About this file
This document is an Amendment (Amendment 0004) to Solicitation No. 80KSC025R0009 for the VAB Power Phase I Tower C project at John F. Kennedy Space Center, NASA. The amendment serves three primary purposes: (1) incorporate changes to the solicitation, (2) provide government responses to bidder questions, and (3) provide an attachment of Environmental Results. Key changes include clarifying crane access limitations to the 32nd floor, confirming that equipment will need to be transported via stairwell, and addressing various technical specifications related to electrical systems, panel mounting, and construction requirements.
The amendment includes a comprehensive Q&A section addressing 31 detailed questions from potential contractors, covering topics such as wage determinations, drawing clarity, electrical panel specifications, equipment transportation, asbestos surveys, and site access. Notable responses include confirming the Quality Program Manager is a full-time on-site position, clarifying surge protection requirements for panelboards, specifying that only panels 1CLA and 5CLA are recessed, and providing guidance on transporting equipment between floors in Tower C. The amendment is dated 09/02/2025, with responses primarily addressing technical clarifications to ensure bidders have accurate and complete information for preparing their proposals.

GOVERNMENT RESPONSE
8/27/2025
E-001 general note 37 states : CRANE ACCESS IS NOT AVAILABLE TO 32ND
FLOOR. EQUIPMENT WILL NEED TO BE TRANSPORTED THROUGH
STAIRWELL. REFER TO SHEET E-060 FOR ADDITIONAL INFORMATION, but E 60 in phase 2 step 1 states to “CONTACT COR TO COORDINATE CONTRACTOR
PROVIDED CRANE FOR LIFTING OF DISTRIBUTION PANEL AND OTHER
EQUIPMENT AND CABLE TO THE 32ND FLOOR AND OF BRINGING DOWN
DEMOLISHED EQUIPMENT. ERECT RIGGING, AS REQUIRED, TO
ACCOMMODATE LATERAL TRANSITION FROM CRANE TO 32ND FLOOR.” –
which is correct? Please advise.
Disregard note on sheet E-060. Crane access to 32nd floor is limited and preferred path via stairway is shown on drawing. Contractor can suggest alternate method for transportation of new and removed items. New panelboard and existing removed items (32nd floor) would be transported using stairs. See Amendment 0004.
15 8/27/2025 Admendment 01 - Wage Determination The FL20250106 wage determination provided with the solicitation seems to not have the correct wage rates for the SOW construction type. Past projects with similar scope utilized a DBA FL20250001 with Electrician code ELEC0222-001 and ELEC0756-001.
What wage determination should be utilized?
The accurate Davis Bacon Act wage determination to be utilized is FL20250196 modification 4 - Heavy.
