QUESTION & ANSWERS 5/9/18
RESPONSE TO BIDDER QUESTIONS:
1. REFERENCE: RFP Attachment J-A – Project Deliverables, subsection J-A-7 On-Site Scheduler.
QUESTION: This section appears to require a full-time, on-site scheduler having no other duties for the duration of the contract. However, most of the duties stated in the second and third sentences of this section are those of the On-Site Project Manager and the On-Site Project Superintendent. Please confirm the requirement for a full-time, on-site Scheduler having no other duties for the duration of the project and that this position is in addition to the On-Site Project Manager and the On-Site Superintendent.
ANSWER: A full-time, on-site scheduler with no other duties is required for the duration of the contract.
1. REFERENCE: RFP Attachment J-A – Project Deliverables, subsection J-A-12 Major Equipment Submittals QUESTION: The table indicates the LH2 Tank submittal is required 60 days after NOA. This is not feasible due to the extent of work required to complete this submittal in accordance with specification 43 42 41.99 LH2 Dewar. Please change this requirement to 120 days.
ANSWER: As of this date, the requirement remains unchanged.
1. REFERENCE: RFP Attachment J-B – KSC Project Specific Requirements, subsection J-B-17 Superintendent Assignment – Full Time.
QUESTION: Please confirm the requirement for the project superintendent who will be 100% committed to the work of this contract and shall not fill any other positions in performance of this contract or any other concurrent contracts.
ANSWER: A full-time, on-site project superintendent with no other duties is required for the duration of the contract.
1. REFERENCE: Specification 01 45 00.00 40 Quality Control. Sub section 1.4.2.1 Management and Organization.
QUESTION: Please confirm the requirement for a full-time, on-site Quality Program Manager for the duration of the contract.
ANSWER: A full-time, on-site quality program manager with no other duties is required for the duration of the contract.
1. REFERENCE: RFP Section F – Deliveries or Performance.
QUESTION: Subsection F.1 indicates 974 calendar days for completion of the work ready for use from the notice to proceed for the base bid. This time period may be insufficient. Would the Government consider issuing a limited NTP for LH2 Sphere design and fabrication followed by a full NTP initiating the contract time?
ANSWER: As of this date, the requirement remains unchanged.

QUESTION: We cannot locate the project safety requirements. Please confirm if a full-time, on-site Site Safety and Health Officer (SSHO) having no other duties is required for this project. Please also provide a project safety specification.
ANSWER: Refer to 80KSC018R0016 SF1442 Continuation Clause H.6., which contractually requires compliance with KNPR 8715.7, KSC Construction Contractor Safety and Health Practices Procedural Requirements, which specifies project safety requirements. KNPR 8715.7 also identifies roles contractor personnel may be required to fill, including, but not limited to, site supervisor, competent person, qualified person, and heavy equipment operator. For disambiguation, "site supervisor" as identified in KNPR is equivalent to the role of "superintendent" identified contractually by Clause J-B-17. The superintendent may fill the role of competent person in their supervision and inspection of general construction activities. The superintendent might not be the competent person for scaffolding or cranes based upon their demonstrated experience and/or training. The superintendent is not expected to be the "qualified person" or "qualified safety professional" where referred to in KNPR 8715.7. Filling the role of "qualified person" is related to specific work activities.

QUESTION: We have noticed discrepancies in the Contract Number between the SF1442 / SF30 (which lists 80KSC018R016) and the RFP (which lists 80KSC018R0016). Please clarify the correct contract number.
ANSWER: The Correct Solicitation number is 80KSC018R0016.
