RESPONSE TO BIDDER QUESTIONS:
1. REFERENCE: Drawing 79K40361, Sheet MC703, Cryogenic System Parts List: Tag A603306, Control Valve (Mfr: XOMOX) P/N 12"-801FC-66X-ST-CT4-A- NEED TO SPECIFY ACTUATOR AND STEM EXSTENSION WITH PNEUMATIC ACTUATOR, FAIL CLOSED.
Drawing 79K40361, Sheet MC703, Cryogenic System Parts List: Tag A603307, Control Valve (Mfr: XOMOX) P/N 3"-801FC-66X-ST-CT4-A- NEED TO SPECIFY ACTUATOR AND STEM EXSTENSION WITH PNEUMATIC ACTUATOR, FAIL CLOSED QUESTION: XOMOX, the manufacturer identified as design basis or equal, has stated they could not meet the stringent seat leakage requirements the last time a NASA order was received for similar valves and have refused to quote these valves for bid. Can NASA provide an alternate manufacturer and part numbers for XOMOX Tag #’s A603306 and A603307 Control Valves?
ANSWER: NASA does not have alternate manufacturers specific part numbers. NASA has not contacted any valve manufacturers during the solicitation period about design basis components, or equal, within the solicitation for current availability. Other manufacturers of manual control valves for cryogenic service that are likely capable of providing equivalent valves include ACME, Emerson-Vanessa, PHPK, Score-Tricentric, Leusch Samson, KOSO Hammel Dahl, and Masonneilan. The identification of these manufacturers should not be construed as recommendation or as verification that they will fabricate these valves for the contractor.

QUESTION: VELAN, the manufacturer identified as design basis or equal, has responded "no bid" for these valves. Can NASA provide an alternate manufacturer and part numbers for the VELAN Tag #’s A603201, A603362, A603363, A603404, A603422, A603447 & A656389?
ANSWER: NASA does not have alternate manufacturers specific part numbers. NASA has not contacted any valve manufacturers during the solicitation period about design basis components, or equal, within the solicitation for current availability. Other manufacturers of manual control valves for cryogenic service that are likely capable of providing equivalent valves include Flowserve, Emerson-Vanessa, Score-Tricentric, Leusch Samson, and Masonneilan. Other manufacturers of check valves for cryogenic service that are likely capable of providing equivalent valves include ACME, Camtech, Powell, PHPK, Score-Tricentric, Leusch Samson, and Ratermann. The identification of these manufacturers should not be construed as recommendation or as verification that they will fabricate these valves for the contractor.

REFERENCE: DWG: 79K40361; Sheet 125 & 137 (drawings MC-300 &MC-702) and Solicitation Section J-B-79 QUESTION: The solicitation section noted above suggests launch activities from the site which will utilize the commodities we are to tie in to. This would suggest either being 100% complete to all first valves on the LH2 pipe, GHE lines, CA lines and GN2 lines at the two separate windows provided for in that section, which would make all of our lines live in close proximity of the sphere. Or, the tie-in and subsequent NDE, testing, cleaning processes will all be scheduled post launch activities with all lines shut-down and purged (Meaning no usage of existing commodities during this period). Which window will we be afforded to accomplish this work. Please confirm.
ANSWER: No period of time referenced within Solicitation 80KSC018R0016 SF1442 Continuation Clause J-B-79 is addressed relative to specific work scope's level of completion. The date ranges are also noted as "expected" and not exact. The planning and scheduling of work to minimize impacts to the period of performance is the contractor's responsibility. The coordination for connections to existing systems will depend on the completion level of the contractor's scope as inspected to be in compliance with the specific contract requirements prior to connection to existing systems. As noted in earlier responses, Solicitation 80KSC018R0016 SF1442 Continuation Clause I.12 indicates the contractor will be provided no utilities, which would include no use of these commodities. The expectation would be that the new work has been capped, tested, and cleaned prior to tie-in at points of connection on existing systems. Cleaning, testing, and other procedures are required to be submitted by the contractor for review and approval by NASA.
1. Reference Specification: 79K40362; 09 97 13.00 98 Para. 3.7 (Coating schedule) QUESTION: Coating schedule does not address the Aluminum piping and vaporizers at the vaporizer farm. Please confirm no coatings are required on this piping and equipment. Please advise.
ANSWER: Coatings are not required for the aluminum piping or vaporizers.
1. REFERENCE: DWG: 79K40361; Sheet 58 (Drawing M-401) QUESTION: Please reference drawing M-401 where tie-ins to active/existing lines for are identified. Specifically, we will need to be made aware of system boundaries for the ½” GN2 and the ¾” GHE lines which have no isolation provided at connection point. When these offsets or tees are cut in, the lines will need to be cleaned to their first isolatable points. Note this may be an opportune time to add a valve for the GHE tap and the GN2 (1 ¼” line for zoning. The CA and 1 ¼” GN2 can have all of their new installation cleaned and connected with clean install protocols in place. How much of the existing ¾” GHE and ½” GN2 will need to be cleaned? Please confirm.
ANSWER: Assume 1,200 feet of 1/2" GN2 lines and 1,200 feet of 3/4" will be required to be cleaned. Refer to Drawing 79K40361 Sheet M-701. The end point equipment supplied by the new lines have isolation valves on the upstream sides, whether standalone or in each panel. While the tee into the existing lines for each system could have a control valve added for isolation of the new work downstream, cutting in the tee would still drive requirements to clean and test the next sections of existing pipe able to be isolated. Adding valves on either side of the tee in the existing line would still require cleaning and testing the existing line because attachment to the existing line occurs on both sides of any valve.
