About this file

This document is a detailed environmental testing report for Polychlorinated Biphenyl (PCB) testing of transformer oils at the Vehicle Assembly Building (VAB) at Kennedy Space Center. The report, conducted by PbO3 Environmental Testing & Service Co., Inc. in April 2013, analyzed 12 transformer oil samples from Towers B, C, and D using Method SW846 8082. The laboratory analysis revealed that none of the samples contained PCB concentrations exceeding the 50 ppm regulatory threshold, which would have required special management under 40 CFR 761.

The samples were collected from various transformers located on different floors of the VAB, including transformers on floors 11 and 32 of Tower B, floors 10 and 31 of Towers C and D, with equipment identification numbers ranging from VA-E07-001 to VA-E22-001. The testing was part of a broader renovation project for the VAB power systems, with the goal of assessing potential environmental hazards before electrical system upgrades. The results suggest that the transformer oils tested do not pose a PCB contamination risk and can be managed under standard procedures.

Method reporting limit is 1%. Gravimetric reduction and correlative analyses are recommended for floor coverings and all non-friable, organically bound materials. Quantitative TEM is currently the only method that can be used to determine if this material can be treated as non-asbestos containing. Negative or trace results on NOB samples by PLM are INCONCLUSIVE if the acid insoluble inorganic portion is greater than 1% of the sample. This report must not be reproduced except in full with the approval of the laboratory. The EPA states that any asbestos found in vermiculite is a concern and the sample should be treated as asbestos containing material.

4.0 RECOMMENDATIONS

The EPA’s National Emission Standard for Hazardous Air Pollutants (NESHAP) regulations and the Florida Department of Environmental Protection (FDEP) Asbestos program regulate the removal and disposal of asbestos-containing building materials. The Florida Department of Environmental Protection (DEP) administers an asbestos removal program under Chapter 62-257, Florida Administrative Code. The Asbestos NESHAP has been adopted by reference in section 62-204.800, Florida Administrative Code. The program’s intent is to minimize the release of asbestos fibers during activities involving the processing, handling, and disposal of asbestos-containing material.

29 CFR 1926.1101- OSHA's Asbestos Standard for the Construction Industry does apply to the demolition/renovation of all facilities identified with asbestos containing material. The contractor will need to comply with the specific training, duties and responsibilities outlined in this CFR.

All Asbestos abatement projects must in compliance with Florida Statute Title XXXII Chapter 469. Only a Florida licensed asbestos contractor using properly trained, certified, and licensed asbestos workers can perform asbestos removal projects in Florida.

The regulations of these agencies require the removal of friable asbestos-containing materials prior to extensive renovation or demolition projects, and the removal of non-friable asbestos-containing materials that may be rendered friable in the course of renovation or demolition projects.

Florida requires the submission of a 10-Day Notification for all renovations and demolitions of facilities with at least 260 linear feet of regulated asbestos-containing materials (RACM), 160 square feet of regulated asbestos containing materials on other facility components, or at least one cubic meter (35 cubic feet) off facility components. Asbestos waste requires disposal at an approved solid waste disposal facility. Local agencies may also have specific requirements for demolition/renovation projects involving asbestos-containing building materials.

OSHA 29 CFR 1910.1001 & 1926.1101 (k) requires the communication of information concerning asbestos hazards.

Employees engaged in work activities with installed ACM may be exposed to asbestos fibers. The owner or operator should take the necessary steps to reduce the potential for disturbance.

Suspect materials not previously identified in this report may be encountered during any renovation and/or maintenance activities. If encountered all work in the immediate area shall cease. These materials should be assumed asbestos containing material until sample collection and subsequent analysis prove otherwise.

Crystalline Silica Construction workers may be exposed to hazardous dust containing silica during construction tasks, including grinding concrete, breaking concrete, and cutting block. OSHA has an established Permissible Exposure Limit, or PEL, which is the maximum amount of crystalline silica to which workers may be exposed during an 8-hour work shift (29 CFR 1926.55, 29 CFR 1910.1000). OSHA also requires hazard communication training for workers exposed to crystalline silica, and requires a respirator protection program until engineering controls are implemented. The National Institute for Occupational Safety and Health (NIOSH) found that exposure could be reduced through the use of engineering controls, including the use of local exhaust ventilation to capture dust at its source and the use of water sprays to suppress dust where it is produced.

