Subject: Draft Request for Proposal (DRFP)

The National Aeronautics and Space Administration (NASA), Lyndon B. Johnson Space Center (JSC), is pleased to release the DRFP, number 80JSC020OME for the Orion Main Engine

(OME).

All inquiries or comments concerning this DRFP shall be submitted in writing via e-mail to the undersigned on or before January 21, 2020.

NASA originally requested feedback on the OME overall procurement strategy through the OME Requirements Request for Information (RFI) 80JSC019OME, issued on July 22, 2019.

Key aspects of that feedback have been incorporated into this DRFP. Most notably, areas where we have used your feedback include:

• Adjusting the procurement schedule for additional proposal development time period

• Determining proposed contract type

• Preparing the draft OME ordering structure

• Incorporating the use of Industry Standards that “Meet the Intent” of the NASA Standard

• Adapting various recommendations on different Insight and Oversight approaches

• Streamlining Data Requirement Deliverables

• Making the use of Government facilities available

In continuing our dialogue with industry, we would appreciate further feedback you have on the DRFP that will help NASA achieve our goal to successfully procure a safe, reliable, and cost effective OME. Areas where we would appreciate specific feedback to meet our goal or to promote understanding of the requirement include:

• Section L-Instructions, Conditions, And Notices To Offerors Or Respondents

• Section M-Evaluation Factors for Award

• OME’s definition of a team member required to provide Section L, Attachment L-3 Past Performance Questionnaire

• The Government is contemplating a Firm Fixed Price Indefinite Delivery Indefinite Quantity Contract. At this time, pricing instructions are TBD. See Section L.14.6 Pricing Instructions for initial thoughts on ordering strategies

• Proposed NASA involvement through Insight and Oversight in Milestones Reviews and Meetings

• Proposed Entrance and Accomplishment Criteria in the Certification and Production Milestones

• Standard Labor Categories (Attachment J-16)

The OME has been assigned the North American Industry Classification System code 336415, Guided Missile and Space Vehicle Propulsion Unit and Propulsion Unit Parts Manufacturing.

The pricing instructions for the solicitation will be provided as an amendment to the DRFP posting in January 2020.

The OME contract is anticipated to have a period of performance of 10 years and 7 months from November 1, 2020 through May 31, 2031.

Comments and questions will be addressed prior to release of the Final Request for Proposal (RFP). If a respondent believes their questions/comments contain confidential, proprietary, competition sensitive, or business information, those questions/comments shall be marked appropriately. However, questions that are marked as containing confidential, proprietary, competition sensitive or business information will not be provided a Government response.

Comments and questions are highly encouraged, and may be submitted anonymously if desired through the OME website above.

Questions and comments submitted in response to the DRFP will be separated from, and have no bearing on, subsequent evaluation of proposals submitted in response to any resulting formal RFP. The use of ideas, questions, and comments to structure the final RFP is at the discretion of the Government. Eligibility in participating in a future acquisition does not depend upon a response to this notice. The Government will not critique a potential offeror’s comments, and the DRFP should not be used by offerors to market their products/services. The DRFP does not commit the Government to award a contract nor does it obligate the Government for costs incurred in the preparation and submittal of proposals in anticipation of a contract. Responses to questions will be available on the Beta.SAM.gov, as well as the OME website.

Additionally, please note that the Section M Evaluation Criteria provided in this DRFP are being provided as pre-decisional, notional information at this point in time because the Government has not yet made a decision regarding the evaluation criteria that will actually be used for this procurement. The official evaluation criteria will be stated in the Final Request For Proposal

(RFP).

After release of the final RFP, the OME Contract Pre-Proposal Conference is anticipated to be held on March 3, 2020 via Skype. All inquiries or comments concerning this DRFP should be submitted in writing via e-mail on or before January 21, 2020 for consideration in preparation of the final RFP. For additional information on the conference, please refer to the OME website.

More information will be available in the coming weeks.

Throughout the document, the Government uses “TBD” to designate a Government Fill-in.

The Government has determined that this acquisition is covered by the World Trade Organization Government Procurement Agreement; therefore, pursuant to the Trade Agreements Act (19 U.S.C. § 2501 et seq.), NASA will acquire only U.S.-made or designated country end products, unless offers for such end products are either not received or are insufficient to fulfill the Government’s requirements (FAR 25.403(c)). The Final RFP will contain FAR clause 52.225-5, Trade Agreements and 52.225-6, Trade Agreements Certificate.

The successful offeror must pass an Equal Employment Opportunity (EEO) clearance before contract award (See FAR 22.805).
