1.0 INTRODUCTION
The Center Safety and Fire Operations Contract II (CSFO II) provides institutional and test safety to primarily support the National Aeronautics and Space Administration’s (NASA) Johnson Space Center (JSC), other NASA centers, and Government agencies in accomplishing its institutional safety program objectives. At JSC, the Contractor primarily supports the JSC Safety and Test Operations Division (STOD). The mission of CSFO II is to assist NASA’s management and employees and Government agencies in reducing and preventing injuries, damage to the environment, facilities, systems, and equipment.
Together, both NASA and Government agency employees and the CSFO II contractor provide guidance and assistance ensuring NASA management and Government agencies fulfills its safety responsibilities.
It is a NASA priority to avoid loss of life, to prevent personal injury or illness, protect the environment, and prevent property loss or damage. NASA follows all applicable federal, state, and local regulations for the areas of safety, health, and environmental protection. At NASA, safety, health, and environmental protection is the responsibility of both line management and employees.
1.1 Location of Work
The services to be performed under this contract are principally performed at JSC, NASA operations at Ellington Field (EFD), and Sonny Carter Training Facility (SCTF). All of these sites are located in Houston, Texas. EFD and SCTF are considered part of JSC. Support shall be required at other sites for which JSC has responsibility, such as the El Paso Forward Operating Location (EPFOL) in El Paso, Texas; and the White Sands Test Facility (WSTF) in Las Cruces, New Mexico. Support shall be required at locations, such as off-site contractor locations, other NASA centers, and other domestic and international non-NASA locations (“off- site” locations). Based on the task order requirements, the terms “JSC,” “Center,” or “on-site” will be used collectively to mean the JSC main campus, SCTF, and EFD.
JSC has an on-site population of approximately 9,000 employees, comprised of federal Civil Servants, contractor employees and International Partner employees. The Center has approximately 205 buildings with approximately 3.3 million square feet of interior floor space. The buildings encompass a broad mixture of functions, including administrative, office, laboratory, training, testing, manufacturing, hazardous facilities, construction areas, machine shops, industrial, research, maintenance areas, and storage, as well as aircraft hangars and a large underwater weightless test/training center.
1.2 Work Environment
Much of the work performed under the contract will be in an office environment on-site at JSC. The nature of the work requires the Contractor’s personnel to enter JSC work areas, such as laboratories, hazardous facilities, construction areas, machine shops, aircraft hangars at EFD, and a large underwater weightless test center at SCTF. The Contractor’s personnel interface directly with a variety of NASA employees, including senior Center management and contractor employees from across all areas of the Center.
1.3 NASA’s Safety Vision
“Safety is a core value at NASA,” as described in NASA Policy Directive (NPD) 1000.0, “NASA’s constant attention to safety is the cornerstone upon which NASA builds mission success. We at NASA are committed, individually and as a team, to protecting the safety and health of the public, our team members and those assets that the Nation entrusts to us.” The CSFO II contract is a principal resource used to meet the strategic goal of ensuring a safe work environment for JSC’s people and protecting property and the environment. Specific objectives of this strategic goal include:
(a) Improving safety behavior through increased awareness of safety requirements and improved accountability measures.
(b) Advocating the principles outlined in NASA-HDBK-8709.24, “NASA Safety Culture Handbook.”
(c) Conduct and assist in improving the timeliness and quality of mishap investigations.
(d) Integrating risk-based analysis into facility management decision-making to optimize risk trades based on available funding and process improvements.
(e) Providing a safe work environment in the face of challenges such as:
(1) A multifaceted work environment, involving diverse hazards from the office, to industrial work areas, to advanced laboratories, and test systems
(2) New and emerging technology
(3) An aging infrastructure
(4) An uncertain Agency budget
(f) Providing leadership to identify and manage the risks in a creative, proactive, and cost effective manner by:
(1) Establishing relationships to encourage a safe work environment with personnel at the Center.
(2) Performing data analysis that quickly recognizes trends in safety performance.
(3) Recommending better performance indicators of changes in risk at the Center
(4) Understanding the latest tools and techniques available to improve safe work conditions and behaviors.
(5) Assisting NASA to prioritize resources in a manner most effective at reducing the Center’s mishap risks.
1.4 Scope
The major functional areas of the CSFO II contract are:
(a) Contract Management
(b) Engineering Analysis and Support
