BLOCK 14. DESCRIPTION OF AMENDMENT/MODIFICATION (continued)

(a) The purpose of this amendment is to respond to Request for Proposal (RFP) questions and comments in relation to Consolidated Program Support Services (CPSS), Program, Planning, and

Control (PP&C). Responses to questions/comments are provided in Attachment A, Responses to

Industry RFP Amendment P00002 Questions. Resulting changes to the RFP are provided in

Attachment B, Summary of Changes between Amendment P00001 and Amendment P00002.

(b) In relation to Section L, Provision MSFC 52.205-90, Designated Point of Contact, paragraph

(b), the period for questions or comments relative to this acquisition has closed (i.e., questions and comments relative to this acquisition were previously due no later than 2:00 p.m. Central

Time, October 24, 2019). At this time, the Government is no longer accepting additional questions or comments in relation to the solicitation, as released on October 4, 2019, or the

Amendment P00001, as released on October 25, 2019. That notwithstanding, new questions or comments are conditionally permitted, provided they are limited to Amendment P00002 changes/information contained herein. Submission of questions or comments in relation to

Amendment P00002 shall be submitted via email to the designated point of contact (in accordance with the aforementioned provision), no later than 2:00 p.m. Central Time, October

31, 2019.

(c) Except as provided herein, all other terms and conditions of this solicitation remain unchanged.

Task Order Requirements

While the Government has made it clear that the PP&C requirements for Johnson Space Center (JSC) are in the Mission Services effort effective with Option Year 1 (CLIN 0004), there remains confusion over both the timing for the initiation of the Projected Task Order requirements for JSC as well as the content, i.e. type of labor skills.

The Government’s answer to Question #11 in Reference 1) states that

JSC has approval to retain HSFTIC SOW 10.0 – Cost Estimating and

Assessments through the base year of HSFTIC and will transfer to

CPSS on or about October 1, 2021. Reference 3) states on page L-2-1

“The PP&C task order requirements below are anticipated to be initiated and awarded during phase-in period with an effective date of the contract start date (i.e. 3/15/2021) via the Government-provided

Automated Task Order Management System (ATOMS)” and lists the

JSC Projected Task Order Requirements on Page L-2-6. In addition, the JSC Projected Task Order Requirements includes PWS references to PP&C Integration, Scheduling, Earned Value Management, and

Risk Management in addition to Cost Estimating and Cost Analysis

(CE&CA).

Will the Government clarify its anticipation for the timing of the JSC

Projected Task Order requirements, i.e. during the CPSS phase-in period to begin on 3/15/21, or on or about October 1, 2021?

Additionally, will the Government clarify whether it’s only the

CE&CA that remains with HSFTIC through the base year and then transfers to CPSS by IDIQ, or is it all JSC PP&C activities will transfer to CPSS upon completion of the HSFTIC base year?

The anticipated start date for the JSC projected task orders is on or about 10/1/2021. Attachment L-2, Projected Task Order Requirements, is revised as part of this amendment. The requirements included under

Attachment J-1, Performance Work Statement, Appendix

A.2, JSC Requirements are a direct correlation to the requirements that will be included in each task order request under the JSC projected task orders in

Attachment L-2 during the base year of CPSS.

2 Amendment 1, Attachment L-1, Worksheet B-2 MSFC, Column A

Rows 43, 73, and 102 currently reference Program Analyst 2

(HQ). Should these rows reference Program Analyst 2 (Kennedy) instead? Rows 46, 76, and 105 currently reference Program Analyst 4

(Kennedy). Should these rows reference Program Analyst 4 (HQ) instead?

Please correct for consistency.

Contains a formula error (TAB A-1), Line 37 G (total) the formula should total left to right B:37:F37), however it’s off by one line the spreadsheet has B:36:F36. Are we allowed to update the formula or will you be issuing Amendment P00002, how should we processed?

No, the offeror should not change the formulas included in Attachment L-1. Cell G37 should read

“=sum(B37:F37)” instead of “=sum(B36:F36)”.

The Government has modified the PWS Missions Services Assignment

Table and incorporated a Note below the table. Since the number of

WYEs change each year as depicted in Attachment L-2, this will require a minimum of four (4) Missions Service Assignment Tables. Is it the intent of the Government that four additional pages be allocated to this new requirement?

No. Additional tables (i.e., more than two) are considered unnecessary unless the offeror will reassign the work from one company to another between Option periods. In such case, offerors shall provide a table for each year in which WYE assignments are revised. The Mission

Suitability PWS Mission Services Assignment Matrix is revised as part of this amendment.

Table from Draft RFP to final to remove PWS 4.4 and 4.6. The directions state “…assignment of all PWS elements,…”, therefore is it the intent for the Offeror to insert the missing PWS elements?

Table to now to include subcontractors with WYE assignments at JSC in Option Period 1, to be “noted” below Table. The intent of this request is unclear for situation where each subcontractor including the prime would have assignments at JSC in Option Period 1. Therefore, it seems another table would be needed for Option Period 1 WYE

Assignment Matrix. Is it the intent of the Government to require another Table or attempt to narrate the assignments in Note below existing table?

It is not the intent of the Government to require an additional Table if the narrative provided as a “Note” below the table sufficiently describes the allocation of work to the company(s) assigned to perform effort at JSC beginning in Option Period 1.

Is the PWS Assignment IDIQ Matrix only intended to show subcontractors for whom there is a past performance citation included in Section I, or all subcontractors?

The purpose of the matrix is to indicate the anticipated assignment of work for the offeror’s team for whom past performance reference contracts or subcontracts are submitted.
