Amendment #1

RFP 80JSC019R0034

Center Safety and Fire Operations II (CSFO II) Request for Proposal (RFP) Questions and Answers

1. File Name and/or Number: RFP

Section/Subsection Name and/or Number: Section L - Attachment L-1: Sample Task Order, 5.0 Period of Performance Page Number: 219 What it States: “Period of Performance: October 1, 2019 through September 30, 2020” Question: We believe Period of Performance should start November 1, 2019 to align with the rest of the RFP.

Answer: This amendment revises Section L - Attachment L-1: Sample Task Order, 5.0 Period of Performance as follows:

From:

October 1, 2019 through September 30, 2020.

To:

November 1, 2019 through September 30, 2020.

2. File Name and/or Number: RFP Section/Subsection Name and/or Number: L.2.2 Page Number: 190 What it States: Offerors shall arrange their proposals as set forth in Table L-2. Proposal sections excluded from the page limit shall be placed at the end of each volume.

Conflicting Section File Name and/or Number: RFP Section/Subsection Name and/or Number: Table L-2 Page Number: 190 What it States: Table L-2 lists the Safety and Health Plan as the 2nd Section of Volume I, however, it is excluded from the 125 page count, which means it should be located in the end of the volume with the other excluded items.

Question: The statement has conflicting requirements of placing the sections as they are listed in Table L-2 but placing excluded sections in the back of the volume.

Recommendation: We recommend moving the Safety and Health Plan to the end of Volume I so that the front part can have continuous page numbers to easily demonstrate the 125 page count compliance.

Answer: This amendment revises Table L-2 on Page 190 by placing the Safety and Health Plan row in between the Sample IDIQ Task Order Templates row and Program Manager Letter of Commitment row so that the excluded items from the 125 page count are at the end of Volume I.

3. File Name and/or Number: RFP Section/Subsection Name and/or Number: L.8 Model Contract Page Number: 210 What it States: SF 33 is part of Section A.

File Name and/or Number: RFP Section/Subsection Name and/or Number: Table L-2 Page Number: 192 What it States: Table L-2 designates Volume V Model Contract as MS Word.

File Name and/or Number: 80JSC019R0034_-_SF33.pdf Question: The SF33 was provided as a separate pdf file and needs to be signed. Should it be submitted as a separate pdf file as provided to us or does it need to be embedded into the overall Model Contract MS Word document?

Answer: Although the Model Contract is inclusive of every Section A through J, the SF33 is a separate pdf file which should be signed electronically and submitted as a separate pdf file.

4. File Name and/or Number: RFP

Page Number: 210 What it States: For the SF33…provide an original signature.

Question: Can this be a digital signature created within the pdf file or does it need to be hand signed? If hand signed, the form would need to be scanned to be submitted electronically. Does that meet the definition of “original signature”? Please clarify how the original signature needs to be provided on the SF33.

Answer: A digital signature should be created on the SF33 or hand signed and scanned to be submitted electronically with the proposal through Federal Business Opportunities. This will meet the definition of an original signature.

5. File Name and/or Number: RFP

Page Number: 211 What it States: Offerors shall submit the required documents (listing the 4 plans required to be submitted in Vol I).

Question: Please confirm that we are to submit another copy of the plans in Vol V Section J in addition to the copies submitted in Vol I.

Answer: Correct.

6. File Name and/or Number: RFP Section/Subsection Name and/or Number: L.4(b)(2) Page Number: 195 What it States: BOE required for Sample Task Order (not Scenario)

Page Number: 224 What it States: A cost analysis for labor and non-labor resources is not required for Technical Scenario.

Question: We understand that the Technical Scenario requests a description of our approach and method to provide for adequate labor, but it is not requesting a detailed BOE. Technical Scenario was removed from L.4(b)(2) on page 195 but it remains part of L.4(b)(b) on page 197. Should it be removed from the L.4(b)(b) requirement on page 197?

Answer: No, this amendment revises Section L.4(b)(2) Basis of Estimate (BOE) on Page 195 as follows:

From:

Explain the BOE by providing supporting rationale for all labor resources (WYEs and skill mix) and non-labor resources proposed in response to the Sample Task Order.
