About this file
This document contains an attachment to a Request for Proposal (RFP) for safety and mission assurance support services for NASA's Kennedy Space Center.
The attachment provides pricing templates for offerors to submit proposed labor rates and pricing for the SMASS IV contract. It includes worksheets for offerors to input fully burdened labor rates by labor category for the base period of performance and two option periods. Additional worksheets are provided for flex labor rates by best estimated quantity, other direct costs by contract line item number, and total pricing summaries. Instructions are included on each worksheet tab for offerors to follow in completing the templates as part of their proposal submissions. The templates capture all necessary pricing elements to allow for a comprehensive evaluation of proposed prices. The SMASS IV support services are to be performed at KSC and other NASA centers in areas including system safety, quality assurance, mission assurance, and various engineering disciplines. The RFP is anticipated to be released on April 11, 2022 with proposals due on May 24, 2022.

Instructions
SMASS IV Proposal Preparation Instructions, by worksheet tab:
Note: SMASS IV Base Contract Period of Performance (PoP) includes CLIN 1 for Base Period (2/1/2023-9/30/2024), CLIN 2 for Option Period 1 (10/1/2024-9/30/2026), and CLIN 3 for Option Period 2 (10/1/2026-1/31/2028). Period of Performance breakout table by PoP is available in worksheet tab "SMASS IV FBLR (Base & FLEX)"
"SMASS IV FBLR (Base & FLEX)" worksheet tab:
This worksheet tab requires Prime offeror to input their Labor Classification in column A. This worksheet details the Government provided Base Contract level-of-effort (LOE) labor hours and FLEX LOE Best Estimated Quantities (BEQs) (column: D, G, & J) in accordance with the SMASS IV RFP Attachment L-02 LOE Hours. BEQs are for evaluation purposes only and are not a limit or guarantee of future work nor do they represent an obligation, commitment, or amount to be ordered by the Government. Offeror is required to input the offeror's proposed fully burdened labor rate (thru Profit) in accordanc with RFP L.16 for each Labor Classification being proposed (columns E, H, & K) for each PoP (Base Period, Option 1, & Option 2). See Note 2. The SMASS IV fully burdened labor rates (thru profit) dollars are calculated for Base Period, Option 1, and Option 2 (Columns F, I, L). Fully burdened Labor Rates developed for base contract are auto populated for Flex labor (Specialist 1 is unique to FLEX only) to maintain consistency, as required by the Government. Offeror is required to input a fully burdened labor rate (thru Profit) for the flex labor classification "Specialist 1". Prime offeror is responsible for a comprehensive proposal submittal to the Government for all proposed labor rate(s) per hour, to include all subcontractors, based on it's proposal strategy (i.e., this worksheet tab must represent a fully integrated pricing strategy to include all subcontractors).
Note 1: The offeror has the ability to modify the fully burdened labor rate (thru Profit) input cell formulas (columns E, H, & K) in accordance with the offeror's accounting system and disclosed practices. The offeror has the ability to utilize the "Other - Equivalent Government Labor Classification Title " row for any proposed additional Key Personnel and/or PMO positions. The Attachment L-02, Level of Effort Hours does not include PMO positions. Refer to RFP L.16 for PWS section 2 requirements.
Note 2: This worksheet tab may include inputs from the Prime offeror to include one or more "Blended" rate(s) based on the potential of combination of Prime offeror and subcontractor(s) fully burdened labor rate(s).
Note 3: The Government purposely listed the Specialist 1 position in Base LOE with no hours assigned. Its purpose is to serve as a place holder in the event that this position is required to support Flex activity during contract execution.
Note 4: If utilized, the Offeror's "Other" labor classification hours (see row 14) will be in addition to the LOE Hours provided in Attachment L-02, Level of Effort Hours.
"Prime Base FBLR" worksheet tab:
This spreadsheet tab is informational only in accordance with NASA FAR 1815.403-3(b), and will not be evaluated by the Government for this SMASS IV solicitation. Inputs are specific to the Prime offeror only and its fully burdened labor rate development without regard to any "Blended" rate(s) the Prime offeror might have used in the "SMASS IV FBLR (Base & FLEX)" worksheet tab. Offeror is required to input the following for each PoP (2/1/2023 - 1/31/2028): (a) Base labor rate per hour for each Labor Classification being proposed (columns C, F, and I); (b) All applicable indirects (e.g. fringe, overhead, general and administrative, etc.) and profit which sums a dollar per hour amount (columns D, G, and J); and (c) Government provided a formula (columns E, H, and K) which calculates a fully burdened labor rate (thru Profit), offerors may alter or change the provided formula as deemed necessary.
Note: The "Attachment L-04.1 Subcontractor Labor Rate Details Template" is required for all subcontractors, regardless of dollar value. As applicable, proposed subcontractor(s) have the option of submitting their Attachment L-04.1 Subcontractor Labor Rate Details Template electronically, through the Offeror, or directly to the Government via EFSS box in accordance with the due date, time, and location for delivery specified in this solicitation (RFP L.12).
"SMASS IV Base Other Direct Cost" worksheet tab:
The Government's provided plug numbers for each PoP (Base Period, Option 1, & Option 2) are detailed in the "SMASS IV Base Other Direct Cost" worksheet tab and are in accordance with the SMASS IV RFP. Prime offeror shall not alter the Government provided number (upward or downward) in any manner. Refer to B.4 Non-Proposed Other Direct Costs (ODCs) Values for more information.
"SMASSIV Base & FLEX Total Price" worksheet tab:
This worksheet tab requires no Prime offeror input. The first table in this worksheet tab summarizes the SMASS IV Base and FLEX pricing by Period of Performance for Base Period (2/1/2023-9/30/2024), Option 1 (10/1/2024-9/30/2026), and Option 2 (10/1/2026-1/31/2028). The second table in this worksheet tab summarizes the SMASS IV Base and FLEX fully burdened labor rate(s) thru profit, by Period of Performance.
