STATEMENT OF WORK

PCN99776: Replace Broken Lights and Poles VAB West Parking Lot (K6-0848)

SCOPE

Summary: This project will replace broken utility light poles and LED lights at VAB West Parking Lot (K6- 0848). The poles were previously broken from 2022 Hurricane Ian.

VAB West Parking Lot (K6-0848):

• Install (2) new coated aluminum light poles 40’ in length, typical round pedestal mounted.

• Install (1) new coated aluminum light poles 30’ in length, typical round pedestal mounted.

• All poles shall be mounted to approx. 20”H x 16”W square standoff to allow for bolting down pole to concrete pedestal and terminating wires. Materials shall be made for sea-coast environment. New poles shall be mounted to existing concrete light pedestal.

• Install new LED light fixture, which includes conduit and conductors mounted to pole.

• Enviorlux L70 - 293W;277V Amber LED Light will be provided by the Government (GFE) for only light poles LGHT01752 & LGHT01753.

• Contractor shall replace lighting fixture and lamps with LED on the 40’ pole, LGHT01751. Existing lights are dual fixture swivel 20”W x 20”W 1000W HPS. New fixture shall be 700-750W equivalent Amber LED (sea-turtle safe spectrum).

o Hardware submittal required for review.

• Power panel feeding lights to be validated by VAB FM, local outage.

• Existing pedestals shall be re-conditioned on surface, which includes leveling surface and new mounting hardware.

• There is existing power fed through the concrete pedestal. Power terminations shall be made at this junction.

• Pole is to be re-labeled, per SME label data or government provided property/ID tag.

The above strikethrough scope has been re-written based on the site review and discussion with Stakeholders. For simplistic clarity, new scope for the original outlined (3) poles is re-addressed below in red font.

• Install (3) new concrete light poles 25’ in length above grade. Utilize the provided pole specification or select an approved equivalent.

o D525XL-SG-EA-3T; Direct Burial 500 Series Concrete Pole or equivalent.

o 25' Above Ground, (minimum) 7' Burial o Neutral Gray or Tan Color o Etched Finish with Acrylic Sealer o Tenon that is compatible with fixture support hardware.

o Hurricane Rated o Light Pole #s: LGHT01751; LGHT01752; LGHT01753

• Contractor shall provide and install new quad style LED lights that are sea-turtle/wildlife safe amber spectrum. Utilize the provided light specification or select an approved equivalent.

o DSX Lithonia LED Fixture or equivalent.

o Sea coast environment resistant paint finish.

o 480V Rated Power Feed o Quad Style = 4 LED fixtures per light pole (total of 12 lights for 3 poles), 4 @ 90 o Photocell not required, existing circuit functions on a timer.

o Dimming option is acceptable, but not required.

o BAA Compliant o 125-150W fixture (each) o Photometric analysis of area not required. This is general lighting of area. Non-emergency or not security egress dependent.

o Contractor to provide and install all mounting hardware.

• Remove existing light pole concrete base (total of 3) and perform basic grading to match existing area. Area is mainly gravel/dirt/crushed rock base.

o Ensure existing power wiring is traced and safe prior to demo of base.

o Discuss drilling plan for placement of new light poles with COR, Facility Manager, and

Environmental Point of Contact (EPOC).

• KSC to provide utility locate service for tracing existing conductors from existing concrete pole base to new hand-hole and pole placement.

• Each pole shall have minimum one new hand-hole that intersects existing conductor feeds, utilizing waterproof/underground bonding connections and proper grounding.

o Additional hand-holes may be required pending on placement of the light pole.

• Contractor can use minor discretion to determine exact field location of new pole.

o Each new light pole shall be within proximity of the existing concrete bases.

• No bollards required.

• Mandatory Inspection Point: Pole auger depth and installation per manufacturer specification, by Construction Inspector.

• Lights will utilize existing circuit(s) and will require planned outage and circuit LOTO. Power outage scheduled through Construction Inspector. Verify zero energy prior to working.

ENGINEERING

• No special engineering required for this project. This is like-for-like replacement.

• This work maintains existing power sources (no upgrades needed) and repairs existing configurations.

• Field verify with local Facility Manager and COR the applicable power panels and circuits prior to commencement of field work and LOTO.

IMPLEMENTATION

• Work to be performed during standard hours of Operations, M-F 1st Shift.

• Daily coordination required with Facility Manager.

SUBMITTALS

Preconstruction:

• Standard Lockout-Tagout scheduling/coordination.

• Contractor will submit adequate material list for PM/SME approval prior to project start.

• Provide Site Specific Safety & Health Plan for review and approval prior to commencement of services.

Closeout:

• As-built/redline drawings as required.

• Final punch list with all required signatures.

STANDARDS

• Work shall comply with standards provided in “Requirements for Low Voltage Electrical Work at KSC” located in base contract.

BADGING

• TAA is required to access VAB.

o VAB Perimeter access is required to access the light poles. All work outside of facility, but within perimeter fence.

INSPECTION

• Inspections shall be provided by the Government, in accordance with the Special Conditions of this contract. The Site Inspector may at any time review current work conditions and must approve of progress, milestones, daily logs, etc. The Contractor is to participate in the final acceptance walk down and complete any punch list items as required, to ensure a fully operational system.

PROJECT CLOSEOUT

• To be conducted per the Project closeout section of the base contract

PERIOD OF PERFORMANCE: 120 calendar days from award date (includes time for lead-time hardware).
