43 With respect to insurance coverage, we recommend the language in the recent HLS Appendix H Procurement be used:
"Insurance shall be an amount up to $XX million, or the maximum amount available in the market at reasonable cost, subject to approval by the contracting officer."
The final Request For Proposal (RFP) has been updated to contain the amount of insurance required.
The Final RFP Section I has been updated to include NASA FAR 1852.228-75, Minimum Insurance Coverage which details the required insurance coverage for the acquisition.
44 Figure 3.7-8 Interface Requirements highlights the Fuel and Oxidizer Interface Panel Geometry, ESM Side.
To facilitate design clarity we recommend NASA provide access to a CAD model of the full interface geometry.
The original Orbital Maneuvering System engine was not built with Computer Aided Design (CAD) models.
The CAD models of the full interface geometry are proprietary models. However, the final RFP technical library now includes 3-Dimensional (3-D) models of the current OMS-E outer mold line and the Heat Shield under file name “EngineScan_Export Controlled.zip” and “Heat Shield STL Files Export.zip”, respectively. The models contain information on the engine side of the interfaces, which mate with the European Service Module. The models were generated via a point cloud method, which may contain some inaccuracies and/or discontinuities. The 3-D models in the technical library is for reference only and should any conflict arise between this model and the Orion Multi-Purpose Crew Vehicle (MPCV) 72634, Program Orion Main Engine Project Technical Requirements Specification (PTRS), the PTRS shall take precedence.
45 Will NASA provide specific information on current operations, relationships and contacts of current engine preparation and integration to help bidders plan and prepare an OME bid? The specific information includes international relationships and contacts for delivery, integration and support; internal NASA boards and interfaces to the program;
and experience to date with current engines relative to the preparation, test, delivery, integration, and support of the engines.
NASA has provided the European Service Module Integration Facility Point of Contact (POC) in the final RFP, Attachment J-12, LIST OF GOVERNMENT FACILITIES. The NASA Project Manager will remain the POC for all NASA boards during the contract performance. The Pre-Proposal Conference Charts show the Organizational structure, international relationships and integration flow. In the technical library, there is a document titled “OMS-E GSE, Ground, and Flight Installation Hardware List” with the filename “OMS-E_GSEandFlt_HW_List Feb 28.pdf” which details the Ground Support Equipment currently utilized.