Inspection Limits

PbO3 has performed the Client requested tasks in a thorough and professional manner consistent with commonly accepted standard industry practices, using state of the art practices and best available known technology, as of the date of the assessment. PbO3 cannot guarantee and does not warrant that this Asbestos Survey has identified all adverse environmental factors and/or conditions affecting the subject properties on the date of the Assessment. PbO3 cannot and will not warrant that this Asbestos Survey that was requested by the client will satisfy the dictates of, or provide a legal defense in connection with, any environmental laws or regulations. It is the responsibility of the client to know and abide by all applicable laws, regulations, and standards. The results reported and conclusions reached by PbO3 are solely for the benefit of the client. The results and opinions in this report are based solely upon the conditions found on the property as of the date of the Assessment, will be valid only as of the date of the Assessment.

Please note that the test results relate only to those homogeneous materials tested. If conditions, or materials, other than those addressed in this report are encountered during the planned renovation/demolition activities, PbO3 should be contacted to assess the potential impact of these materials or conditions relative to the findings or recommendations included herein. The survey was performed by observing suspect materials throughout the building where accessible. We must emphasize that it is not possible to look within every location of a building. The visual survey documents only general locations of suspect materials but does not determine exact boundaries. Concealed locations of asbestos may exist at the subject property, and the levels may vary from those stated in this report. There may be variations in the composition of materials which appear similar. Materials may be hidden from view and not accessible. Hypothetical examples include floor tile hidden under carpeting, and not detected by our typical examination of the area under the carpet at a corner(s) or existing hole(s), an abandoned length of insulated pipe hidden within a finished wall, an asbestos-cement sewer vent pipe in the wall behind a toilet, asbestos paper/felt between hardwood flooring and the sub-floor or old vinyl floor tile covered over with plywood and newer flooring materials. No attempt was made to disassemble equipment or demolish structural elements and finishes as this is beyond the scope of our authorized services. Visual observations were made only at convenient locations, due to these limitations, wall voids, flooring under carpet, building cavities and mechanical equipment, and other areas may contain unreported asbestos-containing materials. Suspect materials not previously identified in this report may be encountered during any renovation/demolition activity. These materials should be assumed asbestos containing material until sample collection and subsequent analysis prove otherwise.

All fire doors should be assumed asbestos containing material since disassembly of locks and/or other work to access the door insulation is not possible. We generally assume that roofing material contains asbestos, as asbestos roofing material is very common unless noted as sampled. Location and sampling of underground items, such as asbestos-cement pipes, would have been outside of the scope of the survey. Cloth wrapped electrical wiring if present, should be assumed asbestos containing material. Electrical wiring is typically not sampled unless the electrical system has been verified by our client as de-energized.

APPENDIX B LABORATORY ANALYTICAL REPORT

1. INTRODUCTION

AECOM is pleased to submit this report for a limited pre-renovation asbestos survey conducted at the Vehicle Assembly Building (VAB) Towers B, C & D, located at Kennedy Space Center (KSC), Florida (hereafter referred to as the “Site”).

The survey was performed in anticipation of a renovation project to update certain electrical panels, transformers, switchgear, and related equipment. The project was originally planned to be completed sometime around 2014 but was postponed and is now proposed for completion in 2025. A previous asbestos survey was conducted in 2013 by PBO3 Environmental Testing & Services Company, Inc. Refer to the PBO3 report dated October 18, 2013, for additional information.

AECOM’s asbestos survey was conducted on October 29 and 30, 2024 by Mr. Luis Smith, Florida Licensed Asbestos Consultant (FLAC) #AX53 with AECOM, and AHERA-accredited Asbestos Building Inspector, certificate number #0091- 002-1587, expiration date April 4, 2025. Access to the Site was provided by Mr. Robert N. Hernandez, Electrical Lead Design Engineer with National Aeronautics and Space Administration. A copy of AECOM’s asbestos certificates and licenses are provided in Appendix A.

1.1 Objective and Scope of Services

The objective of this survey was to verify the findings of the 2013 PBO3 asbestos survey and to conduct additional sampling, if warranted, to assess the potential presence of asbestos-containing materials (ACM) that may be impacted by the scheduled electrical renovation project at the Site.

1.2 Site Description

The Site comprised Towers B, C & D at the VAB designed to assemble large space vehicle components.

1.3 Limitations

AECOM’s services were provided in accordance with generally accepted environmental science, industrial hygiene, and engineering practices at the time the work was performed. No express or intended representation of warranty is included or intended in our reports, except that our services were performed with the customary thoroughness and competence of our profession.

