INTRODUCTION

This attachment includes documents classified as Applicable, Meet the Intent, Informational, and Tailored to the Orion Main Engine (OME) Project, including the definitions of how these should be applied.

Items listed in the Applicable, Meet the Intent, Informational, and Tailored Documents will contain some items that have been determined as export controlled documents. These documents are so marked Export Controlled under the document ID and anyone with access to the documents must comply with the export control law. This includes both control and disclosure of any said documents. Other documents and data listed may not contain any restrictions, however before the release of any information or data the Contractor shall make a determination as to the applicability of U.S. export control laws and regulations.

1.0 APPLICABLE DOCUMENTS

In addition to the regulations and procedures identified elsewhere in this contract, the Contractor shall comply with the following regulations and procedures to the extent that they are employed in the Performance Work Statement (PWS) or Data Requirements Documents (DRDs). The Contractor is required to perform work in accordance with the documents listed below in their latest revision. The revisions listed below are the latest as of the request for proposal release.

An updated list of documents applicable per order may be included in each individual order. In the event there is a conflict between the revision in this list of documents and the documents list included with the order, the Contractor shall comply with the revision specified in the order. Any applicable and reference documents embedded in the applicable and meets the intent documents listed in this attachment shall not be applicable unless overtly specified as applicable in the PWS or DRDs.

For Applicable Documents, the use of alternate applicable documents in place of the ones specified in this list is not permitted.

2.0 MEETS THE INTENT DOCUMENTS

Meets the Intent documents are listed for two purposes.

1) To be used by the contractor as a level of standards that must meet the intent of the documents listed in this section if alternative standards are recommended by the contractor. The Contractor may request use of alternate documents instead of the ones specified in this list. The alternate document proposed must reflect a revision version and/or date so that the version is configuration managed. Once approved, the alternate item will be added to this list and shown as the approved alternate to the original meet the intent document.

2) To be used or tailored per direction within a DRD description. The resulting new or tailored document deliverable will take precedence over the associated document once the new or tailored document deliverable is approved by NASA. The Orion Parts Control Board (PCB) shall be implemented by this plan, manage, and coordinate at the project level, the selection, application, and procurement requirements of all EEE parts. The OME Contractor Parts Control Board (PCB) shall be implemented by this plan (or NASA approved alternate plan), manage, and coordinate at the project level, the selection, application, and procurement requirements of all EEE parts. The OME Contractor shall chair the PCB. All subcontractors shall support the PCB as applicable (e.g. NSPAR approval of subcontractor’s items, unique issues to subcontractors, etc…) and shall implement the findings and decisions of the PCB to the extent that they are covered in their contractual effort.

4.1.2.1 Board Membership—The PCB membership shall include

at least one member from LM as well as the appropriate subcontractors. LM shall Co-chair the meeting with NASA. NASA, as Co-chair on the PCB, shall retain the right of disapproval of PCB decisions. All members shall be capable of supporting the PCB in technical matters as required. Each member shall have the authority to commit his organization or company to PCB decisions which are within the scope of their contract and consistent with the parts, materials, and processes control program processes.

4. The PCB shall review and approve use of any nonstandard parts.
