1 Section L L.14 (a) 78 Section L.14(a) shows the Contract Phase-In Plan and Total Compensation Plan in Volume IV; however Sections L.15.2(a)(3) and L.15.2(a)(4) provide instructions for the Total Compensation and Phase-in Plan in the Mission Suitability Volume. Clarify whether the Total Compensation Plan and Phase-In Plan should be included in Volume I (Mission Suitability), Volume IV (Plans and Other Data), or both. Please update instructions accordingly.

4 Section L L.15.1 (b) 81 Paragraph L.15(b) is unclear. It identifies seven areas to "provide the technical approach to." These seven areas are subsets of the larger PWS.

Please clarify which of the following approaches is desired:

a) to highlight these seven as part of the overarching PWS approach;

b) include only these seven as representing the entire PWS; or

c) other interpretation We do not see a requirement to address the entire PWS. Please confirm that only the items lised in L.15(b) will be evaluated and included in the scoring.

Refer to provisions L.15 and L.15.1 for instructions and provision M.3.1 paragraph (b) for evaluation criteria.

There are many requirements specified in Attachment J-1, Performance Work Statement, for which the contractor is responsible. However, in accordance with the referenced SMASS IV solicitation provisions, the Government’s evaluation will focus on a select number of those requirements.

Limiting proposal requirements to specific technical requirements will facilitate an effective and efficient selection of an offeror who can demonstrate best value to the Government in the key areas that are essential for successful contract performance.

5 Section M M.5 (b) 99 Please clarify if a major subcontractor's experience with identical size, content, and complexity will be weighed equally in terms of relevancy and confidence as the prime's.
