeror and major subcontractors.
Note: At least two references should be for the offeror.
♦ Past Performance is limited to contracts (or subcontracts) held within three years of the due date of proposals.
Each reference contract shall have a minimum performance of six months within the three-year period.
Performance of effort outside the three-year period will not be evaluated.
♦ This factor will not be numerically scored but assigned a confidence level rating. A rating of Neutral will be assigned for an offeror without a record of relevant past performance (FAR Subpart 15.305(a)(2)(ii) and (iv)).
