Reply to Attn BR4-18-017

To: All Prospective Offerors

From: BR/Contracting Officer

Subject: Draft Request for Proposal (DRFP)

The National Aeronautics and Space Administration (NASA), Lyndon B. Johnson Space Center (JSC), is pleased to release the DRFP, number 80JSC019R0034 for the Center Safety and Fire Operation II (CSFO II) Contract. This effort is a follow-on to the Center Safety and Fire Operations Contract.

All inquiries or comments concerning this DRFP shall be submitted in writing via e-mail to the undersigned on or before November 5, 2018, at 1:30 p.m. Central Standard Time.

Attn: Andrea Browne Email: andrea.browne-1@nasa.gov

For use in formulating comments and questions and in the preparation of proposals, a collection of reference documents are posted to the Federal Business Opportunities (FBO) website:

https://www.fbo.gov/ and linked to the CSFO II website: https://procurement.jsc.nasa.gov/csfo2.

Comments and questions will be addressed either prior to the release of the Final RFP or as an amendment to the Final RFP. If a respondent believes their questions/comments contain confidential, proprietary, competition sensitive, or business information, those questions/comments shall be marked appropriately. However, questions that are marked as containing confidential, proprietary, competition sensitive or business information will not be provided a Government response. Comments and questions are highly encouraged, and may be submitted anonymously if desired through the CSFO II website provided above.

Questions and comments submitted in response to the DRFP will be separated from, and have no bearing on, subsequent evaluation of proposals submitted in response to any resulting formal RFP. The use of ideas, questions, and comments to structure the final RFP is at the discretion of the Government.

Eligibility in participating in a future acquisition does not depend upon a response to this notice. The Government will not critique a potential Offeror’s comments, and the DRFP should not be used by offerors to market their products/services. The DRFP does not commit the Government to award a contract nor does it obligate the Government for costs incurred in the preparation and submittal of proposals in anticipation of a contract. Responses to questions will be available at the FBO website, as well as the CSFO II website.

Additionally, please note that the Section M Evaluation Criteria provided in this DRFP are being provided as pre-decisional, notional information at this point in time because the Government has not yet

made a decision regarding the evaluation criteria that will actually be used for this procurement. The official evaluation criteria will be stated in the Final RFP.

The CSFO II Contract Pre-Proposal Conference will be held on October 30, 2018, from 8:30 a.m. to 3:45 p.m. Central Standard Time at the Gilruth Center – Lone Star. Please continue to monitor the CSFO II website for additional information on the conference.

In continuing our dialogue with industry, we would appreciate further feedback you have on the DRFP that will help NASA achieve our goal to provide institutional and test safety to support the National Aeronautics and Space Administration’s (NASA) Johnson Space Center (JSC) in accomplishing its institutional safety program objectives.

CSFO II is a Single Award with Indefinite-Delivery/Indefinite Quantity (IDIQ) Cost-Plus-Fixed-Fee (CPFF) task orders (TOs). CSFO II has been assigned the North American Industry Classification System code 541330 (with the military and aerospace equipment exception).

CSFO II is anticipated to have a 5-year period of performance (October 1, 2019 through September 30, 2024), with a phase-in period of 30 days (September 1, 2019 through September 30, 2019).

Data Requirements Documents (DRDs) and Section J Attachments will be renumbered for the Final RFP.

Throughout the document, the Government uses “TBD” to designate a Government Fill-in and “Offeror fill-in (OFI)” to designate a section to be filled-in by the Offeror.

Offerors should ensure its company is listed in the on-line database for the following:

• System for Award management: https//www.sam.gov

• U.S. Department of Labor Veterans’ Employment and Training Service, VETS-4212 Reports:

http://www.dol.gov/vets4212.htm

• Data Universal Numbering System: http://fedgov.dnb.com/webform/

The successful Offeror must pass an Equal Employment Opportunity (EEO) clearance before contract award (See FAR 22.805).

Once again, thank you for your interest in this procurement activity and we look forward to our continuing dialogue.

Andrea Browne Contracting Officer
