REPORT SUMMARY:
Asbestos containing materials (ACM) are present in the pipe/flange gasket material identified in sample Area 2.
This material is subject to OSHA 29 CFR 1926.1101 Asbestos in Construction regulations and EPA’s Asbestos NESHAP (40 CFR 61) requirements as specified below.
Hazardous metals and PCBs are present above analytical detection limits in the paint coatings in sample areas 1, 2, and 3. Based on the materials present in the paint coatings, the identified surface coatings/paints are subject to federal, state and local occupational health protection and environmental requirements as specified below.
The IMSS Industrial Hygiene Office performed an inspection/evaluation for Asbestos, Hazardous (total) metals and polychlorinated biphenyls (PCBs) of suspect materials and surface coatings in the subject area per your request. The purpose of this inspection was to evaluate the potential hazards associated with the suspect building materials/coatings and provide health protection recommendations for work involving renovation activities.
The survey area consisted of three specific locations along the east perimeter of the LC39B pad compound and specific materials as requested in RFQNE2016-101.The suspect materials observed were categorized by type and homogeneous area. A homogeneous area contains material that is uniform in color, texture and appearance, was installed at approximately the same time, and is believed to consist of only one type or formulation of material. The survey was performed by visual inspection of suspect materials and obtaining representative samples from randomly selected areas.
Seven suspect homogenous asbestos containing materials and seventeen suspected hazardous metals paint coatings were identified and inspected by this office. The visual survey determines’ only general locations of suspect materials and may not determine exact boundaries. No attempt was made to disassemble equipment or to demolish structural elements.
Visual observations were made at accessible locations in the three specified sample areas identified in Attachment 1.
Asbestos The asbestos survey was performed in accordance with AHERA protocols and samples were analyzed by a National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory using polarized-light microscopy (PLM)), EPA/600/R-93/116; Method for Determination of Asbestos in Bulk Building Materials. The asbestos inspection consisted of identifying suspect asbestos containing materials associated with the three specified survey areas. A total of seven suspect ACBMs were identified in Sample Area 2. Inspection/survey results indicated asbestos is present in one of the homogenous materials identified in this area as summarized in Attachment 2. The identified pipe flange gasket (MG06) is a friable material that must be handled/disposed of during renovation/demolition activities in accordance with OSHA’s Asbestos Construction Standard (29 CFR 1926.1101), EPA’s Asbestos NESHAP (40 CFR 61), Florida Statute (Chapter
469) and NASA KNPRs (1840.19, 8715.7 & 8500.1) requirements. Personnel assigned work in these areas must be provided hazard notification of the presence and locations of the identified asbestos containing material. Appropriate work practices (wet methods, HEPA vacuums), personal protective equipment (PPE) and worker training must be used during disturbance or removal of the identified ACM to ensure adequate fiber control and employee health protection during the planned renovation activities.

Hazardous Metals/PCBs Bulk samples representative of the specified homogenous suspect paint coatings were obtained and submitted to accredited laboratories for analyses. A minimum of three or more samples (per KNPR 1840.19) representative of the homogenous coatings were obtained of sufficient volume (10-15 grams) to provide analytical detection limits. The paint coatings were analyzed by an American Industrial Hygiene Association (AIHA) accredited laboratory for analysis of total metals and PCBs. Seventeen different homogenous paint coatings were observed (Attachment 3) to be present throughout the three areas inspected. The paint coatings were similar in appearance, color and use, and were considered homogenous for this evaluation. Sampling was performed to remove all paint layers down to the bare metal substrate for analysis. The samples were collected from various random locations within the homogeneous areas identified to ensure similarity based on color and use. Total metal analysis for Barium (Ba), Cadmium (Cd), Chromium (Cr), Lead (Pb), Mercury (Hg), Hexavalent Chromium (Cr6) and PCBs were performed on the suspect paint coatings. As verbally reported to you, the laboratory analysis results indicated that hazardous (total) metals (Ba, Cd, Cr & Cr6, Pb, Hg) and PCBs (Aroclor 1254, 1248 & 1260) are present above analytical detection limits in the suspect coatings.
Based on the hazardous (total) metals detected to be present, the disturbance of the metal and concrete surface coatings within sample areas 1, 2 and 3 are subject to federal, state and local health protection requirements. The concentration of total metals (Ba, Cd, Cr, Cr6, Pb, & Hg) present in the paint coatings may be sufficient to generate airborne respirable aerosols above the permissible exposure limit during renovation activities. Disturbance of the identified paint coatings is subject to OSHA’s substance specific standards for; Lead (29CFR1926.62), Hexavalent Chromium (29CFR 1926.1126), Cadmium (29CFR 1926.1027), PCBs and other metals (29CFR 1910.1000) to ensure personnel health protection.
The potential for personnel exposure to hazardous metals and PCBs found in the paint depends on the location work is performed, methods of removal/disturbance and protective control measures used. Personal protective equipment and work practices must be used to minimize dust generation and ensure adequate protection of the workers as well as adjacent, unprotected personnel when disturbing the identified paint coatings. Worker training, work practices, air and medical monitoring is required when removing/handling the subject coatings. PCB health protection will depend on the method of removal used and level of disturbance.
Personnel disturbing these paint coatings must utilize PPE based upon anticipated level of disturbance, which may include respiratory protection, protective clothing, gloves and use of good hygiene practices to prevent/minimize direct skin contact, such as washing hands prior to breaks/lunch, etc. and at end of the day. Please refer to the applicable OSHA and KNPR standards for additional requirements.
It should be note that these analysis results were for determination of employee health protection requirements during the planned renovation project only. Disposal of waste generated from this project must be in accordance with environmental regulations and KNPR 8500.1.