AECOM’s survey was limited to observation, sampling, and analysis of potential ACM located in accessible interior areas of the Site. Accessible exterior areas and the roof were excluded from the scope of this survey. However, common construction techniques render portions of most buildings inaccessible. As a result, additional ACM may be present in inaccessible areas (i.e., between walls, ceiling spaces enclosed by wallboard or plaster, beneath carpeting, interior of metal fire doors, etc.) of the building that were not observed during the survey. Any suspect material identified in inaccessible areas should be presumed to contain asbestos until proper sampling is performed in those areas.

Additionally, electrical components such as wiring, switchgear, etc. were unable to be inspected or sampled due to the safety hazard.

The conclusions of this report are AECOM’s professional opinions, based solely upon visual Site observations and interpretations of laboratory analyses, as described in this report. The opinions presented herein apply to the Site conditions existing at the time of AECOM’s investigation and interpretation of current regulations pertaining to asbestos.

Therefore, AECOM’s opinions and recommendations may not apply to future conditions that may exist at the Site that we have not had the opportunity to evaluate. Applicable Federal, State and local regulations should always be verified prior to work that will disturb materials containing asbestos.

This report is based on data, site conditions and other information that is applicable as of the date of this report, and the conclusions and recommendations herein are therefore applicable only to that timeframe. The scope of services performed by AECOM may not be appropriate to satisfy the needs of other users, and any use or re-use of this document, or of the findings, conclusions or recommendations herein is at the sole risk of the user. Applicable Federal, State, and local regulations should be verified prior to work that will disturb ACMs.

2. METHODOLOGY

2.1 Assessment Methods

To identify suspect ACM and presumed ACM (PACM), AECOM conducted a walk-through survey of accessible portions of the Site. AECOM did not perform destructive sampling to investigate concealed areas and suspect materials.

AECOM’s asbestos survey was performed in general accordance with the sampling protocol as outlined under AHERA (40 CFR 763). Approximate quantities of suspect materials were estimated by field measurements and/or drawing scale. These estimates are not intended to be used for bidding purposes and should be verified in the field by prospective contractors.

The condition of each suspect material was noted based on the following definitions for distributed and localized damage:

Good condition = 1% or less damage for both distributed and localized damage, Fair condition = >1% to 10% damage if distributed or >1% to 25% damage if localized, Poor = >10% damage if distributed or >25% damage if localized.

The condition and friability (i.e., able to be readily crumbled, pulverized, or reduced to powder by hand pressure when dry) of suspect ACM were also noted. Friability of each sampled material was determined by hand-touch.

Those materials identified as ACMs were further classified for the purposes of the EPA NESHAP regulation Asbestos 40 CFR, Part 61 as either a Regulated Asbestos-Containing Material (RACM), Category I Non-Friable ACM (NF-I), or Category II Non-Friable ACM (NF-II).

2.2 Sampling Methods

Suspect ACMs were grouped into homogeneous sampling areas (HSA) and categorized, according to AHERA 40 CFR 763, as thermal system insulation (TSI), surfacing material, or miscellaneous material. Representative bulk samples were collected in a non-abrasive manner by carefully removing small portions of the suspect material with a sharp knife or other hand tool suitable to the material being sampled. Due care was exercised during sampling to minimize destruction of building materials, samples were collected from inconspicuous places if possible.

Each sample was placed in a re-sealable plastic bag immediately after collection for transportation to the laboratory.

The sampling instrument was subsequently wiped with a clean moist cloth to decontaminate the tool, prevent the potential release of asbestos fibers, and prevent contamination of subsequent samples. Following the collection of each sample, the sample location was patched, where applicable. Samples were numbered in the order they were taken.

Data pertinent to each sample (e.g., date, sample number, material description, material quantity, and material condition) was recorded on a field data sheet. AECOM developed a sampling plan, which, at a minimum, included the collection and analysis of samples as follows:

Thermal System Insulation (TSI): In a randomly distributive manner, a minimum of three (3) samples of each suspect material in each HSA were collected. At least one (1) bulk sample from each HSA of patched TSI was collected if the patch was less than six (6) square feet (SF).

Surfacing Material (SM): In a randomly distributive manner, a minimum of three (3) samples were collected from each HSA that was 1,000 SF or less. A minimum of five (5) samples were collected from each HSA that was greater than 1,000 SF, but less than or equal to 5,000 SF. A minimum of seven (7) samples were collected from each HSA that was greater than 5,000 SF.
