TO: All Potential Offerors
SUBJECT: Draft Request for Proposal (DRFP), 80MSFC19R0010, for the Consolidated Program
Support Services (CPSS) Program, Planning, and Control (PP&C) Acquisition, George
C. Marshall Space Flight Center (MSFC)
The DRFP for the CPSS PP&C acquisition at NASA MSFC has been released. The proposed procurement is to be conducted by a source evaluation board in accordance with procedures prescribed by the Federal Acquisition Regulation (FAR) and the NASA FAR Supplement (NFS).
This DRFP is issued as an acquisition planning instrument and as a means of soliciting industry comments for use in developing the final solicitation. The issuance of this DRFP does not commit
NASA/MSFC to pay any proposal preparation costs or obligate NASA/MSFC to procure or contract for these services, nor should it be construed as authorization to proceed with, or be paid for charges incurred by, performing any of the work described herein.
The purpose of this document is to assist the Government in developing the highest quality final
RFP. In accordance with NFS 1815.201, Exchanges with industry before receipt of proposals, prospective offerors are invited to: (1) comment on all aspects of the DRFP, including the requirements, schedules, proposal instructions, and evaluation approaches; (2) identify unnecessary or inefficient requirements; (3) comment on any perceived safety, occupational health, security
(including information technology security), environmental, export control, or other programmatic risk issues associated with performance of the work; and (4) identify any voluntary consensus standards that meet the Government's requirements as alternatives to Government-unique standards cited as requirements herein, in accordance with FAR 11.101 and OMB Circular A-119.
All prospective offerors should review the DRFP and submit comments and questions via email to the individual specified in provision MSFC 52.205-90, Designated Point of Contact, by 2:00 p.m.
Central Time August 21, 2019. Responses to comments or questions, which will be considered in formulation of the final RFP, will be at the discretion of the Government.

The Government does not intend to conduct an industry day briefing; however, overview charts which provide detail regarding key features of the DRFP are posted to FedBizOpps concurrent with this release or shortly thereafter.
It is the offeror's responsibility to monitor FedBizOpps for release of the final RFP and any amendments thereto. Potential offerors will be responsible for downloading their own copy of the document in its entirety.
